Responsibilities

Main duties are:

Accounting/Finance

• Handle accounting and financial policy compliance with expenditure authorization requirements from requisitions through country office approvals to complete support document trails
• Implement financial policies in the country to guarantee operational efficiency.
• Maintain financial and accounting records and receipts for all daily transactions.
• Ensure financial records are kept up-to-date with the latest transactions and changes.
• Create and maintain a realistic cost share for office cost.
• Contribute to financial audits in the country.
• Monitor all bank deposits and payments and report to the RFO where there is any discrepancy.
• Perform periodic financial analysis to detect and resolve fraud and errors respectively.
• Ensure monthly fund request is prepared and submitted on a timely basis;
• Manage the country Payroll and ensure staff salary and benefits are paid promptly while ensuring that all legal requirements regarding employment of staff are implemented (social security, income tax, work schedule);
• Ensure that country office accountant/s and assistant accountants are given the required support and guidance in NetSuite and ensure that the monthly accounting is closed on time.

NetSuite

• Ensure that timesheets of all staff in the country are completed on a timely manner to facilitate the end-month accounting closure.
• Ensure that all transactions/requests from employees are done through NetSuite before processing       

Training

• Provides coaching and financial backstopping to the country accountants.
• Ensure the staff in the country understand and observe the IFDC Procedures Manual.
• Conduct induction sessions for newly recruited staff on finance-related procedures.
• The National Finance Officer shall also ensure newly recruited as well as existing staff are trained on the use of NetSuite Employee Center;  
• Support the projects in reviewing the partner's and subgrantees' financial reports ensuring compliance.
• Ensure the financial integrity of the office by enforcing appropriate internal controls.
• Serve as the contact point between the IFDC Office in the country regarding Finance/Accounting issues.

Budget

• Support CoPs in the country in their project budget forecasting.
• Support CoPs in their budget monitoring to track spending.
• Assist with the preparation and planning project budgets in the country.
• Assist in monitoring the implementation of the budgeting as per project guidelines.

Others

• Monitor the accounting and compliance with expenditure authorization requirements from requisitions through Field Programs office approvals to complete support document trails;
• Provide support to the Country Director on other financial issues;
• Ability to manage any Country Accountant(s) that are within the office;
• Backstopping the other Country Accountants when needed. 
• Perform any other duties deemed necessary and requested by the supervisors.

Responsibilities

• Risk assessment: Ensure that regional risks and challenges are appropriately addressed and that proper assessment of risks is performed and approved by the IAD before proceeding with the audit plan for the specific audit assignments.
• Audit planning: Coordinate audit activities, assign tasks to Junior Internal Auditors, review and provide guidance to the Junior Internal Auditors.
• Audit Program Development: Design comprehensive audit programs, ensuring coverage of key risk areas and alignment with organizational objectives.
• Fieldwork: Responsible for assessing the effectiveness of internal controls on specific audit assignments, identifying weaknesses, and recommending improvements.
• Reporting: He/ She will write internal audit reports after completion of every audit assignment that will be reviewed and approved and will report to the Internal Audit Director – Global (IAD). They will also communicate any newly identified risks to the IAD.
• Regulatory Compliance Advisor: Stay abreast of relevant laws and regulations, ensuring that IFDC is compliant and advising on necessary adjustments.
• Liaison with Management: They will liaise with the management teams/auditees/process owners to obtain management comments that will be included in the audit reports.
• Technology: Leverage technology to analyze large datasets for identifying anomalies, trends, and potential risks on an ongoing basis.
• Training and Mentorship: Take a lead role in training and mentoring junior auditors, sharing knowledge and expertise to enhance the team's capabilities.

Reporting and Work Relationships

This position reports to the Director, of Internal Audit. Contact is made with staff, donors, and vendors to monitor, discuss, and review work, policies, procedures, and reports; collect information; and perform internal audit investigations. This position supervises the work of junior Internal Auditors.

