Overall purpose of the role: 

• Ensure the quality of the implementation and follow up of all technical aspects of emergency activities being implemented by DRC and local partners.
• Develop and maintain good relations with the persons of concern, relevant stakeholders and other humanitarian actors, to support adequate implementation and coordination of DRC’s sector activities
• Sector responsibilities: Multi-sector, life-saving interventions during acute crisis within the areas of cash, protection, shelter and non-food items, camp management, water, sanitation and hygiene and food security, covering all stages of project cycle management from programme design to implementation and monitoring and evaluation. Including also emergency preparedness activities.
• This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks.

Duties & Responsibilities:
Programming & Operations

• Ensure organization and implementation of emergency activities by partners, including cash and voucher programming, in accordance with DRC guidelines, program objectives and accountability principles;
• Represent DRC with relevant donors, partners and local authorities and coordinate with distribution actors and other DRC programmes when necessary;
• In collaboration with partners, participate in various field assessments, surveys, needs assessments, market assessment and monitoring, and other data collection to guide programming;
• Monitor and evaluate ongoing distribution activities by partners and report on unmet needs and gaps;
• Support partners in ensuring equal participation by all segments of the community, taking into consideration issues regarding gender, age, clan, tribal and religious affiliations;
• Support beneficiary’s identification, assessment and selection processes by partners with appropriate tools and SoPs;
• Produce distribution reports and analysis;
• Ensure collection of data is up to date;
• Set-up community committees and provide appropriate training so that committee members understand their roles and responsibilities;
• Undertake filing of all means of verification related to the distribution of cash and vouchers.
• Ensure quality of data coming from partners and other DRC activities.

Representation:

• Represent DRC in relevant fora;
• Coordinate and maintain constructive relationships with local government institutions, local NGO partners, other international organizations, in coordination with the other team members;
• Ensure DRC’s principles and approaches to emergencies are integrated into the response;
• Follow the humanitarian principles, standards and guidelines that DRC is committed to, and ensure these are adhered to by DRC staff, partner staff and volunteers.

Monitoring and Evaluation:

• Ensure transparency and accountability tools, processes and mechanisms to affected communities are in place;
• Ensure equal participation by all segments of the community, taking into consideration issues regarding gender, age, clan and tribal and religious affiliations;
• Regularly monitor project activities and provide timely inputs and feedback to management;
• Work with M&E team to ensure M&E plan is being implemented, data is being collected from the field and regular reports are being produced.
• Undertake any further duties as the line manager sees fit. The position duties are flexible to a degree to allow the candidate to develop skills they personally identify. This can be arranged in discussions with the line manager. 

Logistics/Finance:

• Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up.
• Support in the reconciliation of financial reports by the partners.
• Plan and coordinate proactively logistics and movements of staff from and to different operational areas.
• Initiate procurement of emergency programme goods, services and works, and ensure their delivery in compliance with DRC guidelines and SOPs.
• Ensure distribution plans are prepared and shared with Finance, Supply Chain and Safety in a timely manner.

Experience and Technical Competence 

• Minimum 2 years of practical experience in sector area working for an INGO or similar organization

Overall purpose of the role: 

The incumbent core duty shall include mobilization of target POC, offering quality training on Painting and Development of safe working habits, and use of basic painting tools and equipment safely and correctly Performing the necessary adjustments on painting components.

Roles and Responsibilities:
Livelihoods Project Management

• Undertake Community mobilization & sensitization activities for all DRC VST especially those in Painting trade tests.
• Offer quality training on painting to our beneficiary students touching on, designing, measuring, drawing, and finishing. 
• Develop safe working habits and use basic painting tools and equipment safely and correctly
• To provide knowledge & training in the use of tools & equipment used in the Painting trade and painting terminology among the beneficiary students 
• Enhancing the employability & entrepreneurial skills of the students
• Manage classroom resources.
• Prepare weekly, and monthly progress reports of DRC program activities directly involved in within the camp including documentation of success stories/best practices.
• Adequately share the DRC feedback mechanism with beneficiaries, to allow for timely feedback on emerging complaints/complements concerning program implementation in close consultation with the relevant national staff.
• Facilitate and adhere to none violent conflict resolution mechanisms among program beneficiaries
• Mainstream CHS in all DRC interventions being implemented in the designated camp.

