How can you make a difference?
The East and South African Region is subject to several humanitarian emergencies, including two multi-country emergencies affecting/threatening seven countries in the region: the Horn of Africa Drought (Kenya, Ethiopia, Somalia) and the Cholera Disease outbreak affecting nine countries in the region (Malawi, Mozambique, Zimbabwe, Zambia, South Africa, Burundi, Ethiopia, Somalia, Kenya). The Regional Office (RO) through its HR section plays an instrumental role in ensuring affected and threatened COs have the required level of surge and staffing support and that duty of care measures are in place to support staff responding to these emergencies.
Considering the many competing emergencies across the organization, the sourcing of qualified internal and external surge capacities is more and more challenging. The development of updated rosters will help to reduce the time taken to source and deploy skilled personnel in various emergencies across the region, and to deliver high-quality results for children and women.
The HR Officer (Emergency) will support the HR in Emergency portfolio in coordinating the update of existing rosters and the development of additional emergency and consultant rosters, and in providing HR support to country offices affected by emergencies.
Under the guidance and supervision of the Human Resource Officer, P2, ESARO, the Human Resources Officer (Emergency) will finalize the current process of developing an Ebola roster and updating external rapid response mechanism rosters and coordinate the update of internal rapid response mechanism and consultants' rosters.
The incumbent will provide active support to the HR in emergency (HRiE) portfolio through the identification of surge, staffing and consultant needs across the region. They will also develop related rosters in collaboration with different stakeholders, to proactively identify qualified candidates to cover identified needs in line with HR and the RO strategic objectives.
