The Assignment

• To ensure the successful uptake of mediation as a key form of ADR in Marsabit County, IDLO in collaboration with MAC is seeking to engage a qualified consultant to conduct a 5-day comprehensive mediation training program from 13 November – 18 November 2023 in Marsabit. The aim of this training is to build a skilled and dedicated community of mediators within the county to effectively enhance the uptake of mediation.

The consultants’ responsibilities will include: -

• Deliver training sessions on mediation principles, processes and procedures a 5-day period/ 40 hours
• Assessment and evaluation of participants on their understanding of mediation principles, processes, and procedures.
• Develop pre and post-training support and materials and provide them to participants as needed.
• Collaborate with IDLO and MAC to ensure alignment of the training with the objectives of CAM.
• Issue certificates for all participants.

Deliverables

The Consultant will deliver the following:

• An inception report detailing the understanding of the assignment, methodology, timelines, and work plan.
• A comprehensive mediation training program and concept note.
• Pre- and post-training reference materials for participants to promote effective learning and skill application in mediation.
• Facilitate the training sessions over the 5-day period/40-hour training.
• Issue certificates for all participants.
• A completion report of the training conducted, participant progress and evaluations, and any recommendations for further improvement or follow-up actions.

Job Requirements

Education

• An advanced university degree (masters or equivalent) with qualifications in sociology, law, political science, peace studies, or other related field with proven work in the field of mediation.

Experience & Skills

• 5+ years’ experience in facilitating training in the field of mediation or other ADR mechanisms.
• Prior experience delivering on similar assignments, including the development of training curricula.
• Excellent analytical and writing skills with the capacity to process qualitative and quantitative information and produce precise reports.
• Ability to present complex issues in a simple and clear manner.
• Good communication and organizational skills
• Fluency in English is required.

The Assignment

• The assignment requires an expert to conduct an online needs assessment to properly identify and determine training requirements, needs, and emerging contemporary access to justice for climate-vulnerable groups and local communities related to climate justice, environmental human rights standards, and environmental law , particularly in ASAL counties. The assignment will also require the technical expert to develop a training curriculum focusing on climate justice, environmental human rights standards, and an overarching framework of environmental law.

Under the supervision of IDLO, the expert will be responsible to perform the following duties:

• Conduct an online needs assessment on contemporary access to justice issues on climate justice and environmental law
• Develop a responsive training curriculum and integrate modules on contemporary access to justice for climate-vulnerable groups, environmental law, and human rights standards related to climate and environment.
• Ensure mainstreaming of substantive gender and intersectionality issues across the training modules.

Deliverables

The Consultant will deliver the following:

• Develop an inception report, including an annotated outline indicating an understanding of the assignment, a proposed work plan for the execution of the assignment, methodology, and timelines by the 7th day upon signing the contract.
• Conduct an online needs assessment to be able to properly identify and determine training requirements and needs and contemporary access to justice issues related to climate justice, environmental law, and human rights standards related to climate and environment, including gender and intersectionality issues, including consultation with judicial offices and stakeholders by 10th November 2023.
• Submit a draft assessment report by the 15th of November 2023.
• Submit an annotated outline of the proposed curriculum by 20th November 2023.
• Informed by the assessment report, develop a training curriculum on climate justice and environmental law by 22nd December 2023.
• Facilitate at least three validation forums by 30th January 2024.
• Facilitate at least three validation forums by 30th January 2024.
• Submit the final training curriculum on climate change and environmental law by 30th February 2023.
• Conduct a pilot implementation of the curriculum during the training for judicial officers in 2024.
• An Assignment completion report and sources of information relied upon.

Job Requirements

Education

• A bachelor's degree or higher in Law, Environmental Studies, Climate Change, Natural Resource Management, Gender and Climate Studies, or a related field.