Program Development Monitoring and Evaluation.

• Regularly participate in the program monitoring and evaluation activities including training needs assessment exercises, data collection/surveys, revolving funds, and grants support in Ifo camp.
• Participate in all camp coordination/review meetings, ensuring effective involvement of relevant camp leadership and stakeholders. 
• Provide effective and timely feedback to communities regarding project progress and challenges regularly.

Coordination and partnership

• Work in liaison with DRC national staff and relevant stakeholders (community leaders, youth rep, other agency staff, etc.) to promote partnership and reap the multiple benefits of synergy.
• Represent DRC in camp meetings in the absence of the supervisor/national staff.

Overall purpose of the role: 

• The Accountability Officer will be responsible for ensuring the quality and accountability of DRC’s program in Kenya through the effective processing and management of the Feedback and Complaint Response Mechanism (FCRM) and strengthening accountability practices as defined by the Country Office Accountability Plan for Kenya program through working with DRC and Partners’ teams.

Responsibilities:
Accountability and Learning 70%

• To manage the day-to-day functions of the Feedback and Complaint Response Mechanism (FCRM) by working closely with MEAL Assistants and MEAL Officers.
• To ensure all complaints received to the FCRM are timely provided with a response in collaboration with Program Teams and the Code of Conduct Committee.
• To ensure FCRM Channels e.g. hotlines, WhatsApp, email, and FCRM Boxes are working properly and accessible to the People of Concern (PoC) as per DRC mandate.
• To regularly update the FCRM focal points referral system and ensure complaints are handled through appropriate channels confidentially and safely.
• To facilitate the development, implementation and review of the CHS Improvement Plan for DRC Kenya with the relevant program and support units.
• To produce monthly analytical reports on FCRM and share them with relevant program units and partners for organizational learning and continual improvement.
• To lead the FCRM-Program regular and periodic meetings and ensure the actions are documented, and followed up and resulted in a mutual improvement to strengthen accountability to the affected population within DRC and partner organizations.
• To develop content for FCRM awareness-raising among PoC and design attractive IEC materials e.g. posters, brochures and business cards in collaboration with Communication Officer and make sure they are disseminated by all means to the public.

Capacity building 20%

• To coordinate and liaise with DRC Kenya teams and partners to improve accountability practices generally and FCRM accessibility for program participants, including establishing a broad understanding of the full function of the FCRM amongst the communities we work with, DRC staff, partners and suppliers. This includes conducting formal training, refreshers and field visits.
• To conduct regular visits to the DRC and partners’ operation areas and ensure relevant program staff are refreshed on accountability principles by organizing training and feedback sessions.
• To support partner organizations in building their accountability mechanisms and establish proper channels for FCRM.

Monitoring & Evaluation 10%

• To ensure the awareness, accessibility and responsiveness of DRC Kenya FCRM is regularly monitored and improved through all monitoring and evaluation activities happening within the organization.
• To closely work with MEAL Officers on collecting feedback from PoC on DRC FCRM and accordingly develop and implement corrective action plans.

Experience and technical competencies:  

• University degree in social science or relevant fields or equivalent professional qualification.

Overall purpose of the role: 

• The MEAL Officer will be responsible for conducting Monitoring & Evaluation activities as per the work plan. This role has program focus and ensures compliance with DRC MEAL procedures and guidelines within the program locations. The role contributes to program quality assurance and data management, which are translated into action plans and day-to-day tasks. The role provides MEAL technical support and/or guidance to field operations.  The role will be responsible for ensuring effective MEAL systems and tools are in place, and are adopted by field teams, partners and other implementing agencies. The incumbent will work closely with Project Manager, MEAL Coordinator, all the DRC program staff, & staff from partner agencies.

