Job purpose

Provide support to all staff on organization supported applications by troubleshooting ICT related problems, diagnosing issues and taking appropriate action.

Specific Roles & Responsibilities

• Ensure all servers and computers join active directory and they have the right group policies before joining organization’s network.
• Install, configure, monitor and maintain all servers/computer systems i.e., operating systems, anti-virus software, productivity software (Microsoft Office), enterprise resource planning system, and any other ICT systems that may be in use in LVCT Health.
• Ensure data of all computer systems are backed up both onsite and offsite and they are kept updated and optimally configured with latest software patches and database updates e.g., Anti-virus.
• Ensure availability and access to email and Internet for all LVCT Health users
• Provide first line software and hardware support to LVCT Health users, and effectively manage second-line or outsourced support services as well as service & maintenance of ICT equipment
• Serve as the ICT point of contact for third parties, i.e., ICT vendors for goods and services, on all ICT matters in LVCT Health
• Participate in reviewing, formulating and implementing the ICT Policy for the organization
• Participate in identification and prioritization of ICT needs for the organization
• Provide technical and operational advice, and coordinate the procurement and implementation of IT projects when the need arises
• Carry out or organize for ICT training for users where required
• Oversee change management and ICT technology upgrades to keep the organization at the cutting edge in ICT use
• Manage LVCT Health’s systems, websites and professional and social network portals
• Oversee ICT use and security audits and ensure addressing of all issues raised after each audit.
• Manage VOIP and Conference calls for LVCT Health and ensure all the regional offices telephone services are up at all times

Education/ Experience Requirements:

Job purpose

The Internal Audit and Compliance Officer will support the Audit &Compliance Manager to deliver on the compliance and internal audit functions of LVCT Health, ensuring that risks to the organization are well managed and that the organization adheres to its internal policies, systems, procedures and programs.

He/She will be directly responsible for the audit function of the office and provide required support in other audit functions

Roles & Responsibilities

• Assist with audit planning for assignments being undertaken including review of preliminary data and risk scoping.
• Assist in monitoring adherence to LVCT Health procedures and policies in relation to Procurement, Finance, HR and Programs as set out in relevant manuals and guidelines.
• Prepare risk reports of key and emerging risks including the heat map and ensuring that risk registers are updated by working with risk champions.
• Carry out assigned audits within timelines and prepare the audit reports for review.
• Conduct periodic risk assessments of the organization and where required partners within a risk-based audit framework. The audit reports shall form part of institutional strengthening and performance improvement plans.
• Assist in Coordinating and supporting training and workshops to LVCT Health staff in collaboration with Line managers on ethics, compliance and risk management, in particular LVCT Health Code of Conduct.
• Facilitate annual cross-organizational level risk assessments, prepare risk mitigation plans with focal persons, and support close and efficient monitoring of progress in the implementation of the risk mitigation plans.
• Hold discussions on issues with management to obtain clarifications and ensure complete issue resolution including corrective actions.
• Attend meetings and participate in risk review meetings.
• Develop regular review of the LVCT Health risk register.
• Assist with investigative activities whenever called upon including investigations in cases of fraud, loss or malpractices.
• Review and Update compliance checklists on need basis when new laws or regulations come into operation.
• Prepare compliance reports on overall status of compliance.
• Perform follow up of corrective actions and update the tracker.
• Conduct spot checks on inventory, cash held and assets in all LVCT Health offices on compliance with policies and ethical standards at least once per year.
• Prepare accurate and detailed work papers for all audit work done showing all exceptions, issues and conclusions.
• Coordinate risk assessments, identification and analysis(treatment).
• Following up to ensure statutory/donor and audit/review recommendations are implemented.
• Offer internal financial and systems audit support to the organization.

Skills, Knowledge and Abilities

• Minimum of Bachelor of Commerce Degree in Accounting/ Finance or a Business-related field from a recognized university and Professional qualifications in CPA part 2. CPA (K) is an added advantage

Job Purpose

Reporting to the Chief of Party, the role focuses on coordinating Grants management and reporting processes, working in collaboration with other teams to produce high-quality and timely donor reporting and conducting staff capacity building on grants and reporting. The Grants and Compliance Manager will be responsible for providing program and support teams with general Grants management support and advise on donor compliance and regulations to ensure grants are implemented on-track, on-time and on-budget. This position is ideal for a self-motivated and enthusiastic team player with strong grants experience who can produce quality deliverables within a limited time period.