Work Experience

• 5-10 years of knowledge and advisory experience in Climate Change, Natural Resource Management, Environmental law, Gender related issues.
• Demonstrated experience in the rule of law approach to climate and environmental justice and human rights-based approach to justice.
• Demonstrated experience conducting assessments, including data collection, analysis, and report writing.
• Experience developing curricula and delivering training to various audiences, including judicial officials.

Technical competencies

• Ability to analyze emerging contemporary issues on access to justice.

The Assignment

• In this regard, IDLO in partnership with CAJ seeks to engage a consultant who will undertake the task of translating the Simplified Access to Information Act and its Regulations into Kiswahili. By making these legal documents accessible in Kiswahili, we aim to break down language barriers and ensure that all citizens have equal access to vital information and can participate in promoting transparency and accountability within their government institutions.

The Consultant’s duties and responsibilities will include: -

• An Inception Report detailing the understanding of the terms of reference, a proposed methodology, and a plan of action, with a work plan indicating clear milestones and timelines. To be delivered within four days of contract start
• Translate the Simplified Access to Information Act and Regulations from English to Kiswahili.
• Proofread the translated documents for factual, grammatical, and contextual accuracy.
• Present the draft Kiswahili versions of the simplified Act and Regulations to stakeholders during validation meetings organized by IDLO and CAJ.
• Consider the feedback from stakeholders’ workshop to improve the draft Kiswahili versions of the Act and Regulations, and present refined versions of documents in publication formats.

Deliverables

• An Inception Report detailing the understanding of the terms of reference, a proposed methodology, and a plan of action, with a work plan indicating clear milestones and timelines. To be delivered within four days of contract start.
• Draft Kiswahili simplified version of the Access to Information Act and Regulations by 10th November 2023.
• Conduct at least three validation forums on the content by 3rd October 2023.
• Submit the final Kiswahili version of the Act and its Regulations, presented in a publication format by 15th November 2023.

Reporting and Supervision

The consultant shall report directly to the Director, Access to Information (CAJ) and the IDLO Programme Manager respectively.

Job Requirements

Education

• A bachelor's degree in law, social science, linguistics, or related discipline from a reputable and recognized university in Kenya.

Experience

• Minimum 10 years of professional experience working in translation of documents from English to Kiswahili and vice versa including proof of at least two translated publications.
• Experience working with documents that have technical terms and from the legal field.

Technical competencies

• Excellent organizational, interpersonal, and communication skills.

• The primary objective of CAM is to facilitate the speedy resolution of disputes, targeting the conclusion of cases within an average of 66 days. In February 2015, the then Chief Justice of the Republic of Kenya appointed the Mediation Accreditation Committee (MAC) with the mandate to develop mediation pilot rules, accredit mediators, develop a register of mediators, and enforce a code of conduct governing mediators. MAC developed Mediation Rules that were gazetted by the Chief Justice on 9 October 2015 and currently guide the registration and accreditation of CAM mediators. MAC works with the Mediation Taskforce and CAM secretariat toward implementing CAM, which was piloted in two court stations in 2016 (Family and Commercial Division of the High Court) and replicated in other Court Stations.

THE ASSIGNMENT

In collaboration with IDLO, the CAM Secretariat seeks to engage two mediation clerks to support the replication of CAM in Marsabit and Isiolo Counties.

• To support data entry of accredited mediators’ information into the Cadaster platform for better data management and monitoring of CAM mediators.
• Support the mediation registries to establish structures and systems for the successful operationalization of CAM in the replication stations.
• Manage the CAM Secretariat information desks in the replication stations as liaison persons collecting or providing basic information from and to mediators, court users, and relevant stakeholders.
• Contribute to the development of knowledge management products, including a summary of cases to inform the development of a Mediation case digest and newsletter for the Isiolo and Marsabit.
• Support key administrative functions, including (i) screening of CAM files; (ii) organizing, storing, and retrieving CAM files on request; (iii) scheduling meetings; (iv) developing bi-monthly structured reports to the mediation Deputy Registrars for timely tracking of CAM matters; among other administrative duties.
• Perform other duties assigned by the Mediation Deputy Registrars to ensure the successful operationalization of CAM in the replication stations.

