Job Summary

• The Logistics Officer is a logistics support staff, supporting the HOD Logistics and Field Coordinator in daily operations in support of the Mandera Base Office, programs and activities.

Purpose:

• Under the direct supervision of the Field Coordinator, the Logistics Officer will provide procurement and logistic assistance, ensuring high quality, accuracy, and effective execution of procurement and logistics, including asset management and processes, as well as transparent utilization of financial resources. They will promote a client-oriented approach consistent with ACF rules and regulations.

Engagement:

• The Logistics Officer will be expected to offer technical assistance to Mandera Base programs
• Logistics Officer will be required to engage with external stakeholders such as partners and suppliers.
• Work with the drivers to ensure vehicles are properly maintained and in good condition.
• Work with Programs team on expedition of requests and tasks

Delivery:

• The Logistics Officer will be expected to support all logistical functions, including but not limited to; procurement, transport, stock management, fleet management, equipment/assets management import/clearance, and distribution of commodities.

Essential Job Duties

Procurement - 70%

• Assist in procurement activities, purchasing of equipment, goods and services, including planning, raising RFQs, ITTs, issuing Purchase Orders and Call-off Orders against FAs, and other tasks;
• Assist in procurement processes, e.g. drafting bidding documents and launching sourcing and solicitation events in eSourcing, managing bid submissions, communicating with bidders, participating in evaluations, preparing evaluation reports, supporting preparation of Contracts, Framework Agreements and amendments thereof;
• Process procurement transactions in ACF’s corporate system, LINK;
• Process invoices for goods and services delivered, ensuring accuracy and completeness of documentation and timely payment, following up to completion and informing clients;
• Monitor expenditures against allocations from Budget Follow Ups.
• Receive, review, log and route incoming communication and procurement requests/invoices;
• Receive, verifying deliveries and shipping them to requesters (Bases or Coordination departments)
• Prepare reports, tables, charts etc. applying technical skills and knowledge in formatting and presentation;
• Prepare statistics and reports, including on procurement volume;
• Undertake routine follow-up action on procurement on behalf of the Supervisor;
• Maintain status reports on procurement activities and work in progress.

Logistical Support Services - 20%

• Support in asset management, ensuring all items are recorded against the correct project number and the correct documentation is supported for each item;
• Support in fleet management, ensuring all ACF vehicles are running at optimum levels.
• Manage asset and inventory of all expendable and non-expendable items under each project in order to maintain accurate records for accountability, as well as handover of equipment when appropriate;
• Support in asset registration processes of expendable and non-expendable property and equipment for the office, ensuring they are well established and maintained/updated on a monthly basis;
• Assist in office management of stationery supplies including maintenance of stock list and distribution of stationery as required by staff, keeping a log of distribution;
• Assist in managing office provision of cleaning and maintenance/repair services;
• Assist in the organization of meetings, conferences, visits, workshops, etc;
• Any other duties as requested by the Supervisor.

Other duties as required -10%

Required Qualifications

• Bachelor degree in supply chain & Logistics Management or other relevant academic studies.

Purpose

• The Head of Food Security Livelihood and Resilience Department Provides technical leadership to Action Against Hunger’s food security programs through context analysis, development of strategic FSL & Resilience priorities and promotion of technical innovations and learning capitalization.

Engagement:

• The Head of FSL & Resilience Department provides internal and external representation to ensure a clear understanding of Action Against Hunger’s technical positioning among the various stakeholders. Collaborate with other technical coordinators to develop an integrated technical strategy; and support integrated program definition and implementation.
• Ensure close and regular coordination with other technical departments (nutrition, WASH) in overall program coherence specifically recovery and development projects; and support departments (logistics, administration and human resources) in procurement planning and follow-up, and budget follow-ups, human resources planning and overall staff management.
• Representing Action Against Hunger in coordination fora with relevant authorities and other agencies.
• Implementation of technical advocacy actions in coordination with Program Director and other relevant departments to enhance staff capacity on FSL and resilience programming
• Coordinates with Government authorities, NGOs, UN agencies and donor representatives, create links with various technical actors working in the same geographical areas of interventions, and develop partnerships where relevant and appropriate.

Essential job duties:

Strategic Leadership 20%

• Develop strategic positioning for the department as part of the Action Against Hunger annual country strategy process and as needed, in close consultation with field teams and other technical departments.
• Lead in the review and implementation of the FSL and resilience strategy well aligned with the ACF Kenya and International Strategic Plan (ISP).
• Support in development and review of FSL and resilience annual work plans, budgets, and monitoring frameworks to ensure effective implementation and achievement of FSL interventions.
• Provide guidance and support to FSL program managers and field teams to ensure the quality and impact of interventions.

