Responsibilities Include

• Own the development and continuous updating of country strategies that serve as roadmaps for key activities across subsectors and help drive its implementation.

Qualifications

• Bachelor’s degree, master’s degree preferred.
• Minimum ten (10) years of management experience implementing on- and off-grid energy programs in Southern Africa
• Prior experience leading USAID/Power Africa programs strongly preferred
• Experience supporting energy sector, power sector planning, or renewable energy initiatives in one of the countries listed above.
• Proven ability to form collaborative relationships with intergovernmental, government representatives and other stakeholders.

Responsibilities include:

• Supporting the RR in completing and/or providing quality control of project deliverables, including drafting and/or reviewing Food Security Outlooks (FSOs) and FSO Updates, monthly key messages, remote monitoring reports, and other FEWS NET EWT information products required regionally and by the Washington-based technical team;
• Supporting field offices in the region in maintaining an evidence base composed of, at a minimum, livelihood zone profiles, commodity trade flow maps, sub-national seasonal monitoring calendars, and technical databases covering commodity prices, rainfall, agricultural production, population, historical assistance flows, and nutrition/health;
• In collaboration with the RR, providing high quality and effective early warning of acute food insecurity and supporting efforts to mitigate acute food insecurity and prevent food crises through the effective communication of actionable food security analysis;
• Participating in strategic planning and executing technical activities in their areas of expertise, including cross-border markets and trade monitoring, regional scenario development, livelihoods analyses, nutrition, and other areas as requested by the RR;
• Contributing to remote monitoring of non-presence countries in the region, including directly carrying out remote monitoring activities;
• Collaborating with regional and international partners in acute food insecurity monitoring and analysis, including through the implementation of the IPC;
• Coordinating with the RR to develop and maintain strong collaborative relations, both formal and informal, with USAID missions/representatives, US Embassy technical contacts, United Nations agency representatives, government ministries, and key international non-governmental organizations to facilitate technical exchanges, promote consensus-building, and resolve any potential conflicts;
• Supporting national offices in collecting, archiving, analyzing and sharing food security data and information;
• Providing regular briefings to the US Government and other partners;
• Contributing to FEWS NET EWT methods development and testing;

Qualifications:

• Proficiency in written and spoken English is required; other local language skills relevant to the region (e.g., Arabic, Dari, Pashtu) are highly desirable.
• Bachelor’s degree in a discipline relevant to the work of FEWS NET, such as economics, agricultural economics, agronomy, nutrition, climatology, anthropology, or social geography is required; advanced university degree (Master’s degree or higher) is desirable
• At least two years of relevant experience (with PhD), four years of relevant experience (with Master’s degree), or six years of relevant experience (with Bachelor’s degree) is required. Relevant experience includes working on food security information systems, food security analysis, early warning, or other related fields; experience working with UN agencies and/or NGOs is desirable
• Previous experience with the IPC or CH is desirable
• Demonstrated ability to effectively conduct assessments, focus group discussions, key informant interviews, and analyze information from relevant sectors using both qualitative and quantitative methods is required
• Demonstrated leadership capacities and an ability to work independently, when necessary is required, as are strong organizational skills

• General Summary and Background: The purpose of the Afya Ugavi Activity under the USAID Global Health Supply Chain Program – Procurement and Supply Management project is to address the supply chain and health commodity systems strengthening needs of the family health, malaria, and HIV/AIDS programs within Kenya. This will be directed through technical assistance (TA) at both the national and county level. The task order will support the Ministry of Health (MOH) Department of Family Health (DFH), National Malaria Control Program (NMCP), and the National AIDS and STI Control Program (NASCOP).

Principal Duties and Responsibilities

• Provide technical assistance and logistical support to the county Health Products and Technology Units (HPTUs) as well as the County health department leadership to ensure uninterrupted supply of health products & technologies (HPTs).
• Support the County health management teams through the HPTUs to promote good commodity management practices at county, sub-county, and health facilities levels through supportive supervision, data reviews, supply chain audits, on-job training, and mentorship.
• In collaboration with the County HPTU, support the Commodity Security Technical Working Groups (TWGs) at the county and the sub county level as the responsible bodies to make decisions on commodity data, management of HPTs in various sectors (pharmacy, lab, CCC, MCH, CCC, stores etc.) and overall guidance on risk management for all commodities at these two levels.
• In collaboration with the county HPTUs, plan and implement effective risk management strategies to promote efficiency and accountability in the supply chain for health products & technologies (HPTs) in assigned counties.
• Collaborate with USG and other non-USG supply chain actors and service delivery partners to leverage expertise and resources in support of supply chain activities in the counties.
• Conduct health supply chain stakeholders mapping in the assigned counties.
• Represent AU and provide technical assistance in county and regional health commodity forums (Malaria, FP & RH, EMMS and HIV), for effective collaboration with relevant Government Ministries, MOH technical departments, health regulatory bodies, implementing partners, and county representatives.
• Coordinate supply chain maturity assessment, integrated commodity support supervision, and supply chain audits using innovative data analytics platforms such as PowerBi, mobile-based data collection app (ODK), KHIS, and other supply chain analytics tools including health commodities dashboard for decision making in the focus counties.
• Periodic coordination and distribution of Long-lasting insecticide nets (LLINs) to households in Presidential Malaria Initiative (PMI) supported counties through mass campaigns.
• Provide technical input in the County Annual Work Planning and Programme Based Budgeting (PBB) process within the Mid Term Expenditure Framework (MTEF) cycle to advocate for increased HPTs budgetary allocation in responsible counties.
• Develop weekly, monthly and quarterly technical reports which contribute to M&E data for integration into performance monitoring plan (PMP), budget development, and project management to inform strategic and implementation decisions.
• Develop activity budgets and travel plans in compliance with USAID regulations and Chemonics policy.
• Contribute to AU project activity communications including development of publications, drafting success stories, bulletins, briefs, articles, abstracts among other initiatives.
• Perform other tasks as directed by the assigned supervisor, Technical Advisors or the Project Management Team.