Expected deliverables

• Monthly Progress Reports in the IDLO reporting template, documenting support provided, key results realized, and the expected deliverables for the subsequent month, to be submitted by the 25 th of every month.
• Monthly mediation analysis report of the data and information entered into the CAM online platforms such as Cadaster and other tracking/ M&E platforms.
• Established structures and systems for the sustainability of CAM in Isiolo and Marsabit.
• Knowledge products developed, including a summary of cases to inform the development of a Mediation case digest and newsletter for the Isiolo and Marsabit.
• At the end of the consultancy period, a final comprehensive report documenting all support provided within the contracted period to further the TORs, key successes/ achievements, challenges faced, and recommendations to the Judiciary and IDLO for better CAM service delivery.

Reporting and supervision

• The mediation clerks shall report directly to the Mediation Registrar and the IDLO Kenya Field Programme Manager, respectively.

Overview & Responsibilities

The Law Society of Kenya (LSK)

The Law Society of Kenya (LSK) is Kenya's premier bar association, with membership of all practicing advocates. LSK has the mandate to advise and assist members of the legal profession, the government and the larger public in all matters relating to the administration of justice in Kenya. Background

The Children’s Act No. 29 of 2022 took effect on 26 July 2022 replacing the Children’s Act 2001. The Act provides enhanced legal provisions to protect children’s rights in Kenya. The Act spells out the rights of the child while taking care of their safety, protection, and development. The Children’s Act 2022 is an improvement to the previous Act with some new addition and improvements from the previous Act which gives full effect to Article 53 of the Constitution of Kenya. Under the new Act some of the salient features under the Act include: (i) best interest of the child; (ii) rights of intersex children; (iii) children in conflict with the law; (iv) children’s right to assemble, demonstrate, petition and demonstrate in public life; (v) establishment of the Office of the secretary of children’s services; (vi) establishment of children’s institutions; (vii) guardianship; and (viii) adoption.

Protection of children is a collective, societal responsibility exercised at the family, community, civil society, state, and international levels. It is, therefore important to focus and involve the right people in protecting children. Based on these new developments, it is important to ensure that advocates, especially pro bono advocates, capacity is built to assist children in any child-related case with their best interest in mind. Considering this, IDLO seeks to collaborate with LSK, to engage a short-term child justice expert to train pro bono advocates on the Children’s Act 2022 with a focus on access to justice and litigation.

The Assignment

IDLO in partnership with LSK is seeking a qualified consultant to conduct comprehensive training for pro bono advocates in three regions: Mombasa Kisumu and Eldoret. The training will focus on the content and implementation of the Children Act 2022. The consultant will be expected to deliver the training sessions with utmost clarity and effectiveness, providing participants with a thorough understanding of the subject matter.

Deliverables

The consultant shall deliver the following outputs:

1. An Inception Report detailing the understanding of the terms of reference and a proposed methodology, a work plan indicating clear milestones and timelines., to be delivered within three days of contract start.
2. Develop pre and post-assessment for trainees using IDLO training assessment forms.
3. Conduct training for probono lawyers in Mombasa, Kisumu and Eldoret.
4. Any other deliverable deemed necessary to successfully complete the assignment.

Job Requirements

Ideal Candidate Profile

The ideal selected Consultant should possess the following qualifications and experience.

1. Hold a Bachelor’s degree in Law, Public Policy, and any other related degree from a university recognized in Kenya.
2. An advocate of the High Court in the children's court/ or understanding/experience in children matters.
3. Demonstrated experience leading assignments of similar nature for high-level government agencies, focusing on access to justice/administration of justice/rule of law.
4. Minimum of 7 years relevant professional experience in Rule of Law and knowledge of contemporary child justice matters.
5. Possess strong work ethic characterized by desire to achieve results. Strong problem- solving skills, with a high degree of personal and professional organization.
6. The candidate will be expected to go through IDLO Trainer of Trainers training.

