Role Profile

• Reporting to the Head of the Disability Inclusion Advisory Unit, the Disability Inclusion Advisor promotes advocacy and capacity building within the networks of organizations of persons with disabilities and manages the disability inclusion academy. S(he) will play a key role in nurturing. partnerships with actors in the civil society, private & public sector and provide hands on technical support in the form of training and coaching, and policy input.
• Whereas the Disability Inclusion Advisor (DIA) will be responsible to train and advise different stakeholders on disability inclusion, (s)he will work primarily as a technical advisor on disability inclusion within the Disability Inclusion Academy, and support partners and OPDS. The Advisor will support the Disability Inclusion Facilitators (DIF) to effectively tailor their interventions to the needs of the organizations they are linked to.
• The DIA is a powerful ambassador for disability inclusion, a natural networker, an inspirational communicator, as well as a role model and changemaker.

Key Responsibilities

Networking

• To represent Light for the World in networks of NGOs and/or government bodies, as required, and provide expertise on disability inclusion services to organization of persons with disabilities and public and private sector.
• To initiate and build relationships with organizations of persons with disability, exploring how to build their capacity and how well the DIF model can be of value at the community for the OPD members within the larger space of advocacy and mainstreaming of disability inclusion.

Advising and training

• To coordinate learning sessions and working groups; to bring organisations together in learning platforms; to develop and deliver trainings and workshops on the inclusion of persons with disabilities in development programming, workplaces, and policies; to provide coaching and technical advice on the same.

Consolidate and further expand the Pool of Disability Inclusion Facilitators

• In close collaboration with the Manager of the Disability Inclusion Advisory Unit and the rest of the team, provide training and support to a growing pool of DIFs; to coach them on specific aspects of training, etiquette, self-expression, communication skills, understanding diverse disabilities, and the business case for inclusion. To be the principal coach for the DIFs, support them with preparation of their career in disability inclusion and beyond, coaching them on how to conduct professional training and ensuring continuous quality and consistency of all the activities of the pool of DIFs by monitoring, facilitation of continuous learning and refresher trainings.

Training material and tool development

• To lead and provide input to co-creation processes, building on principles of human centered design; to provide content to training manuals and tools; Pro-actively identify the need for additional training materials and tools, and support the development of those.

Knowledge and information management

• To gather and disseminate relevant information regarding disability mainstreaming; To document lessons learned, case studies and stories of change. This information is used in the advocacy space with mainstream and OPD player to influence policy.

Required Skills and Qualifications

• University Degree or higher in field relating to development work, or program management. Master’s degree preferred.
• At least 5 years of experience working in the disability inclusion space within public, private & Non-Governmental Organizations, or Organizations of Persons with Disabilities, ideally focused on Capacity Development and Project Cycle Management
• Familiar with Adult learning/ participatory training methodologies
• High level of exposure to barriers that persons with disabilities face and practical solutions to overcome those barriers, either through lived experience or through previous work experience
• Experienced trainer and facilitator with experience in designing and conducting skills building workshops and other capacity development approaches with a variety of stakeholders.
• Excellent people skills with the ability to develop others and to impart knowledge and experience in an accessible and clear manner.
• Excellent written and oral communication skills.
• Commitment to local capacity building and experience of engaging and working with local stakeholders in project design and implementation.
• Demonstrated expertise in implementation of Livelihood programs and disability inclusion is desired.
• Show great initiative and be able to work well in a team and independently.
• Ability to produce timely and deliver high-quality results.

Main Function: 

• The BDS provider oversees the provision of technical business development training using a provided curriculum as well as closely monitor and mentor micro entrepreneurs to be able to implement the training received and will ensure that business sales, growth and challenges are tracked, and support provided where required through conducting progressive business follow sessions.

Key Responsibilities

Mobilization and selection of project beneficiaries

• Supporting the program in mobilization of micro entrepreneurs in accordance with the criteria developed.
• Conduct verification of selected micro entrepreneurs.
• Support to facilitate the onboarding micro entrepreneurs into the program.

Project Implementation

• Develop Business skills training plan with outlined training methodologies and timelines.
• Conduct module training in accordance with the curriculum provided by the InBusiness Program.
• Develop a follow up plan for each ME receiving business progress follow up.
• Conduct regular physical follow up sessions for individual businesses in the current and previous cohorts and informing the project on their progress. You will be expected to conduct regular physical visits to the business premises sites.
• Contribute to the market linkage of microentrepreneurs through supporting the MEs in obtaining procurement opportunities within and without the counties by linking up with private and public institutions who will provide these opportunities. You will be expected to liaise with the micro entrepreneur in mapping out and engaging potential private and public institutions prior to the linkage.
• The BDS provider will also support the ME to prepare the procurement requirements and the contractual process by the Private and Public Institutions.
• Assess business growth needs, issue, and ensure proper use of the business growth kit by micro entrepreneurs.
• Working closely with OPDs and disability Inclusion Facilitators to ensure advocacy activities within the projects are implemented and documented.