Responsibilities: 
Designing, planning & implementation of strategies for data collection & storage, analysis & sharing:

• Responsible for all projects database. She/he will work in designing databases on project activities/beneficiaries and assist in updating regularly the database according to the project requirements.
• Support project staff and partners in planning for and executing MEAL activities, including, data collection methodology and tools and data management, analysis and use.
• Support and contribute to the development and implementation of MEAL systems for DRC and partners, including SOPs, guidance and tools. 
• In collaboration with the MEAL Coordinator make recommendations about the methods the projects should use to collect, analyze and manage data to improve data quality and the efficiency of data systems.
• Support DRC local partners in all MEAL requirements including capacity building, assessments, and reporting
• Ensure accurate data entry of new information into the beneficiary database and regularly update, maintain existing database system records
• Strengthen and maintain networks with other partners by attending relevant M&E working group meetings to help analyze trends, findings and best practices.

• Participate in the baseline, mid-term and end of term evaluations of program activities 
• In coordination with PM and MEAL coordinator, guide and cooperate with advisors/consultant who are contracted to implement specific surveys, assessments and studies required for evaluating outcomes and impact. 
• Under the direction of the MEAL Coordinator, support research and study activities on M&E related issues.
• Conduct community visits, focus group discussions with beneficiaries and non-beneficiaries to receive feedback on project activities.

Report Writing & Documentation:

• Coordinate and quality assure MEAL activities and processes within the ECHO HIP consortium

Grant Management & Reporting

• Oversee and refine grants and contract management systems and processes ;

The Regional Project Manager is responsible for providing vision, leadership and direction to the regional project and its activities, supervise project implementation and ensure the project meets stated goals.

The Regional Project Manager holds overall responsibility for the achievement of project intended results, ensuring that deliverables are submitted on time and to a high standard and that the programme is delivering against its intended objectives, and ensuring an integrated vision among different components and actors. The Regional Project Manager will serve as the principal point of contact with the donor, oversee the programme components, be responsible for risk management of the programme as well ensuring robust and meaningful programme learning and adaptation is embedded.

Responsibilities :

Management & Leadership

• Ensure high-quality technical program monitoring through hands-on guidance and support grounded in the program’s strategic objectives and adherence to donor requirements. Overall responsible for program and budget monitoring;
• Recruit and directly supervise project staff in line with DRC HR policies and input from the consortium members;
• Co-Chair the project steering committee, ensuring key information on the project is available to senior members of the consortium and decisions are taken to support the effectiveness of the consortium;
• Document and disseminate key steering committee decisions, roll-out the decisions and follow-up as required;
• Monitor work plan and keep partners accountable to program commitments;
• Oversee and manage the programme's relationship with local government authorities and other stakeholders, including representing the programme in local, national, and international meetings and events as appropriate.

Compliance & support

• The Regional Project Manager will manage and guide a Finance Coordinator to provide supervision and monitoring of the programme support aspects of the consortium;
• Provide logistical oversight to consortium partners on contract inception, implementation, and closeout activities, including preparation of the sub-grants, sub-grant briefing materials for partners, required approvals, waivers, allowances, funding, procurement, property inventory, and audit file documentation as well as maintain a knowledge base of different processes and requirements for fund and project management ;
• The Regional Project Manager will provide support to the Finance and Admin Coordinator, to verify all financial reports and expenditure, lead and coordinate the auditing process, maintain knowledge of all donor requirements and be able to provide advice to partners in finance, procurement, human resource, and visibility requirements;
• Oversee financial management, project accounting systems, sub-grant management, and ensure operational efficiency through monitoring partner financial reports, providing guidance on cost eligibility, acting as the donor focal point to clarify rules and processes, and supporting the implementation of corrective measures when required;
• Maintain country-specific and project wide risk register, consolidating agency specific risks at the consortium level, ensuring all risks have appropriate ownership, are monitored and mitigation and response measures are in place;
• Respond accordingly to risk escalation and ensure periodic review and discussion of risk management with relevant risk owners and relevant consortium governance bodies.

