SCOPE OF WORK

USAID Imarisha Jamii is a USAID Kenya and East Africa funded activity that aims to increase the use of quality county-led health and social services in Turkana County, Kenya. It is an integrated health and social services program that focuses in areas of HIV; Family Planning, Reproductive, Maternal, Child and Adolescent Health (FP/RMNCAH); Nutrition; and Orphans and Vulnerable Children (OVC) program.

The PMTCT Lead will focus on:

•  To provide technical leadership in the development and implementation of an ambitious, elimination of mother to child transmission (eMTCT) program aimed at improving the quality and effectiveness
• of high-impact evidence-based HIV and AIDS interventions and ending of triple threat.
•  This will be accomplished by scaling up new and emerging research findings on evidenced-based, interventions; providing technical assistance and organizational capacity building to the county
• government and civil society partners, clinical teams; and disseminating research findings and sharing lessons learned
•  Improving the delivery of care and treatment services for Positive PBFW and HIV-infected Children in line with the 95-95-95 strategy

KEY AREA KEY TASKS

Technical  

• Provide leadership in designing, and implementation of PMTCT work plans and budgets
•  Oversee the capacity building of project technical officers and health care providers at USAID-Imarisha Jamii supported facilities on PMTCT national guidelines and protocols
•  Coordinate and innovate collaborative activities and strategies targeted to achieving elimination of Mother to Child Transmission
•  Oversee follow-up of HIV infected pregnant and breastfeeding women and HIV exposed infants in USAID-Imarisha Jamii supported facilities and ensure optimal outcomes for the mother and infant
•  Liaise with Ministry of Health officials and other stakeholders in the implementation of the program in line with MOH guidelines and priorities
•  Take part in the drafting of monthly, quarterly and annual reports and other written materials such as lessons learned, case studies and other materials as required
•  Assist in program monitoring and evaluation and use of data to inform program planning and continuous improvement
•  Participate in the county, regional and national PMTCT technical working groups/Meetings
•  Develop job aids, SOPs, tools and materials as needed including CMEs for use at the facility level to support health care workers to provide PMTCT services
•  Any other duties assigned by the supervision

Required Qualifications and Experience

•  At least a Bachelor’s degree in Medicine, Clinical Medicine, Nursing, Public Health, or other healthrelated courses, Master of Public Health is an added advantage.
•  At least five (5) years of experience in HIV and AIDS prevention, Care and Treatment experience
• with a particular focus on PMTCT or Pediatric programming preferred.

Skills, Knowledge and Competencies

•  Good knowledge of practical delivery of HIV/AIDS clinical care and ART including patient-centered management and family support.
•  Training on Kenya EMR and the ability to use EMR for reporting.
•  Advanced training in antiretroviral management is an added advantage.

Key Responsibilities:

• Assist the CoP with strategic and operational planning, including work planning, and ensure project compliance with all contractual reporting and financial requirements of USAID and Amref Health Africa in Kenya.
• Assist the CoP in creating and maintaining good working relationships with USAID, civil society organizations, media, and other program partners.
• Manage staff, partners, and operations ensuring close coordination and collaboration between the project’s various teams.
• Manage deadlines, draft reports, maintain records, and monitor achievement of benchmarks in the agreement.
• Serve as acting CoP in their absence.
• Oversee the grants management process, specifically support the design and management of an open, transparent, and competitive grants making process.
• Work closely with appropriate project personnel to develop solicitations approved by Amref in Kenya and USAID; publicize and promote the solicitations through various media channels: process and prepare all necessary documentation, in collaboration with project personnel; follow-through and complete all approval processes.
• Supervise the implementation of sub awards.
• Mentor and manage staff in a respectful and transparent manner, working with local staff to build their technical and administrative capacity.