Summary of position

As part of Action Against Hunger Regional office, the  Regional Grants and Reporting Officer, will support in the management of the Regional Grants and Contracts Unit’s Portfolio and in their ambitious effort to advance the organization’s agenda through resource mobilization, programmes execution, compliance and quality reporting.

Purpose

The Regional Grants and Reporting Officer will provide grants management support for the regional office portfolio with adherence to internal and external standards and regulations. He/she will execute multiple grants transactions and ensure process integrity in all areas including proposal development, reporting and documentation.

Engagement

He/she will closely collaborate with Regional Grants and Contracts Manager for technical guidance. He/she will interact with Action Against Hunger sector coordinators at regional level and grants staff at country level and Network HQs level, and with external stakeholders as needed.

Delivery

Quality formulation of donor proposals in accordance with relevant guidelines; timely and high-quality donors reporting of Action Against Hunger Programs, consistent delivery of timely and quality grants services using established processes and tools.

Duties and Responsibilities:

Donor reporting:

• Support external reporting to ensure timely delivery of coherent, accurate and high-quality reports which meet Action Against Hunger and donor requirements, with support of Country offices, HEARO’s technical, MEAL and ACTs teams and relevant Action Against Hunger Network’s HQ.
• Create and circulate monthly reporting schedules and ensure country teams' adherence to the reporting schedules;
•  Disseminate draft reports for review and validation by HEARO’s technical, MEAL,  ACTs and finance teams
• Liaise with relevant network members -Action Against Hunger USA, Spain, Germany, UK, France as necessary to ensure reports meet internal and external program quality standards, guidelines and timelines.
• Support the country office teams to produce high quality program reports as per donor and AAH requirements by providing high quality editing and formatting skills.
• Support regional office grants management team in the overall reporting procedures with a good deal of attention to detail like proof reading, editing, reports compilations, update preparations, and presentations.
•  Support the Grants management team to prepare, update, and share regularly donor and internal reporting schedules.

Proposal development:

• In close collaboration with stakeholders at country and regional level, formulate concept note(s) as first stage of proposal submission to international and local donors.
• Coordinate, monitor and/or support in the completion of all sub-components of technical proposals as per the agreed timeframe.
•  Ensure the coherence and technical quality of the overall proposal package prior to submission.
• Ensure that Key staff (including partners’) have a clear understanding of donor compliance requirements during proposal development.

Records/Information management, and communication:

• Support maintenance of comprehensive information management and filing system on shared Drive (No Hunger Forum) that ensures all donors contractual documents, reports, key correspondences, etc. are appropriately filed in up-to-date and consistent soft and hard libraries;
• Ensure grants data base is up to date for all assigned new awards and modifications.
• Sensitize grants management team on archiving system in use and supporting in the retrieval of essential documents.

Donor compliance:

• Maintain a broad understanding of relevant donor policies, regulations and procedures in the organization.
• Capacity built country missions on key donor compliance guidelines, update on compliance changes, expectations during funding application, implementation and reporting, and the impact of non-compliance on organization’s operations and reputation.
• Work in collaboration with Grants, Finance and Supply Chain teams, to assist program technical leads and operations staff with understanding of all compliance requirements on their grants.
• Research donor compliance issues for new opportunities or existing grants, as needed, within the assigned portfolio of Horn and East African Region.
• With the support of the Grants and Contracts Manager, review donor agreements and coordinate their review with the relevant country and HQ office.
• Ensure that grants are implemented in compliance with Action Against Hunger and relevant donor regulations.

Overall Grants Management and monitoring:

Summary of position

As a key member of the Action Against Hunger Horn and Eastern Africa Regional management team, the Regional Finance and Grants Director, is responsible for the leadership and management of the financial and grant infrastructure and systems at the regional level, developing and managing financial tracking, resource flows, reporting and compliance for the regional portfolio. The Regional Finance and Grants Director reports to the Regional Director and in close coordination with the HQ’s Finance department, ensures sound financial systems and grants management within the region through optimizations' of current resources, developing team capacity to deliver and promote excellence and sustained growth.

Purpose:

• Be a trusted partner of the regional director and his/her immediate team to provide decision support on all finance related matters;
• Develop the capacity of the country office finance directors and their teams to ensure that they meet the Action Against Hunger international finance and award management essential standards;
• Provide strategic leadership and oversight to Finance and Grants teams to ensure that the guidance and support provided by these subunits effectively facilitates organizational growth and change while guarding against risk;
• Ascertain compliance with funding agency regulations, timely address of any compliance issues, prepares and/or oversees the preparation of all reports required by Action Against Hunger and donor agencies (USAID, EU, ECHO, UN, etc.)

