Duties and Responsibilities

• Collecting and collating all relevant authorities those emanating from counsel and, any other relevant material;
• Conducting extensive legal research and writing for the respective Judges and Judicial officers;
• Drafting bench memoranda and wellresearched opinions on various legal and factual issues; and
• Preparing pretrial and posttrial media summaries.

 For appointment to this position, an applicant must be in possession of the following qualifications:

•  Bachelor of Laws degree or its equivalent from a recognized university.
•  Be an advocate of the High Court of Kenya of at least seven (7) years standing or a person with at least ten years’ experience in the field of legal education or as a distinguished academic in law;
•  Meets the requirements of Chapter Six of the Constitution on leadership and integrity.

Duties and Responsibilities
The Member of the Tribunal shall:

• Participate in hearing and determination of all disputes which come before the Tribunal;
• Carrying out inquiry into the appeals lodged including summoning witnesses, taking evidence and calling for production of books and other documents;
• Making finding thereupon and notifying parties concerned of the awards, judgements, orders, rulings and decrees issued by the Tribunal;
• Making rules of the Tribunal with respect to the filing, hearing and disposal of appeals and other matters before the Tribunal; and
• Support implementation of the Tribunal’s plans and programmes to achieve the Tribunals vision and mission.
• Provide requisite professional and technical support to ensure that the Tribunal attains a high level of competitiveness and ethical standards in its entire programmes.

Requirements

For appointment to the position of Judge of the Court of Appeal, the applicant must possess the following minimum qualifications set out in Article 166 (2) (a) (b)and (c) as read with Sub Article (4) (a) (b) and (c) of the Constitution, namely:

•  Hold a law degree from a recognized university, or be an advocate of the High Court of Kenya, or possess an equivalent qualification in a Common law jurisdiction;
•  Have at least ten (10) years’ experience as a superior court judge; or
•  Have at least ten (10) years’ experience as a distinguished academic, or legal practitioner or such experience in other relevant legal field; or
•  Have held the qualifications specified in paragraphs 2 (a) and (b) above for a period amounting, in the aggregate, to ten (10) years; and
•  Possess the experience required under paragraph 2 (a), (b) and (c) above as applicable, irrespective of whether that experience was gained in Kenya or in another Commonwealth CommonLaw jurisdiction.
•  Have a high moral character, integrity, and impartiality (meet the requirements of Chapter Six of the Constitution on Leadership and Integrity).

 In addition, the applicants should demonstrate a high degree of professional competence, communication skills, fairness, good temperament, good judgment, wide breath of both legal and life experience and demonstrable commitment to public and community service.
 The appointment shall be made in accordance with Article 166 (1)(b), (2) and (4) of the 2010 Constitution and Section 30, Part V and the First Schedule of the Judicial Service Act, No. 1 of 2011.

Duties and Responsibilities

A Judge of Appeal shall serve in the Court of Appeal of Kenya. The Functions and jurisdiction of the Court is provided for under Article 164(3) (a) and (b) of the Constitution, namely, to hear appeals from:

•  The High Court; and
•  Any other Court or Tribunal as prescribed by an Act of Parliament.

Duties and Responsibilities

For appointment to the position of Judge of the High Court, the applicant must possess the following minimum qualifications set out in Article 166 (2) (a), (b)and (c) as read with Sub Article (5) (a) (b) and (c) of the Constitution, namely:

• Unlimited original jurisdiction in criminal and civil matters;
• Jurisdiction to determine the question whether a right or fundamental freedom in the Bill of Rights has been denied, violated, infringed or threatened;
• Jurisdiction to hear an appeal from a decision of a tribunal appointed under the Constitution to consider the removal of a person from office, other than a tribunal appointed under Article 144;
• Jurisdiction to hear any question respecting the interpretation of the Constitution including the determination of—
• The question whether any law is inconsistent with or in contravention of the Constitution;
• The question whether anything said to be done under the authority of the Constitution or of any law is inconsistent with, or in contravention of, the Constitution;
• Any matter relating to constitutional powers of State organs in respect of county governments and any matter relating to the constitutional relationship between the levels of government; and
• A question relating to conflict of laws under Article 191; and
• Any other jurisdiction, original or appellate, conferred on it by legislation.
• Supervisory jurisdiction over the subordinate courts and over any person, body or authority exercising a judicial or quasijudicial function, but not over a superior court.

Requirements

A Judge of the High Court shall serve in the High Court of Kenya. The function and jurisdiction of the Court is provided for under Article 165 (3) and (7), namely:

•  Hold a law degree from a recognized university, or be an advocate of the High Court of Kenya, or possess an equivalent qualification in a Commonlaw jurisdiction;
•  Have at least ten (10) years’ experience as a superior court judge or a professionally qualified magistrate; or
•  Have at least ten (10) years’ experience as a distinguished academic, or legal practitioner or such experience in other relevant legal field;
•  Have held the qualifications specified in paragraphs 2 (a) and (b) above for a period amounting, in the aggregate, to ten (10) years; and
• Possess the experience required under paragraph 2 (a), (b) and (c) above as applicable, irrespective of whether that experience was gained in Kenya or in another Commonwealth CommonLaw jurisdiction; and
•  Have a high moral character, integrity, and impartiality (meet the requirements of Chapter Six of the Constitution on Leadership and Integrity).