Minimum Qualifications & Competencies

• Bachelor’s degree in health sciences, Biological Sciences or equivalent.
• A minimum of five years of work experience in public health program development and implementation.
• Qualifications in pharmaceutical management will be an added advantage.
• Experience working with county health departments in Kenya.
• Experience with health commodity supply chain, Quality Improvement, and use of health information systems & data analytics platforms such as KHIS, Program dashboards, etc.
• Experience implementing supply chain systems strengthening work at county/sub national level
• Fluency in written and spoken English is required.

Level of Effort and Location

• The location of the assignment is in Vihiga and Migori counties.
• This period of performance of this role is immediate through to end of the Project’s life (September 28, 2024).

Supervision

The Technical Officer will report to the activity’s Senior Technical Officer or an appointed designee by the Project Management Team.

• The program manager is responsible for management, delegation, and execution of day-to-day project tasks, including staff management, as well as engagement in new business and technical practices. The role involves concurrently managing project(s) of modest complexity together with roles in new business. The program manager will collaborate with other Project Management Unit (PMU) and team members and support and monitor completion of tasks related to aspects of project management, performance, and compliance. Responsibilities:
Project Management

• Manages day-to-day support to one or more project teams and client, including communicating and assisting with project-office requests and overseeing adherence to project requirements, government regulations, and Chemonics policies
• Oversees financial aspects of the project’s contract or agreement by reviewing monthly invoices for accuracy and compliance; responsible for tracking expenditures against budget and total obligated funds, coordinating development and monitoring of annual corporate budget, and regular forecasting of expenditures for Chemonics and client

• The Accounts Assistant will support the Finance and Accounts team based in the Nairobi office. The position will report to Senior Accountant, Nairobi.

• The Chief of Party will oversee technical implementation, contract management, communications, and personnel management in compliance with USAID regulations and relevant local laws. The Chief of Party will provide overall strategic vision and leadership in the design and implementation of all technical interventions and serve as the primary point of contact with USAID/Kenya and East Africa on day-to-day contract implementation. The position is anticipated to be based in Nairobi, Kenya.

Responsibilities include:

• Provide overall vision, leadership, management, and technical direction for the Activity to ensure that relevant, productive, and complementary interventions are implemented effectively
• When required, modify strategies, approaches, and interventions based on evidence derived from MEL/CLA processes

• This position is responsible for the development, implementation, and monitoring of the project’s security platform, assessing the specific security measures called for by context, threats, project vulnerabilities, and identified risks and to manage and coordinate all aspects of the security platform. The security coordinator should possess superior networking and diplomacy skills, risk assessment capabilities, an expansive understanding of the regional security context, and experience operating in high-risk environments with low-profile security techniques.

Responsibilities

Relationship Management and Information Gathering

• Actively assess implementation risks complying with international, national and local government measures.
• Work with the chief of party and deputy chief of party – programs to tailor our approach to local nuances, activity needs, and operational resources.
• Establish relationships with local law enforcement and other organizations to obtain current information affecting the security of the activity and develop security risk assessments, journey- management protocols, and emergency-action procedures.
• Ensure compliance with Chemonics’ safety and security policies and create tailored processes and procedures to protect activity staff and assets.
• Develop a security handbook and establish a phone tree and an emergency contact list.
• Provide all staff with safety and security trainings on an ad-hoc/as-needed basis and coordinate with service provider to provide first aid training. Proactively share information with staff in Nairobi and in the field ensuring high security awareness levels, close situation monitoring and effective two-way communication on security-related issues.
• Establish and/or activate relationships with appropriate law enforcement, civil authorities, local development organizations (LDOs) and civil society, in coordination with the USAID mission security contacts, and Implementing partner counterparts.
• Exercise these contacts to ‘ground-truth’ and triangulate reporting, update best practices and procedures, build project acceptance, and obtain a clearer picture of the threat presented to staff.

Threat and Risk Assessment

• Conduct threat and risk assessments of current and proposed program activities and geographic areas. This will include written security assessments with verbal debriefs that analyze the country context, evaluate risk and provide specific recommendations.