Program inplemtation & Strategy

• Ensure synergies and inter-communication between project and support staffs;

Support

• Support the development and implementation of financial management capacity building of staff
• Provide technical support and advice to the Finance team

Financial Management

• In close cooperation with the Project Manager, reinforce existing procedures and systems for financial management and control in compliance with guidelines of DRC’s Operations Handbook, internal guidelines and donor requirements
• Support timely delivery of quality financial reports to donors and internal reports to colleagues and HQ
• Ensure compliance with relevant country statutory and other financial obligations such as tax, levies and statutory returns
• Monthly financial briefings to the Project Manager
• Ensure thorough and effective budgetary control in the Project
• Liaise with the Project Manager on key financial issues for the project, including co-funding, financial reporting, key variances and any remedial action
• Collecting cash forecasts from the Project Manager and requesting funds in a timely manner

Overall purpose of the role:

• The post-holder will provide leadership and day to day management, technical support and oversight of an upcoming ECHO-funded protection consortium. DRC will be the lead agency of consortia including both international and local organizations, and the PM should have experience in coordinating multi-partner consortia and working with local organizations. The Program Manager will be responsible for coordinating the project across the consortium members and overseeing the day-to-day implementation of the DRC team to meet project goals. The PM will act as the main point of contact for the respective donors in consultation with the Head of Programmes (HoP) and directly supervise project staff in coordination with the DRC Area Manager including being responsible for managing the expectations of and relationships between all project partners, target population and stakeholders. The PM will preferably have experience in protection programming in refugee contexts.

Duties & Responsibilities:

Project Management, Development, Monitoring and Evaluation

• Ensure the project is implemented in ways responsive to the beneficiary communities, donor compliance procedures and vision/mission of each of the partner organizations. This includes working closely with consortium members, national/local government, relevant stakeholders and community structures to successfully implement and strengthen local capacity.
• Ensure that the project has appropriate monitoring, evaluation, accountability and learning systems established (including impact evaluation), and that the project reporting is delivered
• Ensure project activities are delivered according to the agreed project proposal and implementation plan, and that all activities and deliverables are completed within the agreed timeframe and budget, reports are submitted as per the agreed schedule and formats are fulfilled as specified in signed agreements.
• Ensure work plans are regularly updated in collaboration with the project team, ensure project plans and project tracking tools are used by the project team, and monitor project activity implementation.
• Ensure community participatory planning and targeting in line with project design and needs, and following donor compliance procedures.
• Provide on-site support through frequent visits to all project sites.
• Engage with the various technical staff from DRC and partners to facilitate support to the team.
• Serves as the primary contact with respect to project implementation for the donor and strategic stakeholders.

Technical Expertise

• Provide technical assistance to implementing teams in areas of protection, working alongside project partners, Regional Office technical coordinators and DRC Kenya colleagues
• Provide oversight to MEAL teams, including supervision of the PMU MEAL Officer
• Lead on development of the protection monitoring deliverables

Training & Capacity development

• Identify training needs of team and explore options for meeting them.
• Provide continuous technical support and mentorship for all project staff and partners in the project in order to develop their professional and technical competencies.
• Ensure that minimum standards for project management and accountability are met.

Coordination & Partnership

• Coordinate the day-to-day implementation of the project and ensure effective integration among the consortium members, with special attention for the specific needs and expectations of the project objectives/aims.
• Ensure proper communication mechanisms are in place to guarantee effective and timely communication between project staff and the consortium members and management.
• Participate in regular external stakeholder meetings, and maintain external relations with the relevant government agencies, and stakeholders across the project areas.
• Ensure there is a system for networking and communication with relevant local government line departments, DRS (Department of Refugee Services), UNHCR, relevant actors, and community representation in the project areas.
• Promote collaboration and synergy between the consortium member project activities and similar projects, businesses and activities in the project areas.
• Promote a positive profile of the project and good understanding among other actors and communities about the project.
• Develop and maintain strong working relationships with all stakeholders.
• Represent the project at interagency coordination meetings as well as other key stakeholder forums related to the sector.

Budget Management

• The post holder will oversee the project budget responsible for budget monitoring, cash forecasting and BFU reviews while working closely with DRC and partners. Will oversee the project budget in order to maintain project expenditure within budget parameters, ensuring adherence to DRC financial procedures and donor requirements.
• Track budget spending and ensure timely reviews of financial transactions and budget utilization every month.
• Support team members to utilize financial planning tools, such as spending plans, procurement plans, and work-plans based on activities and budgets.
• Work closely with the respective Area Programme and the Country Office team in budget drafting and revision processes as per identified/prioritized needs of the project.