Key Roles & Responsibilities

• Monitor and coordinate all phases of grants and restricted contributions from award through close-out, including grants administration, compliance, reporting and compliance with approved budgets, contract terms and legal or regulatory requirements.
• Ensure grants and contract budgets align with institutional budgets and forecasts.
• Work with finance team and program staff to ensure that key processes and systems are in place to manage grant risk assessments, donor financial compliance and reporting management processes.
• Revise all proposed Grants budgets prior to submission to ensure consistency with proposal requirements; accuracy in the calculation of salaries, direct and indirect expenses; compliance with established regulations; and makes recommendations to program staff for revisions when appropriate.
• Coordinate with management to ensure compliance with due dates for submission of budget, technical and programmatic reports to federal agencies and private funders.
• Read all proposed sub-contract and sub-grant agreements and applications to ensure compliance with terms of contract and Grant agreements between LVCT Health and its funders. Actively monitors sub-recipients and serves as liaison between program teams and finance team.
• Train all staff on the USG Grant and Compliance requirements and monitor adherence.

Budget Management and Reporting

• Engage with relevant staff to monitor personnel salary and benefit data for the purpose of identifying discrepancies, resolving problems and/or issues and ensuring that expenditures are in line with budget limits.
• Work with managers and other members of the Finance team to streamline internal financial reports and reporting processes to deliver more efficient, more effective and more useful reports and analysis.
• Collaborate with program staff in development of comprehensive annual program budgets incorporating funding from restricted and unrestricted sources.
• Ensure compliance with current program budgets and spending policies and proposes improved policies and systems regarding spending guidelines, cost savings, cost allocation and annual planning.
• Engage with program staff across the organization to monitor and revise program budgets throughout the year and life of project(s).
• Work with members of finance team during annual audit to ensure that relevant information is transmitted to the auditors in a timely manner

Minimum Qualifications

• Master’s Degree in Business, Procurement, Accounting, Finance, Management, Auditing, Economics or related field.
• A minimum of 7 years’ experience in NGO sector in Senior Grants/Compliance Management positions, preferably in USG funded projects.
• In-depth understanding and experience of working with proposals and contracts from institutional donors.
• Experience in complex planning and budget processes including the ability to provide clear guidance on donor policies & procedures.
• Ability to manage multiple projects simultaneously and meet time sensitive deadlines. Show a systematic effort to obtain needed data or feedback; and link long-range visions and concepts to daily work, ranging from simple understanding to an awareness of the impact at large on strategies and on choices.
• Up to date knowledge and understanding as well as experience in forecasting, negotiating, implementing the US Government funding.

• Support counties to draft/adopt/ implement their COVID-19 Risk Communication and Community Engagement strategies

• Work with USAID Stawisha Pwani project staff to ensure COVID-19 adaptation measures are implemented with fidelity to reduce risk of infection among health care workers and beneficiaries in supported facilities

Job purpose

The CATALYST Site Study Coordinator (SC) is responsible for ensuring that study activities at the research site follow the study protocol and operating procedures. Supervising data collection teams, liaising with the laboratory and pharmacies engaged in the study, and coordinating research activities with site facility staff (in-charges, providers, outreach workers, etc.) are essential functions of this position. The Site SC would maintain frequent contact with the Country Study Coordinator (SC) who oversees all study sites within country. The position is based at the Study Site in Mombasa, Kisumu, or Nairobi Counties.