Implementation and Updating of the Safety and Security Plan

• Develop a security handbook and update the emergency action plan.
• Provide a monthly update to the project’s compliance with Chemonics’ security policies and maintain the emergency contact sheet. This input shall include advice on incident response, evacuations, physical security, and information security protocols/procedures. Contribute to the risk mitigation plan and the risk portion of the monthly reports to USAID.
• Contribute to Chemonics crisis and incident management response as needed in coordination with the home office response team.
• In collaboration with the procurement/operations department, cluster managers, and other staff, ensure that field travel regulations are implemented and adhered to in a timely manner.
• Maintain a secure communications system that allows staff to discretely and safely implement development work in all areas of project operations, organize and brief the project team, ensure staff understand the duties and responsibilities for each position, and ensure continuity.
• Ensure timely and relevant communications with CBCR staff during and after an emergency situation.
• Conduct security assessments of Nairobi for office premises and review LDO offices for security in Moyale, Mandera, and Karamoja, and provide advice on shortcoming in security preparedness with recommended improvements and solutions.
• Advise on proper security measures for Chemonics premises and staff residences.
• Maintain updated country knowledge to advise staff traveling outside of Nairobi to Moyale, Mandera, Karamoja, and other operation areas across the border. This will include assessing route, venue and location risk and security levels.
• Im­ple­ment a robust training program to instruct CBCR staff on their respective responsibilities under the security platform and to educate them in the appropriate secu­rity concepts and skills. This training will be provided to both local and international staff and will focus on small foot-print, low-profile security and protection techniques.
• Coordinate training on first aid, fire safety and on security awareness for all project staff including subcontractors. Develop training materials for individuals to reference.
• Contribute to journey management planning and travel tracking to ensure adherence to Chemonics’ safety and security best practices, and increase the project’s ability to respond to security incidents involving staff undertaking travel.

Safety and Security Information Dissemination

• Provide security assessment inputs during the projects’ routine programing activities.
• Provide timely and accurate security information and recommendations to Chief of Party (COP), Team Leader, Chemonics Home Office Project Management Unit (PMU) and the Security Management Unit (SMU). Inform all staff, as necessary, of emerging security situations and the recommended response.
• Brief staff on all safety and security considerations for Chemonics personnel arriving in country from overseas and when traveling to regional locations, including information on security risks, security guidelines, communication procedures, travel precautions, emergency procedures, and movement restrictions (as needed).
• Coordinate with Operations and IT team to maintain and ensure information security.
• Coordinate with PMU and SMU to ensure proper implementation of Chemonics security policies and standard operating procedures.
• Any other security-related tasks assigned by the Chiefs of Party and/or home office SMU.
• Preparation of periodic and ad hoc reports, as required by the program

Qualifications

• 6 years of experience in security, risk management, and project management, with demonstrated ability to implement security platforms for civilian operations in conflict zones and successful crisis management required
• Three or more years’ experience working on security issues in Kenya and East Africa with international NGO or USAID.
• Fluency in English required.
• Demonstrated ability to generate and leverage network connections in high threat countries to promote an accurate understanding of risk, strengthen knowledge of country context, and to bolster project planning abilities.
• Three or more years’ experience in management and oversight of security platforms that were implemented in high-threat countries and utilized low-profile techniques.
• Proven effectiveness for implementing security protocols to maintain safety and successful crisis manage­ment experience.

Key Responsibilities:

• Directs implementation of the project’s strategic long-term vision, provides overall leadership, management, and technical direction for the USAID-funded private sector development activity.
• Provides expertise in developing and executing locally led, sustainable business models for increasing sales and exports, in the agricultural sector.
• Apply understanding of development assistance in agricultural services, market systems strengthening, to effectively lead and inform the activity’s technical implementation.
• Build, manage, and maintain effective working relations with public and private stakeholders, local organizations, international organizations, private sector partners, civil society, and U.S. Government agencies.
• Ensure compliance with all USAID rules and regulations, contract requirements, and Chemonics policies and systems.
• Facilitates close collaboration and teamwork, including mentorship and development of staff, with attention paid to professional development opportunities.
• Serves as the primary liaison between USAID, host-country government, stakeholders, implementing partners, and home office on all program related matters.

Qualifications:

• Master’s Degree (or international equivalent) MSc, MBA, MPA, or equivalent.
• A minimum of 8-10 years of senior-level experience in managing donor funded programs (USAID preferred).
• Significant experience working with diverse stakeholders in agriculture finance, strategy consulting, private equity, venture capital, SME development, investment banking, or related sector, ideally in Africa.
• Experience mobilizing agriculture investments using inclusive market-based approaches to agricultural development including experience leading negotiations and brokering deals.
• Experience in the financial sector required including experience structuring financial instruments (blended finance, debt, equity) to improve access to finance, preferably in the agriculture sector.
• Relevant experience in East Africa required, experience in Kenya strongly preferred.
• Significant management experience demonstrated through team management, supervisory responsibilities, and general leadership experience.
• Broad general and technical knowledge of the agriculture investment sector in Kenya.
• Demonstrated leadership, versatility, and integrity.
• Fluency in English with excellent oral and written communication skills required; proficiency in Kiswahili preferred.