Engagement

• Collaborate with the HQ’s Chief Financial Officer and HQ Controller in providing regular, accurate financial overviews (including burn rate, variances, summaries of risks) and support in the annual budgeting, planning and review processes.

Summary of position

The Regional Strategy, Monitoring, Evaluation, Accountability, and Learning Advisor plays a key role in Action Against Hunger Horn and East Africa Region by supporting strategy development processes and ensuring consistent design, application and engagement with MEAL systems and initiatives. S/he will lead strategy development and execution and harmonize the MEAL approaches across 8 country offices to ensure efficiency across mission and ensure compliance with Action Against Hunger MEAL minimum standards, guidelines, and procedures. S/he will also ensure data quality by designing MEAL systems, procedures, policies, and MEAL Guidelines to harmonize data across different missions.

Purpose:

• Provide technical oversight to strategy development, execution and performance management across the region – ensuring that investment and programming priorities are aligned with strategy

As a member of the Action Against Hunger’s Knowledge and Innovation Hub and specific focal point for Program Development and Quality Assurance, the Deputy Hub Director will design day-to-day regional program management system and provide high-quality support services to country offices. S/he will proactively monitor/flag risks in the portfolio and identify actions required to remove bottlenecks to achieve organizational programmatic goals. S/he will also contribute to Action Against Hunger technical strategy within a multi-sectoral approach and will contribute to the overall program development and quality.

Provide operational and technical leadership and expertise in program development and quality assurance to support all Action Against Hunger’s programs at the Regional and Country level.

I. Summary of position

Action Against Hunger Kenya Country office is looking to fill the position of Base Administrator who will be responsible for day-to-day finance activities at Mandera and will play a critical role in ensuring adherence to financial policies and procedures. These activities include general finance, budget, cash, and bank management at the base level and ensuring that all finance transactions are recorded in the saga cashbook on a daily basis in full respect of internal rules. He/ She will provide accounting and financial analysis to the Mandera base staff and will ensure the submission of base financial reports based on internal deadlines in compliance with all accounting and financial reporting functions. The individual is also responsible for supporting Internal reporting including internal budget monitoring.

The incumbent is responsible for providing Human Resources Administrative Support to the base staff and enforcing the implementation of the organization’s policies.

The Base Administrator role has the following purpose, engagement and delivery:

Purpose:

The base administrator will be key in the day-to-day administration operation at Mandera base. The officer will have the responsibility of ensuring all accounting procedures for the organization finances are safeguarded by following the monthly accountancy procedures. The officer will also be responsible with conducting monthly cash county, tracking of monthly expenditure, advance, forecasting tools as well as the review and analysis of monthly accountancy before submission to Nairobi. The holder of the position will also be key in submitting monthly base HR reports and supporting the capital office in preparations of monthly payrolls. In addition, the incumbent will be responsible in providing Human Resources Administration by ensuring all the staff adhere to the stipulated organization policies.

Engagement:

The position hold works collaboratively to ensure the issuing of accountancy bundles is timely, accurate, and complete. S/he will work with all staff in order to improve knowledge and awareness with respect to budget utilization, policies, internal control policies and procedures.

S/he will build and maintain a collaborative network with various external stakeholders such as local government and non-governmental partners.

S/he will work closely with other departments, the Field Coordinator, Logistics and Program Officers at the base level and at the Nairobi level to provide seamless support and relevant advice in regard to organization policy funds utilization. Seek advisory support and advise both capital Human Resources and Finance departments on base arise matters and information sharing.

II. Delivery

The position holder is responsible for providing accurate financial data, effective and efficient utilization of resources in line with the organizational and financial management policies and procedures as per the donor policies and guidelines. S/he will ensure the organization is compliant by making sure various accounting and tax regulations are adhered to staff hired in the field.

Provide HR monthly reports, monthly leave updates and payroll amendment alteration reports and promote high standards of integrity and accountability in the utilization of organizational resources.

III. Essential job functions

1. MANAGEMENT OF THE FINANCES OF THE BASE 80%

a. General Finance:

· Responsible for finance management at base level,

· Ensure proper implementation of Action Against Hunger’s financial rules and procedures.

· Responsible for the financial authorization of the expenses done on the base in compliance with financial procedures and monthly cash forecast

· Record all working advances in the advance book and follow up on their clearance by staff on a timely basis.