Short Term: Expert to Train Pro Bono Advocates on Children's Act in | Careers at Kenya (icims.com)

Organizational Background

The NCAJ is established under Section 34 of the Judicial Service Act (No.1 of 2011). The Council is a high-level policymaking, implementation, and oversight coordinating body that comprises State and Non-State Actors from the Justice Sector. The main purpose of the Council is to ensure a coordinated, efficient, effective, and consultative approach to the administration of justice and reform of the justice system. Specific functions of NCAJ include: formulating laws and policies relating to the administration of justice; implementing, monitoring, evaluating and reviewing strategies for the administration of justice; facilitating the grassroots administration of justice through Court Users Committees; and ensuring a coordinated justice sector. In fulfilling its mandate, the NCAJ conducts and organizes service weeks on diverse cross-cutting justice sector phenomena each year, which require partnership and collaboration of actors. One such program is Decongestions Service week exercises which involve the interplay of several actors to decongest prisons. Another example is case backlog reduction which entails the clearance of cases that have overstayed in the system through interlinkages between CUC actors at the court level. Clearance or effecting pending warrants of arrests may also require partnership and collaboration to ensure future warrants are executed on time. These programs involve the interplay of more than one justice sector agency.

The service week has also been used as a forum for awareness raising of various justice needs by bringing together stakeholders to identify and fill the available gaps within the justice sector. The service week is a multi-agency collaboration where all justice players work together to achieve the desired results. Service week has been used successfully as a strategy to reduce case backlog. Under the banner of the NCAJ, all the agencies in the justice chain have committed to working together. During Judicial Service Week, the Judiciary prioritizes cases based on the direction of the Chief Justice to look into pending cases. This informs which cases are to be dealt with to reduce case backlog. The NCAJ intends to create a standardized way of conducting Justice Service for Weeks or Months. The same can also be construed to have the same aim as the rapid results initiatives, focusing on service delivery, especially where inefficiencies or huge challenges exist. Ultimately, the service weeks transform society by quickening the service delivery process and addressing systemic bottlenecks.

Consultancy Objectives

The objective of the consultancy is to develop NCAJ Service Week Standard Operating Procedures (SOPs) to guide justice sector agencies in undertaking service weeks aimed at addressing sectoral challenges affecting the efficient administration of justice. The SOPs shall contain detailed prior activities and preparations necessary to conduct the Service Week, background information on why the service week, especially the problem to be addressed and how. The SOPs will provide various aspects of planning (before, during, and after) the Service Week, including resource mobilization, lessons learnt, reporting, stakeholder consultations, training of justice sector personnel, public awareness strategy, data collection, and reporting.

Scope of Work and Deliverables

In drafting the SOPs, the Consultant is expected to consult NCAJ Secretariat, key justice sector actors and existing service week reports to extract best practices and obtain relevant documentation from previous service weeks. Ensure the SOPs adheres to and uphold the Constitution of Kenya 2010 (notably the Bill of Rights) and all applicable laws affecting the efficient administration of justice in Kenya. The other specific details are;

1. Provide Service week directions, including the required operations and scheduling of events.
2. Provide guidelines on the involvement and coordination of Justice agencies for the effective undertaking of service weeks
3. Provide guidelines on involvement and coordination at the grassroots with the Court Users Committees (CUC) if necessary.
4. Provide details on engagements required before the service week and preparatory activities thereof.
5. Provide a generic tool for undertaking the service week.
6. Provide a guide on relevant stakeholders' training or engagement
7. Develop guidelines and protocols for pre-service week's visits and piloting of service weeks as necessary.
8. Provide an Awareness Strategy in line with the NCAJ Communication strategy.
9. Provide a sample procedure for at least two common service weeks undertaken by any two justice sector institutions
10. Outline the Programme of the Service Week and the roles of key players
11. Provide guidelines on Data Collection, processing, analysis, and reporting.
12. Provide the reporting structure of a service week.