Qualifications and Competencies:

• Eight years of experience in a senior role managing, complex technical service delivery programs of similar scope and dollar value.
• A Master’s degree in social sciences, public health, medicine, management, business administration, or a related field.
• Five years’ experience in partnership building, especially with the government representatives, donors, the private sector, and local community organizations.
• Working knowledge of USAID policies and procedures.
• Knowledge of administration, human resources (HR) practices, budget management.
• Experience recruiting, forming, and successfully managing teams and ensuring the quality of their products.
• Demonstrated success in multicultural environments is required.
• Strong written and verbal communication skills in English required.

JOB PURPOSE

Amref Health Africa is looking for a highly motivated and dynamic person to serve in this new role as a Technical Director: Social Determinants of Health providing strategic and technical leadership of the global programme portfolio, which has entered the new 8-year strategic period. Working closely with teams across Amref, the successful candidate will provide overall strategic direction and technical leadership, implement the corporate TA strategy (technical assistance), and invest in people-centered health systems, specifically in experience in the social determinants of health including public health security, climate and health: culture and environment, syndemics and health disparities, modern and traditional/indigenous health climate change, human trafficking, violence, migration and natural/human made disasters.

The successful candidate will therefore provide high-quality technical support to teams across Amref and is expected be a thought leader. The role demands high visibility, both internally and externally, including representation and creation of partnerships. The position is a combined technical and managerial role.

PRIMARY RESPONSIBILITIES

• Provide technical expertise on how to strengthen implementation of the SDoH models in the various countries by overseeing national and sub-national technical support to Amref’s Country Offices (COs) and partner countries
• Development, implementation and oversight of programme technical strategies, service delivery models, protocols, guidelines, quality and standards across the organization.
• Building knowledge, thought leadership and develop programs in the following SDoH key areas Income and social protection, Health Education, Unemployment and job insecurity, Working life conditions, Food insecurity, Housing, basic amenities, culture and the environment, Early childhood development, Social inclusion and non-discrimination, Structural conflict, syndemics and health disparities, modern and traditional/indigenous health climate change, human trafficking, violence, migration and natural/human made disasters.
• Identify and grow multi-country projects including enhancing cross-country learning, improving documentation of lessons learned, dissemination/publication and translation of learnings into policy and practice to impact change
• Oversee the design and execution of all SDoH programs, ensuring they are aligned with strategic objectives and donor requirements by technically supporting Amref’s COs and key stakeholders to develop frameworks that aligning with their national context of the relevant social determinants
• Working closely with teams across Amref and Health System Strengthening Directorate, the successful candidate will develop and implement strategic plans related to overall strategic leadership on SDoH areas, ensuring alignment with the organization's overall mission and objectives.
• Monitor and evaluate emerging SDOH trends and integrate relevant insights into the organization's strategies.
• Represent Amref on high level panels, media interviews, meetings and in other forums which position the organization and grow its thought leadership agenda.
• Work closely with stakeholders in driving conceptual and strategic project alignment, overall workplan execution, and deep dives on specific policies while monitoring program budgets, tracking expenditures and identifying potential savings.
• Advise on best practices regarding Universal Health coverage (UHC) and SDoH to ensure highest level of quality for the delivery of health care in Amref’s COs and partner countries.
• Advocate, during strategic discussions with Ministries of Finance and Health and other key decision makers and stakeholders, including Amref’s COs, to influence agenda setting in favor of SDoH.
• Participate in regular weekly HSS meetings, Health section quarterly reviews, and region wide activities (e.g. country office annual reviews and regional office planning).
• Develop and support the generation of evidence through high-quality learning products to include manuscripts for peer review papers while supporting analytics to identify, consider, and propose reforms to strengthen multi-sectoral collaboration towards a unified approach in addressing SDoH
• Develop and support the translation of evidence through high-quality learning products to include policy briefs and other forms of publications that target high-level decision-makers and stakeholders in the health sector.
• Support the institutionalization of reforms on SDoH within government systems; national and subnational.
• Participate and represent Amref Health Africa in policy dialogue forums to disseminate evidence generated on health financing and health systems,

Business Development

• Support program sustainability and pursue opportunities to increase funding and business for HSS directorate and Amref Health Africa at large
• Identify new SDoH programs and funding opportunities through networking, meetings and other channels
• Initiate the resource mobilization concepts for the SDoH programs and participate in proposal writing for potential PHC grants
• Develop and implement strategies to increase program visibility and impact.
• Negotiate with donors to secure funding for SDoH programs and manage SDoH grant proposals and contracts.