· To ensure that each cash & bank transaction is justified by an appropriate invoice/receipt, and to ensure the quality of receipts (name, patent no., stamp, description, date, amount, etc.)

· Responsible for proper & regular filing of all finance documents at the base.

b. Budget Management

· Where required and in consultation with the Field Coordinator, provide inputs to budget proposal design and procurement plan.

· Check the availability of funds for all activities and expenses- validate the procurement requests and SPOs.

· Hold monthly Budget Follow up (BFU) meetings at the base level and communicate feedback to Nairobi Finance office.

· Ensure that correct budget lines are used for each activity & expenses- link to PFU and BFU.

c. Cash & Bank Management:

· To ensure respect of Action Against Hunger’s finance procedures and Cash Management Policy at the base level.

· Monthly cash and bank reconciliation

· Ensure safekeeping of Action Against Hunger funds and assets

· Make cash count at least once a week and also at the end of each month (in writing)

· Consolidate the base cash forecasts. Ensure liquidity at base level- sending balances to Nairobi capital office, follow up on transfers to bases.

· Ensure base expenditures are in line with the approved cash forecast, analyze discrepancy between actual expenditures and cash forecast.

d. SAGA:

· Record all transactions in the SAGA cashbook in full respect of internal saga rules. This cashbook & bank book must be updated on a daily basis to be able to verify the physical bank & cash balance at any time.

· Ensure that correct budget lines are used for each activity & expenses- link to PFU and BFU.

· Accountable for the SAGA monthly closing: check all books and transmit all documents before the 4th of the following month to the Nairobi finance team.

2. MANAGEMENT OF THE HUMAN RESOURCES AT THE BASE 15%

a. Administration of Employment practices

· To ensure the implementation of the staff regulation in the base,

· To ensure the proper communication within the base concerning administrative issues,

· To implement all HR procedures, projects and initiatives in the base and to propose to the Field Coordinator on new procedures where required,

· To maintain an accurate staff database of the staff in Mandera Office, management of leave to include leave plans and leave follow up

· To ensure the Payroll Alteration Forms are remitted to Nairobi HR on the 15th of every month for payroll processing.

· Responsible for all HR filing in the base to include recruitment files, personnel files etc.

· In-charge of enforcement of office guidelines like COVID-19 control and prevention measures.

b. Employee Resourcing (HR Planning, Recruitment& Selection, Induction& Orientation

· In collaboration with the Field Coordinator, participate in the recruitment and selection process at the field level to include preparing JD’s, job adverts, receiving and sorting applications, preparing interview materials, interview schedules, contact candidates for interviews and help set up for interviews.

· Working closely with the HR Manager, prepare recruitment documentation to include the recruitment matrix and conducting reference checks.

· To assist the Field Coordinator in the orientation and induction of new staff at the base. This includes, preparing an induction schedule for new staff, collecting all documents from new employees as per the employee personnel checklist and opening employee personnel files for all new employees as well as assisting in conducting comprehensive HR induction at base level.

· In consultation with the Field Coordinator, advise on staffing needs including need for new hire and/or reduction.

c. Employee Relations.

· Responsible for staff welfare at the base level including but not limited to staff meetings, medical, contributions etc.

· Ensure staff have personal protective equipment (PPEs) while on duty as part of COVID-19 control and prevention (where necessary)

· To ensure that each disciplinary action is justified, compliant with the law and staff regulation, and validated by the Field Coordinator in conjunction with HR Nairobi.

· To prepare for the base all propositions regarding changes in the HR policy, i.e. organization chart, comments on the salary grading structure and to be communicated to the Field Coordinator who will liaise with other coordination teams.

· Be a change champion for HR initiatives and projects at the base level

· Working closely with the Field Coordinator, assist in the implementation of HR projects and initiatives at the base level.

3. ANY OTHER ASSIGNMENT 5%

Summary of position

Action Against Hunger-USA is seeking a Project Director to lead the applied research project "Enabling Anticipatory Action for Acute Malnutrition in Practice through Strengthening Early Warning Systems" - also known as the Modeling Early Risk Indicators to Anticipate Malnutrition (MERIAM) 2.0 project. This project is funded by the German Federal Foreign Office (GFFO). The objectives of the project are (1) to use data from existing sources in statistical models to forecast malnutrition rates among young children in four pilot countries in the Horn of Africa (Ethiopia, Kenya, Somalia and South Sudan) and (2) to track and study the uptake of model-based forecasts by humanitarian actors as a resource for implementing effective, evidence-based anticipatory interventions in response to different risk conditions, including climate- and conflict-related shocks.