Organizational Context

The IDLO Finance Department is an integral part of the country team that seeks to ensure financial integrity to realize and achieve a high level of transparency and accountability in the execution of various donors’ projects. The Finance Department places high value on producing accurate and auditable financial reports for all its stakeholders. The Finance Coordinator will be part of the IDLO Somalia Country Office based in Nairobi. The Finance Coordinator will report directly to the Finance & Administration Manager.

Primary Functions

Accounting and Financial reporting

• Assist the Finance and Administration Manager in maintaining an overall accounting system for the Somalia Office in line with IDLO guidance and procedures, including but not limited to processing invoices and payments, maintaining bank accounts and financial records in the accounting system, ensuring timely reimbursement of travel expenses to IDLO staff members/experts.
• Ensure timely preparation and submission of all financial information, reports and documentation to the Finance and Administration Manager, including the monthly financial forecast and financial close of the Country Office (CO)
• Prepare monthly reconciliation reports and schedules (including advances), ensuring that all outstanding issues are addressed in a timely manner.
• Ensure CO balance sheet account reconciliations regularly, and that differences or discrepancies are addressed promptly.
• Responsible for entering data into the accounting system to facilitate payment processing, prepayments, payables, accruals, and other related accounting transactions.
• Review approved payments requests ensuring proper supporting documentation and compliance with IDLO policies and procedures and donor rules and regulations.
• Keep the Finance and Administration Manager updated regularly on developments and challenges in the financial reporting and implementation of the projects.
• Support the Finance and Administration Manager on audit-related exercises and ensure the auditors are provided with the necessary supporting documents in a timely manner.

Cash and Budget Management

• Review and consolidate monthly cash forecasts for the country office, ensuring funds are fully reconciled submitting to HQ for processing. This will include working with program staff to help them develop accurate cash forecasts.
• Ensure the bank account balances are monitored, and funds are available for pending payables.
• Ensure adequate controls on management and use of cash, including appropriate cash counts and periodic reconciliations.
• Support the Managers in liaising with the IDLO bankers for the country office, including acting as bank agent where so authorized.
• Ensure the allocation of costs in accordance with approved program budgets and IDLO chart of accounts and advise program colleagues on any adverse issues identified.
• Assist the Finance and Administration Manager in reviewing the monthly budget versus actual report and ensure compliance with IDLO Financial Procedures.
• Assist in preparing the Program-specific and annual budgets and assess financial plans and reports in coordination with the Finance and Administration Manager and relevant departments.

Sub-grants management:

• Assist in sub-granting processes, monitoring, and management systems to ensure effective and timely issuance, and reporting of all sub-grants.
• Conduct, in close coordination with the Finance and Administration Manager, organizational assessments and regular spot checks assessing risks and quality of implementing partners’ internal processes.
• Review implementing partner’s reports and payment requests in accordance with sub-grant agreements to ensure reasonableness, and consistency with programmatic delivery and financial spending and submit findings to Finance and Administration Manager.
• Where needed provide coaching, guidance, and feedback to implementing partners to ensure proper financial management of sub-projects.

Filing financial documents

• Responsible for archiving accounting documents ensuring all transactions are arranged in an orderly and sequential manner, based on transaction numbers.
• Ensure that all electronic copies of all documents are shipped to HQ and maintained at the country office, filed electronically and in sequence.

Job Requirements

Academic qualifications

• University degree in Business Administration, Finance, Accounting, or related field is essential.
• CPA-K/ACCA qualification will be an asset

Work experience

• At least five years of finance and accounting experience working with international organizations.
• Experience working in Somalia and a good understanding of the context and networks are desirable

Languages

• Fluency in English
• Knowledge of the Somali is added advantage

Terms & Conditions

For this locally recruited position, IDLO shall offer the selected candidate an Affiliate contract of 12 months, with the possibility of extension subject to performance and availability of funding.

