Communities in East Africa are facing starvation after an unprecedented four consecutive failed rainy seasons in parts of Ethiopia, Kenya, and Somalia - the driest conditions in 40 years with rainfall amounts across much of the region being amongst the lowest in the past 70 years - while South Sudan has suffered a fifth consecutive year of severe flooding.

Approximately 28 million people across Somalia, Kenya, Ethiopia and South Sudan are facing crisis level food insecurity (IPC Phase 3+) with over 49 million people now estimated to be in need of humanitarian assistance - yet the aid response remains woefully underfunded. On top of ongoing conflict, the Ukraine crisis and the COVID-19 economic fallout, these climatic shocks have decimated crops and livestock and eroded people’s ability to cope.

In Somalia, Kenya and Ethiopia prevailing La Niña conditions are most likely to result in a historic, fifth consecutive below-average rainfall season, with potentially catastrophic results. The number of people requiring support is expected to dramatically increase in the coming months.

Oxfam continues to provide assistance including cash transfers, emergency food and livelihood assistance packages, and WASH assistance (clean water, sanitation facilities and hygiene promotion).

The Role

In collaboration with the impacted country teams, partners, allies, HR Teams, and the Global Humanitarian Team; this role supports the Response Teams to achieve the Response Strategy and Oxfam’s mission.

Drawing on deep functional HR processes and policy knowledge, and as the custodian of HR policies and services in the response, the incumbent will deliver the HR plan to ensure that staff have the full range of skills and capabilities required to implement the Response Strategy. S/he also ensures that all staffing issues are managed in line with Oxfam policy and procedures and facilitates effective implementation by managers, or working alongside managers, to support delivery.

In addition, the job holder will support the set up and monitor wellness and wellbeing arrangements for humanitarian staff in the country teams and on the Regional Platform.

This role reports to the Response Manager for the East Africa Hunger Crisis.

The person

We are looking for a dynamic and committed individual with the following:

  • Relevant professional qualifications in Human Resource Management
  • Substantial HR experience (gained in a medium/large organization either in the NGO, public or business sector) including recruitment, selection, performance management, reward, employee relations, change management, learning and development, diversity
  • Experience in helping people to develop, grow and achieve their potential, including increasing diversity and inclusion in teams and / or workplaces
  • Experience of working in an HR role in a humanitarian context
  • Experience of managing, developing HR staff
  • Proven ability to manage multiple priorities and work well under pressure
  • Able to gather critical information and apply analytical thinking enabling solutions to complex problems taking into account different perspectives and business needs
  • Works effectively with others – excellent communication skills and interpersonal awareness
  • Fluency in written and spoken English Our offer
