Overall Responsibility

• The Electricity Expert Manager 2 is the electrical safety expert in the Center of Expertise (CoE). With a global scope, the ideal candidate develops technical, institutional guidance and policy in their domain of expertise to mitigate the risk of serious electrical incidents. Within the CoE, they also coordinate and cooperate closely with Finance & Administration Managers (FAD), Premises, Water and Habitat and Logistic teams to deploy a strategy reducing the risk of security incident in delegations. Tasks and responsibilities

• Responsible for the evaluation, planning, budgeting, monitoring and implementation of new Electricity Safety Program (ESAP) Projects as well as ESAP related maintenance activities of the electrical installations in delegations.
• Acts as the focal point for all ESAP communication and reporting at the institutional level.
• Responsible for the updates of ESAP’s technical documentation library that defines assessment, intervention, and maintenance methodology as well as the minimum electricity safety compliance standards.
• Reviews the prioritization of interventions, and planning of projects and anticipates the need for deployment of the electricity safety managers from NAI or ABI - coordinates with the Wathab HR Manager in HQ and the concerned delegations.

Minimum Requirements and competencies

• Master’s degree in electrical engineering or equivalent; a sound expertise in low voltage electrical installation, especially protective measures and wiring regulations is required.
• Fluent command of both spoken and written English and French is an asset.
• Minimum 10 years of professional experience is a requisite.
• Sound expertise in lightning protection systems.
• Experience in coordinating complex programs and managing teams, including logistics.
• Experience in supervision of construction sites with low voltage electrical installations.
• Proficiency in use of electrical tools and measurement equipment and electric power tools, sound practical experience in installation of electrical systems.

Purpose

As part of the Health Unit and in a delocalized position in the Nairobi Regional Delegation, the Sexual and Reproductive Health (SRH) Referent is the specialist for SRH at a global level:

• Provides support and guidance within SRH field expertise either remotely or in-person to all delegations worldwide.
• Contributes to the ICRC policies and guidelines and develops tools and training modules for the ICRC to improve the quality of sexual and reproductive health (SRH) activities for Primary and Secondary health care programs.
• Ensures quality care through the implementation of ICRC standards of care.

Education & Qualifications required

• University degree in Nursing/Midwifery or Medical doctor specialist in Gynecology and Obstetrics.
• Valid license to practice in your country of residence.
• At least 5 years of professional clinical experience and at least 2 years of international humanitarian field experience.

Accountabilities & Functional responsibilities

Operational support (Field and Health Unit support):

• Maintains an overview of global approaches and programs in area of expertise in SRH to ensure exchanges of experience and lessons learned between delegations.
• Reinforces ICRC response capacity in terms of Emergency Obstetric Care as a whole, with a specific focus on the link between Primary Health Care (PHC) and hospital care and effective referral procedures.
• Ensures the correct implementation of adequate SRH care, protocols, and efficient supervision system.
• Provides technical support to implement ICRC frame of reference on Sexual Violence (SV) in Armed conflict and other situations of violence, especially the inclusion of medical examination and treatment of victims of SV in ICRC supported primary care and hospital facilities including the access to Mental Health and Psycho-Social Support (MHPSS).
• Mentors and supports mobile and resident colleagues in charge of following / implementing SRH (midwives, health delegates, gynecologists, etc.) in developing relevant strategies, plans of actions and programmes adjustments.
• Supports delegations, mainly health coordination, in program level assessments, monitoring and analysis (including use of relevant tools) in area of SRH. 
• Coordinates, supports and/or delivers training in area of SRH at global, regional, and national levels to internal and external staff and ensure capacity building of SRH peers in the field (mobile and resident staff).
• Contributes to the annual planning and budgeting exercise in liaison with Health Coordinators and in collaboration with health unit colleagues.
• Ensures guidelines on sexual and reproductive health (SRH) services and quality of care are integrated in the health services supported.
• Oversees that delegations apply institutional technical tools and provide guidance to adapt and operationalize them.
• Supports Health Coordinators in appraising field staff on technical aspects within SRH area of expertise.
• Contributes on the follow-up of the global and regional SRH related contingency stocks in collaboration with the HU and the logistic department.

Thematic support:

• Liaises with Movement partners and other stakeholders at regional and international level to update and to contribute on external resources.
• Monitors and provides regional situation analysis to the operational partners and PHC/Hospital programme coordinators and other relevant units /departments.
• Engages actively with the relevant communities of practice to continuously share knowledge, literature, and information relevant for community regional and globally. 
• Contributes to develop institutional policies, guidelines, and protocols, and update the ICRC Sexual & Reproductive Health Core Package with a practical toolbox including medical logistics.

• The Family Links Answers Focal Point (FLA Focal point) provides support to the Red Cross and Red Crescent National Societies with regards to Family links Answers - a specialised application for restoring family links (RFL) services. They play a critical role in deploying and integrating the tool as well as providing customized support to organizations in their area of responsibility. In addition, the incumbent enhances the usage of the tool through provision of training and coaching sessions to strengthen the capacity of the family links network and further improve their services.

About the Job

The Risk Management Unit Coordinator is responsible for ensuring that the Somalia Delegation's programmes comply with ICRC institutional and operational policies. S/he leads the delegation on issues related to transparency and accountability in humanitarian operations, in order to reassure donors and affected populations of integrity of ICRC staff and operational partners, and the relevance and effectiveness of its programmes.

This is a national/resident position based in Nairobi.

Duties and Responsibilities

• Sets the delegation’s strategic orientation regarding transparency and accountability in humanitarian operations
• Designs the framework for monitoring compliance of assistance and support activities/processes with institutional policies and standards
• Establishes procedures, working tools and guidelines, in line with ICRC Ethics, Risk and Compliance Office (ERCO)’s frameworks, policies and guidelines, for monitoring the implementation of ICRC programmes and conducting due diligence activities
• Organizes and plans monitoring field missions, compiles findings, draws lessons learnt and recommendations and, when needed, advises the delegation on situations requiring corrective measures

Minimum qualifications and required competencies

• Degree in Risk Management, Development Studies, Sociology, Development economics, Economics, or equivalent qualification in a related field of study
• Minimum of 8 - 10 years’ experience working in humanitarian operations in the field of risk management, compliance, accountability, audit or monitoring and evaluation and at least 4 years in managerial position
• Experience working in Somalia or Somalia programme/Knowledge of Somalia context
• Comprehensive knowledge and exposure to a wide range of security, humanitarian assistance, emergency relief and protection issues