Stakeholder Engagement

• Engage and build relationships with a wide range of stakeholders, including government officials, donors, community leaders, and healthcare providers to support implementation of the programs.
• Build consensus on SDoH priorities and strategies and advocate for SDoH policies and programs at the national and regional levels.

REQUIRED QUALIFICATIONS
Education and Professional Qualifications

• A master’s degree in international development, development economics, education & economics, sociology, public health, social sciences or any other relevant field.

Experience and Competencies

• Minimum ten (10) years of experience working in global development and technical knowledge of policy, advocacy and governance in Social Determinants of Health (SDoH) and related fields.
• Strong knowledge of social determinants of health and their impact on population and health outcome
• Proven leadership in developing strategies, conceptualizing, planning, and implementing projects or programs.
• A strategic thinker with an international perspective and good understanding of development issues and trends impacting Africa’s health agenda.
• Experience in social determinants of health (including public health security, climate and health, etc.), is preferred.

SCOPE OF WORK

USAID Imarisha Jamii is a USAID Kenya and East Africa funded activity that aims to increase the use of qualitycounty-led health and social services in Turkana County, Kenya. It is an integrated health  and social services program that focuses in areas of HIV; Family Planning, Reproductive, Maternal, Child and Adolescent Health (FP/RMNCAH); Nutrition; and Orphans and Vulnerable Children (OVC) program. Reporting to the facility in charge, works together with the surgeon (team lead), in the provision of safe male medical circumcision services as part of a team working in a health facility or VMMC mobile or outreach setup.

Key Responsibilities

•  Assists in providing quality and safe male circumcision services to clients in the fixed, outreach, and mobile sites and facilities.
•  Provide STI screening and treatment for clients attending male circumcision services presenting with STI.
•  Monitor the health process of the clients and ensure that the national standards are strictly adhered to by the team.
•  Screen patients and ensure that they are fit for surgery.
•  Document and manage circumcision-related adverse events accordingly and promptly report appropriately.
•  Ensure patient safety is guaranteed before surgery, during surgery, and immediately after surgery.
•  Review all circumcised clients on the 7th day and conduct active follow-up for all clients failing to come back for review.
•  Engage facility healthcare workers in male circumcision services to ensure their participation and skills development.
•  Supports the team lead in stock and inventory management.
•  Ensures that all VMMC protocols and checklists are available at the site and strictly adhered to.
•  Ensure timely and proper documentation of client files and registers accordingly.
•  Keep information about clients in strict confidence.
•  Ensure participation in CMEs and documentation of the same.
•  Any other official duty as assigned by the supervisor

EXPERIENCE:

•  Diploma/Degree in Clinical Medicine or Nursing
•  Registered by the relevant registration council
•  Trained and certified in all VMMC areas- dorsal slit, EIMC and device.
•  2 years’ experience providing continuous voluntary medical male circumcision services
•  Relevant work experience within Turkana County is an added advantage 

JOB PURPOSE

Under the leadership and guidance of the Project Manager, the Project Officer will be responsible for ensuring that project activities are fully implemented through provision of technical support and mentorship in accordance with Amref rules and regulations and donor requirements. This is a field-based assignment with travel to Nairobi as required.