This position is pivotal in shaping the gender framework within IFDC and raising financing for gender-focused projects within the portfolio. The Gender Specialist will provide overall guidance and support to the organization, ensuring that gender considerations are integrated into all aspects of our work.

Key Responsibilities:

• Gender Integration: Lead the development and implementation of a comprehensive gender integration strategy for IFDC's programs and projects. Ensure gender considerations are mainstreamed throughout the organization.

IFDC is seeking a Corporate MEL Coordinator to oversee the Monitoring, Evaluation, and Learning (MEL) unit team's work and ensure effective implementation of MEL activities to achieve the organization's goals. The Corporate MEL Coordinator will report directly to the Global Corporate Communications Manager.

Responsibilities:

The Corporate MEL Coordinator is expected to:

• Supervise the MEL unit team and regularly report progress to the Global Corporate Communications Manager.
•  Oversee the planning, implementation, and monitoring of the work of the MEL Unit
• team to ensure that all critical activities are effectively implemented.
• Ensure functional collaboration between the MEL unit team and project MEL specialists.
• Ensure that the unit interacts sufficiently well, in a timely manner, and appropriately with each other and with project/program teams for effective implementation of activities to achieve the organizational goals regarding MEL.

IFDC is seeking a dynamic and motivated Monitoring, Evaluation, and Learning (MEL) Officer to join our team. The MEL Officer will be responsible for designing, implementing, and managing MEL activities to support IFDC’s projects and programs. The MEL Officer will work closely with project managers, technical experts, and other stakeholders to ensure that IFDC’s MEL systems are efficient, effective, and aligned with best practices. The MEL officer will report to the Corporate MEL Coordinator.

• Develop and implement MEL plans, frameworks, and systems for IFDC projects and programs, including monitoring plans, data collection tools, and reporting templates.
• Lead the collection, management, and analysis of data for project monitoring and evaluation purposes.

They are established with private partners (including the business champions/ lead partners) and other relevant stakeholders and formalized in partnership agreements with lead partners or Memoranda of Understanding (MoUs) and contractual agreements with supportive partners. Partnership agreements mainly specify the purpose of the partnership, the business strategy, the joint interventions, the responsibilities and the indicative contributions of the various partners, including 2SCALE. The 2SCALE contribution in turn is implemented by our own staff, but also through local business support services (BSSs) that partner with the program. 2SCALE has developed a unique system to award subgrants to these BSSs. This system includes administrative procedures, selection processes, evaluation criteria, monitoring and evaluation of these agreements, and close-out activities; it is detailed in 2SCALE’s subgrants manual. The Grant and  Contracts specialist supports 2SCALE partnership facilitators and country team leaders to finalize and monitor partnership agreements or MoUs/ contractual agreements in some of 2SCALE’s focus countries (to be determined, most likely Ghana, Nigeria, Ethiopia). She/ he is responsible for developing and monitoring subgrants, in consultation with the country teams and in compliance with partnership agreements and the 2SCALE subgrants manual. She/ he is also responsible for building the financial/ administrative capacity of the local BSSs that were awarded a subgrant.