Staff Management

• Directly lead, manage and motivate the project staff and partners. Ensure that they have clear objectives and receive regular supervision and reviews. Develop a plan, and oversee management, of all project staff.
• Ensure appropriate participation of staff in project management, day to day implementation and decision making, and escalating issues as per the consortium governance structure.
• Ensure project staff members attend and participate in weekly and monthly office management meetings as per schedule.
• Ensure timely recruitment and replacement if the need arises of highly competent project staffs.
• Monitor and provide objective feedback related to staff performance, including objective-setting, probation & performance evaluations to promote growth and development.

Experience and Technical Competence

• At least 5+ years of experience working in multi-donor-funded and/or multi-stakeholder projects or programmes managing protection programs in refugee settings
• Experienced and excellent demonstratable understanding of project cycle management.
• Able to navigate between consortium members, their workstyles, and their agenda’s.
• Experienced working with and implementing projects aimed at addressing challenges faced by displacement affected entrepreneurs to maintain and grow their businesses.
• Experience in capacity-building staff, and in convening and facilitating trainings and workshops

Education

• Master’s in Development Economics; International Development, Entrepreneurship, Business Administration, or other relevant fields, or Bachelors with relevant work experience.

Overall purpose of the role

• Reporting directly to the Regional Advocacy and Communications Manager, the Regional Digital Communications Officer is part of the Regional Advocacy and Communications Unit and will be responsible for pushing forward the implementation of DRC EAGL’s communication strategy and further develop DRC’s communications work.
• The Regional Digital Communications Officer will be responsible for leading on and supporting the design and delivery of external and internal communications products for DRC EAGL and supporting country offices in the region in their communications work. This will include the development of a range of products to reach identified targets including (but not limited to) the donor community, public in donor countries, public in the region, decision-makers in the region and globally, and staff across the organisation.

Responsibilities

Social media

• Ensure that the regional social media strategy is developed, reviewed, updated, and monitored as necessary, and aligns with relevant global and regional strategies.
• In coordination with the Regional Advocacy and Communications Manager, manage DRC EAGL social media accounts, including through developing a content plan and engaging with country programmes to include their content on social media channels.
• Ensure content and channel management and community engagement across owned channels, in close collaboration with the Regional Communication Officer and country teams.
• Implement digital analytics tools.
• Create compelling reports outlining key learnings, as well as meaningful implications and actionable recommendations to help achieve DRC’s goals and strategies.
• Regularly engage with communications leads in DRC country programmes across the EGAL region to provide ad-hoc support, support in the development of social media strategies, and identify training needs.

Support to country programmes.

• Provide additional graphic and map design support to country offices in order to make the best use of capacities across the region.
• Ensure that all DRC sign-off procedures are followed.
• Regularly update DRC intranet with content from DRC EAGL.
• Strategic communications products and design
• Support the Business Development Coordinator in the design of outward-facing products, including concept notes and proposals, and compelling infographics, ensuring they all adhere to branding guidelines.
• Lead and otherwise contribute to the development of communications standard operating procedures (SOPs).
• Monitor how communications products are engaged with and utilise feedback to adapt future communications initiatives.
• Ensure that visibility requirements linked to regional products are met; where regional projects involve working with partner organisations, ensure that partners are equitably included in design and delivery of communications strategies and work; and are promoted equally alongside DRC.
• Ensure that DRC brand guidelines are followed across all DRC EAGL communications, including ensuring all country programmes are familiar with and following brand guidelines.
• Lead the planification and content development of online campaign, including for World Refugee Day, World Humanitarian Day and other key events.

• Proven Experience in social media management ((Facebook, X, LinkedIn and YouTube) and strategies
• Proven Experience with online acquisition and reporting tools (Facebook Insights, Google Analytics, Twitter Analytics).
• Experience and strong strategic communications judgement in terms of messaging, tone, and style for different contexts and needs.
• Proficient in with the Adobe suite design programs (Photoshop, Illustrator, InDesign, Adobe Premier)
• Excellent production and creativity skills.
• GIS capacity is a strong advantage.
• Robust understanding of website and social media best practices.
• Experience in generating content and storytelling with an understanding of the protection risks and ‘do no harm’ approaches.