DUTIES AND RESPONSIBILITIES

Project coordination & implementation

• Co-ordinate and participate in design, planning and implementation of project activities in the county.
• Participate in preparation of annual work plans and progress monthly, quarterly and annual reports relating to the project reports as per donor and organizational requirements.
• Work with the Ministry of health and stakeholders to ensure highquality project implementation while nurturing their talent and career growth
• Provide operational assistance to the project team to ensure smooth continuity of project activities
• Develop capacity of HRH and county leadership to implement, monitor and report on the project progress through provision of technical advice and mentorship.
• Financial management Support project implementation by taking activity advance, travel imprests and ensuring implementation as per the budget
• Support project work plan implementation for a healthy financial standing with acceptable financial performance and burn rate
• Ensure timely surrender of field activity advances and compliance to financial SOPs and protocols

Monitoring, reporting and Evaluation

• Support project M&E activities including report writing and uploading programme data on AIMs
• Assist in preparation and tracking of quarterly and annual budgets, and work plans

JOB PURPOSE

To work collaboratively with the project team on specific short- and long-term assignments. JOB PURPOSE

Amref Health Africa is seeking an experienced professional to provide overall strategic and technical leadership, capacity building and TA in developing and implementing communications and knowledge products strategies to increase the directorate’s and organization’s visibility. The candidate will work under the supervision of the Senior Director, Health System Strengthening and in close collaboration with the pillar directors and the HSS team.

Primary Responsibilities

Program Management

•  Providing strategic leadership and overarching management of HSS directorate knowledge management objective by leading communication and knowledge management workstreams.
•  Advising and collaborating with HSS staff to identify key stakeholders in implementing countries, and projects, assessing challenges and building capacity to enable and empower them to implement evidence-based interventions to increase the knowledge exchange around health initiatives.
•  Working with HSS pillar directors and teams to assess knowledge management and mobilization needs of the directorate to increase the sharing and uptake of knowledge, learning and tools in support various programs.
•  Influencing and promoting mechanisms to increase the use of evidence for action in the public-private space for the health system strengthening, across disciplines and countries while promoting communication in knowledge products translation.
•  Developing and reviewing case studies, policy and advocacy briefs, blogs, and/or other documents for dissemination on a variety of media platforms, working closely with the HSS team
•  In collaboration with Amref’s M&E team and other country teams developing and executing a communications and knowledge management workplan and approaches
•  Ensure monitoring, evaluation, and research findings, lessons learned, and best practices are documented, stored, and shared within the HSS directorate, relevant stakeholders and Amref Health Africa at large
•  Overseeing the organization and planning of events and webinars to share project knowledge and learnings, working with Amref’s dissemination and learning platforms and other forums, and engaging a diverse set of partners and a wide audience

REQUIRED QUALIFICATIONS

Education

Amref Health Africa is seeking an experienced professional to provide PHCs overall strategic and technical leadership on policy analysis, generation and translation, while building the team’s capacity on policy issues and network with relevant decision makers at national, regional and global level. Under the supervision of Senior Director, Health System Strengthening and in collaboration with Directors; Health Financing, Reproductive Maternal Child and Adolescent Health [RMNCAH], and Social Determinants of Health (SDoH), the incumbent will support partner countries in direct guidance and technical oversight of PHC.

The PHC Director will be responsible for supporting a portfolio of work focused on understanding PHC system efficiency, the contribution of PHC systems to health outcomes, as well as deeper analyses of specific PHC system drivers that ultimately create a compelling product that will support policy makers, funders, advocates and researchers to improve the quality of global health decisions.