Duties

• Support 2SCALE technical staff in finalizing partnership agreements, MoUs and contractual agreements, including advisory on legal clauses, and review of responsibilities and budgets in some of 2SCALE’s focus countries.
• Update the system to monitor key deliverables (e.g. governance meetings and filing of minutes; annual financial statement; private sector contribution, etc.) agreed upon in the partnership agreements as well as in MoUs/ contractual agreements and consultancy contracts related to all active partnerships. Anticipate reminders to partnership facilitators and country team leaders.
• Conduct and document the due diligence of potential new contractors, i.e. BSSs or consulting organizations identified for specific partnership-related services, as per the partnership agreements or related action plans.
• Review action plans and budgets proposed under subgrants and consultancy contracts. Whenever needed, assist in revising or finalizing them.
• Submit subgrants and consultancy contracts for approval and monitor the contract-making process until the subgrant/ consultancy contract is fully executed.
• File each fully executed subgrant/ consultancy contract and related payment documentation, through 2SCALE’s agreed-upon filing system.
• In collaboration with the Grant and Contracts Manager and using the unique 2SCALE subgrant tracker, monitor schedules for installment disbursements, alert field teams about deadlines, and make disbursement projections for the following month.
• Identify and prioritize needs and gaps of BSSs in financial, management, and governance systems, including operational policies and manuals in the focus countries.
• Under the leadership of the Grant and Contracts Manager develop an efficient approach to guide and train BSSs in the management of the subgrants.
• In close collaboration and consultation with 2SCALE country teams and the Grant and Contracts Manager, visit the selected organizations that are implementing activities through 2SCALE subgrants. Monitor BSSs to assess performance, attainment of targets, adherence to contractual obligations stated in subgrants, and quality of interventions.
• Write and submit quality progress reports and notes with strict respect to deadlines for the countries focused on.
• Under the leadership of and in collaboration with the Grant and Contracts Manager prepare monthly subgrant recaps and projections, for all focus countries.
• Propose improvements to systems to develop and monitor contracts.
• Document lessons learned from the focus countries, share them in reports, and integrate them into subsequent program activities.
• Collaborate with the 2SCALE admin and financial officers of host offices (from both IFDC and SNV) to ensure adequate financial reporting/ forecasting to the management team under the supervision of the Grant and Contracts
• Develop and ensure excellent working relationships with BSSs, lead partners, and other actors involved in partnerships.

The Grant and  Contracts specialist is also responsible for any other assignments that the management deems necessary for the success of the program.

Supervision and team collaboration

The Grant and  Contracts specialist reports to the Grant and  Contracts Manager. She/ he collaborates closely with the 2SCALE country teams and the budget and finance administrators.

Duty station

The candidate can be posted in any of the following 2SCALE countries: Kenya, Ethiopia, Mali, and or Nigeria

Required Experience

• First degree in a relevant field of expertise with 7 years of Previous experience on grant management, contract facilitation and related or second degree (master’s level) and 5 years of experience.
• Previous experience in grant management in \agribusiness programs
• Experienced in working in multi country and multi-cultural settings.
• Good track record in working Public Private Partnerships (PPPs)

• Support 2SCALE technical staff in finalizing partnership agreements, MoUs, contractual agreements, subgrants, and service contracts. Give specific attention to legal clauses, consistency of the document (including annexes), formatting, budget, and payment aspects.
• Update the system to monitor key deliverables (e.g. governance meetings and filing of minutes; annual financial statement; private sector contribution, etc.) agreed upon in the partnership agreements as well as in MoUs/ contractual agreements and service contracts related to all active partnerships. Anticipate reminders to partnership facilitators and country team leaders.
• Conduct and document the due diligence of potential new BSSs identified for specific partnership-related services, as per the partnership agreements or related action plans. Document the selection of consultancy organizations for service contracts.

The Grant and  Contracts Manager is also responsible for any other assignments that the 2SCALE management deems necessary for the success of the program.

The Grant and  Contracts Manager reports to the deputy program director. She/ he collaborates closely with the Grant and contracts specialist, the 2SCALE country teams, and the budget & finance administrators.

Duty station

The candidate can be posted in any of the following 2SCALE countries: Kenya, Ethiopia, Mali and or Nigeria

Required Experience

• First degree on relevant field of expertise with 10 years of Previous experience on grant management, contract facilitation and related or second degree (master’s level) and 8 years of experience.
• Experience in managing teams supporting crosscutting and diverse team of background
• Previous Management level experience in grant management in agribusiness programs
• Experienced in working and managing in multi country and multi-cultural settings.
• Good track record in working Public Private Partnerships (PPPs)
• Willingness to travel within and outside of the country
• Fluency in English and French is a prerequisite for the position