Key responsibilities

• Review and/or assist in the development of site-specific operating procedures.
• Oversee the timely recruitment and accrual of study participants, training, and supervision of research assistants on site, including planning logistics for successful study implementation.
• Coordinate data collection for the study at the assigned site and ensure all study participants provide informed consent and that consent forms are well completed and properly stored.
• Communicate immediately any staff changes at the site to the Country SC to ensure that all site staff involved in study operations have been appropriately trained.
• Participate in study-related training, onboard and facilitate research related trainings (Standard Operating Procedures, study collection tools) to new site staff.
• Be responsible for identifying Serious Adverse Events (SAEs), social harms and protocol deviations or violations and reporting them through the appropriate channels (i.e., ensuring they are entered into the database and communicated via phone call to the Country SC on the day they are identified) and then proper filing of correspondences that relate to the site.
• Monitor that confidentiality of participants and other ethics principles are adhered to by research and service delivery staff at the site.
• Monitor the progress of site study activities; develop and maintain records of study activities and prepare periodic and ad hoc reports, as required.
• Ensure availability of study materials and supplies at the study site including current versions and copies of consent forms, study data collection instruments, enrollment registers/logs, and all other required materials.
• In collaboration with the commodity and laboratory coordinator`s monitor accountability of study product and study-related lab commodities, including proper use, storage, and stock.
• Work closely with the study data team to ensure completeness and quality of data, including follow-up of data queries or discrepancies.
• Work with site facility management to coordinate research activities at the site, including keeping them up to date on progress and addressing any issues that impede the success of study operations or standard service delivery.
• Coordinate study progress meetings with country team staff as needed (in-person, virtual meetings).
• Frequently update the Country SC on progress and issues that impact implementation and recommend appropriate action.
• Support any community engagement activities necessary for study implementation.

Competency criteria

Education requirement

• A bachelor’s degree in the Health Sciences, Social Sciences, Nursing or Related Field with five years of experience in a public health research experience.

Qualifications and experience

• Must have at least 3 years’ experience on a field team conducting research studies.
• At least 2 years of supervising a data collection team.
• Nursing degree is an added advantage.
• Experience as a data collector on a health-related research study working within an electronic data collection platform preferred.

Job purpose

The CATALYST Quantitative Research Assistant will work under the general supervision of the Site Study Coordinator, S/he be responsible for recruiting and consenting eligible CATALYST Study participants, conducting interviews and records reviews, tracking study participants over time, and following all study procedures to ensure accurate data and ethical treatment of study participants. This position will be based in a study site (Nairobi, Kisumu, and Mombasa) for the length of the study.

Key responsibilities

• Participate in study training, testing and review of data collection tools.
• Identify, recruit, and screen potential study participants and flawlessly maintain their confidentiality.
• Conduct and document informed consent process; securely store all informed consent documents per study procedures.
• Conduct face-to-face and phone-based interviews with participants (people interested in HIV prevention and site staff), enter data on electronic devices.
• Upon learning of any serious adverse event or social harm, complete required forms, enter them in electronic database, and immediately inform Supervisor.
• Obtain study forms from health care providers and enter them into electronic database.
• Review health facility registers, and capture required information into an electronic system.
• Provide and document participant reimbursement per study protocol.
• Accurately complete and maintain all field logs to track study progress and other files, whether computerized or manual.
• Securely handle and store data collection forms per study procedures.

To provide county-level support in the implementation of monitoring and evaluation plans and frameworks for LVCT programs. This will include working with the counties to operationalizedatacollection, aggregation, and reporting. S/He will also be responsible for data verification, entry, andanalysis of program’s routine and periodic data. 

Key Responsibilities 

• Work coherently with sub-county health management teams to ensure that all M&E activitiesare jointly implemented. 
• Ensure timely and correct data capture, collation, analysis, and reporting. 
• Support the implementation of Electronic Medical Records systems (EMRs) to ensurethesmooth running of the systems at the sites. 
• Support program data analytics and visualizations. 
• Conduct monthly county-level program data review meetings. 
• Support quarterly routine data quality assurance in each site. 
• Perform sample chart abstraction to ascertain the level of documentation and supervisetheimplementation of the CQI activities related to site-level data management. 
• Ensure the accuracy of the data entered into the various reporting EMRs. 
• Ensure that correct versions of registers, forms, SOPs, and job aids are available at the sites at all times. 
• Provide technical support to facility-level HRH and program staff on the M&E related capacity- building sessions on M&E and ensure proper understanding of the MER indicator definitions.