Primary Responsibilities

Strategic Program Management

•  Provide technical expertise on how to strengthen implementation of the Primary Health Care model in the various countries by overseeing national and sub-national technical support to partner countries.
•  Work closely with HSS pillar directorates in building and ecosystem of partners in support of PHC for Universal Health coverage.
•  Support partner countries and Amref’s Country Offices (COs) in the costing of their PHC packages and advocacy to increase domestic funding for PHC.
•  Work closely with stakeholders in driving conceptual and strategic project alignment, overall workplan execution, and deep dives on specific policies while monitoring program budgets, tracking expenditures and identifying potential savings.
•  Advise on best practices regarding Universal Health coverage (UHC) and PHC to ensure the highest level of quality for the delivery of health care in Amref’s COs and partner countries.
•  Oversee the development and implementation of all PHC programs, ensuring they are aligned with strategic objectives and donor requirements by technically supporting Amref’s COs in the region to develop the relevant analyses aligning with their national context.
•  In collaboration with health economists, develop package of guidance, tools and terms of reference for defining and estimating the costs of PHC packages, measuring PHC progress and financing, ensuring alignment with Amref’s PHC frameworks, PHC global guidance frameworks and comparability across countries/regions.
•  Support Amref’s COs to prepare, present and summarize PHC financing findings for advocacy and use at country, regional and global level.
•  Contribute to cross-country analyses of findings in support of emerging issues in health while building an ecosystem of technical partners working in priority countries and advocacy partners for PHC services.
•  Advocate, during strategic discussions with Ministries of Finance and Health and other key decision makers and stakeholders, including Amref’s COs, to influence agenda setting in favor of PHC.
•  Participate in regular weekly HSS meetings, Health section quarterly reviews, and region wide activities (e.g. country office annual reviews and regional office planning).

Business Development

•  Identify new PHC programs and funding opportunities through networking, meetings and other channels.
•  Initiate resource mobilization concepts for the PHC programs and participate in proposal writing for potential PHC grants.
•  Develop and implement strategies to increase Amref and HSS’s PHC programmes visibility and impact.
•  Negotiate with donors to secure funding for PHC programs and manage PHC grant proposals and contracts.

Stakeholder Engagement

•  Engage and build relationships with a wide range of stakeholders, including government officials, donors, community leaders, and healthcare providers.
•  Collaborate with WHO, BMGF, World Bank/GFF, USAID and other UN agencies and implementing partners to build an ecosystem of partners who support country-level technical assistance on public financing: costing, financial and fiscal space analysis, budgeting and design of financing for PHC.
•  Build consensus on PHC priorities and strategies and advocate for PHC policies and programs at the national and regional levels.
•  Develop and maintain communication materials for PHC stakeholders and support partnership development.

Special Projects and Initiatives

•  Support the leadership in new, high priority efforts as opportunities arise in PHC and related areas.
•  Perform other relevant HSS interventions in coordination with the supervisor.

REQUIRED QUALIFICATIONS

Educational Qualification

•  Master's degree in public health, Social Sciences, International Development, Health System Strengthening or a related field.

Professional Qualification and Competencies

•  Minimum ten (10) years of experience working in health and technical knowledge of policy, advocacy and governance.
•  Experience in global public health, international development and up-to-date knowledge in PHC.
•  A minimum of ten (10) years of experience at the national and international level in a relevant discipline, such as international public health or global development, is required.
•  Proven leadership in developing strategies, conceptualizing, planning, and implementing projects or programs.
•  Demonstrated ability in building partnerships with government health agencies, donors, and other key stakeholders.
•  Ability to be an effective agent of change in the partner countries advocating for evidence-based program and policy changes that enhances primary health care.
•  High level of organization, attention to detail, professionalism, and reliability with the ability to prioritize and manage work in a fast-paced environment.
•  Technically sound in DEIB-focused approaches.
•  Highly collaborative and accessible leadership style, with experience managing teams.
•  Enthusiastic about working in an open environment with multicultural peers and staff, including global, regional, national, local, public, and private sectors.
•  Strong communication and relationship building skills with diverse stakeholder both the national, regional and the global health community, particularly among donors, multilateral partners, and implementers .
•  Excellent written and verbal communication skills, including demonstrated ability to effectively facilitate high-level meetings; prepare clear and concise briefs, presentations, and reports.
•  Strong interpersonal and capacity-building skills, including training, mentoring, and coaching skills.
•  Good knowledge of theoretical and practical modeling is required with the ability to make data-driven and analytical decisions.
•  Preference will be given to candidates who have knowledge and experience of health economics, Public Financial Management in Health and analyses of global health financing issues and trends.
•  Experience with Health Systems Strengthening applications and programs and in strengthening public health financing and governance.
•  Fluency in French would be an added advantage.