The Program Director’s role has the following three main responsibilities:

PURPOSE: 

• Serves as the overall project lead, providing expert vision and strategic direction as well as technical, operational and financial management and oversight to country teams and partners, guaranteeing the conceptualization and operationalization of applied research throughout the project.

ENGAGEMENT: 

• Provides high-level technical and thought leadership and representation in this priority research area for Action Against Hunger. Works in partnership with internal (field, country office, network and HQ teams) and external stakeholders (academic partners, technical advisory groups, donor advisors, etc.) to implement the MERIAM 2.0. Project, while liaising with key project stakeholders at country, regional and global levels.

DELIVERY:

•  Oversees the implementation of ongoing programmes and provides effective leadership to ensure that the project is delivered on time, to scope and of the highest quality, ensuring an effective budget monitoring, quality reporting to Action Against Hunger stakeholders and donors, all in accordance with internal rules and regulations, funding regulations and the core values of the organisation.

ESSENTIAL JOB FUNCTIONS

SERVE AS PART OF THE CORE LEADERSHIP TEAM OF THE MERIAM-GFFO Project [~80% LOE]

Coordinate technical research and operational management of the project and its integration into Action Against Hunger core areas.

• Be accountable for all aspects of implementation of the project till its completion and ensure that academic partners, country offices and technical project members are collaborating in the most impactful way;
• Design and co-ordinate the research process, using the evidence generated on an ongoing basis to ensure that the results of the statistical modelling are translated into workable practices and particularly anticipatory action frameworks in the pilot countries;
• Be responsible for the promotion of technical sectoral integration and sensitization of staff on its applications, including transversal policies such as gender;
• Ensure that all data sought, accessed or acquired, compiled, archived and used for analysis are managed in accordance with the data protection regulations of the relevant jurisdiction, including obtaining all applicable approvals for trial registration and ethical review, by providing effective leadership to country teams on government engagement;
• Ensure all donor reports are completed in a timely manner with the relevant input from the field teams and submitted to HQ for validation.

Responsible for developing new strategic partnerships and representing Action Against Hunger USA in partnership-related meetings, workshops and working groups.

• Create and lead an effective Steering Committee with the project partners, namely Action Against Hunger Germany, University of Maryland and University of Minnesota, in the best interests of the project, synthesising the respective roles, expertise and contributions of the partners;
• Represent the project at country, regional and global levels and in networking with key stakeholders and ensure a strong collaboration with like-minded partners and initiatives in the field of Early Warning and Anticipatory Action;
• Develop and strengthen strategic partnerships, in particular to ensure the institutionalisation of the MERIAM project, in order to guarantee the long-term use of its applied methodology and research results;
• Provide support for overall knowledge management of the project.

CONTRIBUTE TO RESEARCH AND INNOVATION OF ACTION AGAINST HUNGER USA RESEARCH PORTFOLIO THROUGH THE MERIAM PROJECT. [~20% LOE]

In collaboration with the project team and academic partners this role will:

• Ensure the development of peer-reviewed publications and other forms of communication and dissemination of results, including oral presentations, to maximize the uptake of evidence generated by academic partners, preferably with the active involvement of ACF staff;
• Provide technical expertise in the research project or case studies from country or regional offices, allowing cross-national (and sub-national) comparison across a variety of contexts with different circumstances and information landscapes.

• Significant experience with international humanitarian and/or development organization is required. Previous experience with Action Against Hunger in emergency and post-emergencies is an asset;

Meriam Project Background- Enabling Anticipatory Action for Acute Malnutrition in Practice through Strengthening Early Warning Systems The project seeks to enhance capabilities that enable key humanitarian stakeholders at both local and international levels to anticipate, act upon, and mitigate risks and impacts of crises involving acute malnutrition in young children, thus strengthening humanitarian preparedness. Specifically, this project aims to contribute to how operational strategies are developed and various humanitarian actors make operational decisions. Furthermore, this project will monitor and document how humanitarian actors decide to adopt and use the model products. These goals will be achieved by incorporating forecasts,generated from innovative predictive models, into existing Early Warning Systems led by humanitarian stakeholders.

The primary objective of this position is to ;

• Perform analysis of trends; patterns using open-access secondary data sources available in the countries that can yield greater fidelity and more insight into the drivers of risk and potential avenues of intervention.
• Support countries in data collection, mining or extracting usable data from valuable open data sources
• Enhancing data collection procedures to include all relevant information for developing analytic systems for anticipatory action.
