• The Team Leader will provide overall leadership, management oversight, and technical direction for the project, ensuring that project deliverables are met on time and deliver desired impact. The Team Leader will manage the full-time team dedicated to this project, and the draw down of additional short term technical assistance and other external expertise as needed. The Team Leader will also have primary responsibility for ensuring successful integration of consortium partners in a one-team approach.
• The Team Leader will be the primary liaison with the funder, Government counterparts, and other key stakeholders and implementing partners. They will achieve synergy with relevant other national and sub-national level programs and donor-funded projects operating within Kenya.
• The candidate should have experience of working in Kenya, with technical, supervisory, and management experience in health systems strengthening projects of similar scope and scale.

Accountabilities:

• Serve as the project’s principal liaison with FCDO and the Government and other key stakeholders including civil society, the private sector, universities, regulatory bodies, and health associations and build and maintain effective relationships with all key stakeholders.
• Work in synergy with other health system strengthening efforts to ensure comprehensive support to the health sector.
• In addition to leading the team, the Team Leader will be expected to operationalize the key elements of the programme to ensure delivery against the expected results, including building on the gains of previous health system strengthening activities.
• Oversee financial and administrative management of the program, ensuring budget discipline and compliance with FHI 360 policies and procedures and FCDO rules and regulations.
• Supervise the development and submission of program deliverables and provide accurate and timely reporting to FCDO and key stakeholders on all program areas.
• Oversee the establishment of effective and accurate project reporting, monitoring and evaluation, financial management, and personnel and procurement systems.
• Ensure the achievement of high-quality results as committed in the work plans and M&E plan.
• Provide onsite support and supervision to project teams and partners on a regular basis to ensure quality implementation of project activities.

Education:

• Bachelor’s degree or its international equivalent in public health, public administration, international development, or a related field.
• Master’s degree preferred.
• Project Management (PM) Certification preferred.

Experience:

• Typically requires 12+ years of relevant experience in international development at a senior program management level, including 8+ years of line management experience.
• Experience in managing complex activities involving coordination with multiple partner institutions.
• Experience in managing development partner funded health system strengthening or nutrition projects; experience of leading FCDO projects preferred
• Demonstrated experience with implementing health systems strengthening (HSS) programs – technical background in health, governance, or related programming a plus.

Job Responsibilities:

• Conducts investigations of alleged misconduct, fraud, waste, and other issues.
• Serves as point of contact to receive, review, analyze, and draft investigation documents.
• Coordinates the investigation throughout the investigation cycle which includes initial inquiry/report, analysis, and final report writing.
• Assists with setting up meetings and coordinating conference calls, briefings, and schedules.
• Maintains documentation relating to the investigative work as required by applicable regulations and OCIA practices.

Minimum Requirements:

Position Description

FHI 360 seeks to hire a Gender, Equity, Safeguarding, and Social Inclusion (GESSI) Manager for a USAID-funded project entitled Young African Leaders Initiative Legacy and Localization (YALI L&L). YALI is a USAID project supporting the next-generation expression of the Regional Leadership Centers (RLC) component of the Young African Leadership Initiative (YALI), the United States’ premier investment in young African leaders. As the on-continent component of the YALI program, in 2015 USAID launched four YALI RLCs at higher education institutions in Ghana, Kenya, Senegal, and South Africa. The RLCs have provided access to leadership and functional training to 22,000 young leaders aged 18–35 from 49 sub-Saharan countries in three tracks: business and entrepreneurship, public management, and civic leadership. YALI 2030 will build on the RLC foundation to create an expanded pan-African youth development model that will harmonize training curriculum, serve underrepresented/underserved youth, build alumni network capacity and professional development opportunities, and develop new program-related partnerships with the private sector and other stakeholders and donors.

Job Summary:

Works closely with RMNCH Division Technical Advisors and Researchers to provide technical support and guidance to staff and partners in the region and in country offices. The TO II will perform various functions within the division. The include business development efforts, technical support to RMNCH projects, knowledge management activities to disseminate the achievements FHI 360 RMNCH work via multiple channels, and high-level administrative support.   Drafts and provides final approval of the technical portions of proposals and project design, based on the design and direction set by technical leadership. Implements and monitors technical strengthening initiatives . Creates technical material in area of expertise and supports knowledge management and dissemination activities and events. Works with partners and other stakeholders to maximize local capacity. Job Summary:

The Contract Specialist will work in partnership with FHI 360 HQ Contracting Officers and other staff to efficiently operate and maintain an effective contracts portfolio management system. Principal duties will include contract administration and professional / managerial support to ensure full compliance with donor rules and regulations. The Contract Specialist will perform specialized tasks from pre-award to close-out as assigned by the supervisory Contracting Officer located at the FHI 360 Headquarters in the US. These tasks may include a wide variety of discrete transactions occurring at various stages of the award and sub award processes.

Typical tasks include but are not limited to:

• Supplementing the technical assistance provided by the Contracting Officer to proposal development and operations staff to produce competitive and responsive proposals.
• Provide informed interpretation of fundamental regulations and standard contract requirements. Conduct select negotiations with the guidance of the Contracting Officer.
• Provide technical assistance to operations staff and other enterprise services staff on matters of contract interpretation and compliance.
• Prepare and submit requests for donor approval as delegated by the Contracting Officer.
• Prepare, review, and approve sub awards and procurement actions up to authorized thresholds. Conduct contract close-out.
• Assist the Contracting Officer in preparing management reports.

Accountabilities:

Pre-award:

• Provides supplemental interpretation of fundamental regulations and standard contract requirements to help produce competitive and responsive proposals.

Post-award (Prime):

• Assists in the review of prime award documents prior to signature.
• Receive and process signed contracts from clients. Assure completeness and accuracy of contracts.
• Data set-up in contract management/financial management system.
• Serves as first responder to operations staff and enterprise services staff on routine business transactions of a contractual nature.
• Prepares and submit routine business transactions such as requests for donor approval as delegated by the Contracting Officer.

Post-award (Lower-tier):

• Prepares, reviews, and approves sub awards and select procurement actions following established FHI 360 procedures and thresholds.
• Process sub award data in sub award database and in an automated system – DPA, a system powered by Kissflow.
• Prepares, reviews and modifications to sub awards.
• Works in partnership with Project operations staff to monitor sub award compliance with flow-down provisions.

Records management:

• Work in partnership with records management staff to maintain the accuracy and integrity of the unit filing system.