Requirements
For appointment to the position of Chief Registrar of the Judiciary, the applicant must possess the following minimum qualifications set out in Section 9 of the Judicial Service Act, 2011 and Chapter Six of the Constitution, namely:

• Be an advocate of the High Court of Kenya and has since:-
• Attained the qualifications of a High Court Judge; or
• Attained at least ten (10) years’ as a professionally qualified magistrate; or
• Attained at least ten (10) years’ experience as a distinguished academic and legal practitioner or such experience in other relevant legal field; or
• Held the qualifications mentioned in paragraphs (i) to (iii) for a period, amounting in aggregate, to ten years.
• Has demonstrated competence in the performance of administrative duties for not less than three years.
• Have a high moral character, integrity and impartiality.
• In addition to the above qualifications, the applicants must demonstrate a high degree of professional competence, communication skills, fairness, good temperament, making of good judgments in both legal and life experiences and commitment to public and community service.
• The appointment shall be made in accordance with Article 161(2)(c) of the Constitution of Kenya, 2010.

Duties and Responsibilities

The Chief Registrar of the Judiciary is the Chief Administrator and Accounting Officer of the Judiciary. The functions and powers of the Chief Registrar is provided for under Section 8 of the Judicial Service Act, 2011, namely;

• Be responsible for the overall administration and management of the Judiciary;
• Perform the judicial functions vested in the office of the Chief Registrar by law;
• Exercise powers vested by virtue of any regulations and give effect to the directives of the Chief Justice;
• Administer the Judiciary Fund and account for any service in respect of which monies have been appropriated by the National Assembly and to whom issues are made from the exchequer account;
• In each financial year, to prepare estimates of expenditure for the following year and submit them to the National Assembly;
• Be the authorized officer for the Judiciary who is responsible for efficient management of the day-to-day operations and administration of human resources in the judicial service;
• Be in-charge of support services in the Judiciary and in particular planning, development and organization of staff;
• Monitor and enhance administration of office procedure to maximize quality of service;
• Plan, prepare, implement and monitor the budget and collect, receive and account for revenue;
• Be in-charge of the procurement of all stores, management and maintenance of all physical facilities.
• Maintain and develop co-operation with key staff in the public service and other institutions and agencies;
• Ensure the efficient devolution of the administrative units to county levels, including a High Court Division in each county;
• Perform the functions of Secretary to; the Judicial Service Commission and the National Council on Administration of Justice and;
• Perform such other duties as may be assigned by the Chief Justice from time to time.

Job Purpose:

• The job holder will be responsible for collecting, analyzing data and produce reports that help the Academy assess the effectiveness of its programs.

Reporting Responsibilities

Area of Deployment:

For appointment to this position, the applicant must have: -

• A bachelor’s degree in any of the following disciplines: Economics, Economics and Statistics, Statistics, Education or any other equivalent qualification from a recognized institution
• A Management Course or its equivalent from a recognized institution
• Proficiency in computer application; and
• Fulfilled the requirements of Chapter Six (6) of the Constitution.

Experience:

• Minimum three (3) years previous relevant work experience as a Monitoring and Evaluation Officer II, or in a comparable and relevant position with some degree of monitoring and evaluation
• At least one (1) year at Supervisory Management Level

Duties and Responsibilities

• Developing comprehensive overall Monitoring and Evaluation frameworks, monitoring and evaluation tools, performance indicators and benchmarks;
• Undertaking planning, researching, organizational performance monitoring and data management activities;
• Designing, developing and deploying tools, protocols and procedures for data collection, performance monitoring, and impact evaluation of ongoing and new training programs;
• Ensuring technical rigor of training program data collection, management, analysis and reporting;
• Monitoring and evaluating training programs implementation for the various trainings initiatives
• Monitoring and evaluating implementation of career management training programs; and
• Monitoring and evaluating of training programs and updating the Continuous Judicial Education and Professional training records for Judges, Judicial Officers and Judicial Staff.

• A bachelor’s degree in Law, Communications, Public Relations or its equivalent from a recognized institution;

• Relevant Professional Qualifications;
• Proficiency in computer application skills;
• Membership to a relevant professional body; and
• Fulfilled the requirements of Chapter Six (6) of the Constitution.

Experience:

• Six (6) years relevant work experience in establishing partnerships with National, Regional and International Legal Networks
• At least three (3) years similar work experience at Supervisory or Management level.

Duties and Responsibilities

• Identifying potential partners and networks to contribute to Judicial Education and professional training activities as well as Legal Research and Policy Advisory;
• Developing internal institutional linkages related to Judicial Education within the Judiciary and the National Council on the Administration of Justice;
• Developing and overseeing partnerships with external stakeholders engaged directly or indirectly in Judicial Education and Professional Training activities as well as Legal Research and Policy Advisory;
• Advising and assisting in documenting and negotiating agreements, protocols and contracts with external partners; and
• Managing compliance of contractual agreements of various partners.