In addition, IDLO shall offer a yearly basic salary in the range of Kenya Shillings 3,776,902, medical insurance, and leave entitlements including in accordance with IDLO Employee Regulations and Rules.

Organizational Context

The IDLO Finance Department is an integral part of the country team that seeks to ensure financial integrity to realize and achieve a high level of transparency and accountability in the execution of various donors’ projects. The Finance Department places high value on producing accurate and auditable financial reports for all its stakeholders. The Finance Coordinator will be part of the IDLO Somalia Country Office based in Nairobi. The Finance Coordinator will report directly to the Finance & Administration Manager.

Primary Functions

Accounting and Financial reporting

• Assist the Finance and Administration Manager in maintaining an overall accounting system for the Somalia Office in line with IDLO guidance and procedures, including but not limited to processing invoices and payments, maintaining bank accounts and financial records in the accounting system, ensuring timely reimbursement of travel expenses to IDLO staff members/experts.
• Ensure timely preparation and submission of all financial information, reports and documentation to the Finance and Administration Manager, including the monthly financial forecast and financial close of the Country Office (CO)
• Prepare monthly reconciliation reports and schedules (including advances), ensuring that all outstanding issues are addressed in a timely manner.
• Ensure CO balance sheet account reconciliations regularly, and that differences or discrepancies are addressed promptly.
• Responsible for entering data into the accounting system to facilitate payment processing, prepayments, payables, accruals, and other related accounting transactions.
• Review approved payments requests ensuring proper supporting documentation and compliance with IDLO policies and procedures and donor rules and regulations.
• Keep the Finance and Administration Manager updated regularly on developments and challenges in the financial reporting and implementation of the projects.
• Support the Finance and Administration Manager on audit-related exercises and ensure the auditors are provided with the necessary supporting documents in a timely manner.

Cash and Budget Management

•  Review and consolidate monthly cash forecasts for the country office, ensuring funds are fully reconciled submitting to HQ for processing. This will include working with program staff to help them develop accurate cash forecasts.
•  Ensure the bank account balances are monitored, and funds are available for pending payables.
•  Ensure adequate controls on management and use of cash, including appropriate cash counts and periodic reconciliations.
•  Support the Managers in liaising with the IDLO bankers for the country office, including acting as bank agent where so authorized.
•  Ensure the allocation of costs in accordance with approved program budgets and IDLO chart of accounts and advise program colleagues on any adverse issues identified.
•  Assist the Finance and Administration Manager in reviewing the monthly budget versus actual report and ensure compliance with IDLO Financial Procedures.
•  Assist in preparing the Program-specific and annual budgets and assess financial plans and reports in coordination with the Finance and Administration Manager and relevant departments.

Sub-grants management:

• Assist in sub-granting processes, monitoring, and management systems to ensure effective and timely issuance, and reporting of all sub-grants.
• Conduct, in close coordination with the Finance and Administration Manager, organizational assessments and regular spot checks assessing risks and quality of implementing partners’ internal processes.
• Review implementing partner’s reports and payment requests in accordance with sub-grant agreements to ensure reasonableness, and consistency with programmatic delivery and financial spending and submit findings to Finance and Administration Manager.
• Where needed provide coaching, guidance, and feedback to implementing partners to ensure proper financial management of sub-projects.

Filing financial documents

•  Responsible for archiving accounting documents ensuring all transactions are arranged in an orderly and sequential manner, based on transaction numbers.
•  Ensure that all electronic copies of all documents are shipped to HQ and maintained at the country office, filed electronically and in sequence.

Job Requirements

Academic qualifications

•  University degree in Business Administration, Finance, Accounting, or related field is essential.
•  CPA-K/ACCA qualification will be an asset

Work experience

•  At least five years of finance and accounting experience working with international organizations.
•  Experience working in Somalia and a good understanding of the context and networks are desirable

IDLO IN SOMALIA

IDLO has extensive experience and a good track record of implementing successful rule of law programmes in Somalia. Since 2012, IDLO has been working with government authorities at both the federal and state levels as well as key justice institutions and the informal justice system to enable them to fulfill their core functions, improve governance and strengthen access to justice for citizens, particularly for the most vulnerable. IDLO’s activities in the country aim to promote the rule of law in Somalia across several areas, including governance, institution building, policy and legal reform, access to justice, and human rights. In its programmatic work, IDLO has developed a strong partnership with a broad range of Government stakeholders at the Federal level, including the Office of the Presidency, the Office of the Prime Minister, the Office of the Chief Justice, the Attorney General’s Office, the Ministry of Justice (among other ministries), the Somali Bar Association, the Financial Reporting Center, as well as the Federal Member States (Puntland, Jubaland, Southwest, Galmudug, and Hirshabelle).

The PROGRAMME

IDLO, with funds from the U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), is implementing a 2-year programme called the “Somalia Justice Support Programme.” The SOMJUST responds to the national priorities, as outlined in the 2020-2024 National Development Plan, and aims to contribute to enabling criminal justice institutions to deliver efficient, equitable, and accessible justice services to Somali citizens (Goal).

THE POSITION

The position falls within the framework of IDLO’s engagement to enable Somalia's criminal justice institutions to deliver effective, efficient, accessible, and accountable justice services to Somali citizens (Goal). The Legal Consultant will work in collaboration with the SOMJUST programme team, national counterparts, and other stakeholders.

The incumbent will report to the Technical Legal Advisor. The position will be provided over 12 months from 01 January 2023 – 31 December 2023.

Summary of Functions

Support the Somali Judicial Training Institute (JTI) to create its institutional policies and strategies, develop and validate training manuals for judges, prosecutors, and clerks.

Key Results Expected

• Judicial Training Institute (JTI): Support the JTI to develop its institutional policies and strategies including:

Updating the current Strategic Plan.

Developing training-related policies for the JTI (specific requirements to be determined with the JTI leadership).

Developing an organizational structure that defines job descriptions/terms of reference for key staff. Deadline: March 2023 Remuneration: $4,000 USD

• Develop 12 training manuals on the subjects listed below. Each manual should: (1) be around 50 – 60 pages in length (2) designed for a five-day training for that specific subject and (3) include IDLO’s adult-learning methodology (interactive and hands on).

3 manuals – February 2023

3 manuals – April 2023

3 manuals – July 2023

3 manuals - October 2023

Remuneration for each training manual: $7,500 USD for a total of $90,000

Prepare materials for the validation workshop for the 12 training manuals, and attend the validation workshop of the training manuals in Mogadishu;

Deadline: October 2023

Remuneration: $2,400 USD

• Provide mentoring and training to JTI Leadership on how to operationalize the JTI. This will include virtual sessions and one face-to-face discussion.

Remuneration for the delivery of the training: $2,000 USD

• Prepare a TOT for a select group of JTI Trainers in Mogadishu: Attend a five-day IDLO Advanced TOT in Nairobi and obtain a certificate of completion;

Based on the completion of the Advanced TOT in Nairobi, prepare an Advanced TOT for Somali JTI trainers in Mogadishu, including lesson plans and activities that incorporate materials from the 12 training manuals produced under this consultancy. There should be a lesson plan for each day of the training, five in total.

Remuneration for lesson plans and training manual: $4,000 USD

Total Remuneration: $102,400 USD

Education and Work Experience

• University degree in law, licensed attorney preferable.
• Fifteen (or more) years of work experience in international organizations, legal reform, human rights, and/ or governance.
• Proven experience in policy and legislative drafting.
• Proven experience drafting legal/judicial curricula.
• Proven experience in legal research and writing.
• Work experience in Somalia is highly desirable.