Monitoring and Evaluation

• Collecting regular beneficiaries’ feedback and complaints on the business progress and documenting them on the CRFM database.
• Periodically provide feedback on project activities, business curriculum and other project tools and resources.
• Preparing and submitting monthly field activity reports.
• Development of donor reports and submitting them to the program Officer.
• Collecting and updating beneficiary data using activity info platform.
• Contributing towards development of project experiences, and lessons learnt on what is working well and what is not working well in the projects.
• Sharing success stories and project photos.

Cross Cutting

• Representing LFTW in county meetings and other relevant forums.
• Support field visits by project management and others as requested by the office.

Objectives of the consultancy

To conduct a disability-inclusive and gender-sensitive value chain assessment to

• Identify Barriers for women and men with disabilities, and women without disabilities in the four value chains of the e-waste sector.
• Identify Opportunities for women and men with disabilities, and women without disabilities in the four value chains of the e-waste sector.
• Elaborate recommendations for adaptation of the Power-up programme to ensure effective inclusion of women and menwith disabilities, and women without disabilities in the e-waste sector.

Scope of Work

Under the overall supervision of the LftW’s Head of Programmes, and the direct supervision of the Gender specialist, the consultant will carry out a disability inclusive and gender sensitive value chain assessment to ensure the E waste programme (Power Up) addresses the needs and challenges of young women and young persons with disabilities.

• Use recent learning products and lesson learnt developed by Light for the world InBusiness programme and other secondary sources to describe and analyse the gender and disability barriers.
• Assess the risk that the E waste (Power up) project potentially limits young women’s and men’s ability to effectively engage in micro-entrepreneurship considering their different roles and positions in their local communities and the wider Kenyan society.
• Undertake technical consultations with stakeholders at the county and national levels to collect inputs and to define concrete measures aiming at eliminating gender and disabilities inequalities in the strategies of project implementation.
• Describe the key barriers in each of the four value chains: Collection, Dismantling, Repair/Refurbishment, recycling to achieving gender and disability equality (including social norms, legislative frameworks, institutional capacities, political will, etc.) in relation to the project focus areas.
• The Value Chain Assessment should include expected revenues in the value chain, needed training, and health hazards within each value chain.
• Identify relevant actors with mandate and capacity to act for gender equality (NGOs, donors, line ministries, public and private entities, etc.) that the Power Up consortium partners can leverage.
• Identify realistic objectives and opportunities for policy dialogue or advocacy work as related to Power up gender equality component and develop an inclusive gender action plan to be implemented over the project period.

Methodology

• The consultant is required to propose and justify a suitable methodology that will generate reliable and valid results for the gender analysis. The consultant can employ surveys, key informant interviews, focus group discussions, desk reviews, observations, etc. as appropriate.

Data Collection, Analysis and Quality Assurance

• The consultant will review the raw data from the existing InBusiness programme baseline, market assessment, impact evaluation and Gender and Intersectionality insight brief to tease out the data we have on gender and disability disparities so far. And research for other secondary resources on disability and gender inclusive e-waste management. The consultant will additionally engage in KIIs/FGDs to assess the barriers and opportunities to participation in each of the four value chains.

Deliverables

• Gender and disability assessment report (max. 30 pages) detailing the current gender and disability barriers and opportunities in relation to the four E-waste management value chains.
• A gender and disability action plan based on the gender and disability assessment with clear set of recommendations and framework for monitoring the action plan.

Timelines

• The consultancy contract shall run for 1 month. The consultant will be required to provide a detailed work plan and a justifiable budget for the assignment.

Reporting

• Inception report detailing the methodology, data collection tools and processes, any foreseen challenges and how to mitigate or manage them, and the support required from LftW.The consultant will proceed to the next phase of the assignment after the inception report has been accepted and a go-ahead given by Light for the World’s Head of Programmes.

Qualifications of the Consultant

The consultant should possess the following criteria:

• A master’s degree in gender studies, social sciences, or any other relevant field.
• Should work in a team of at least two persons one man and one woman.
• At least 10 years of solid experience in the substantive area, at national and/or international level.
• Proven experience of working in the Kenyan small and micro-entrepreneurship and disability fields with good network in the sector.
• Extensive knowledge on gender & Disability analysis and action planning, and gender and disability mainstreaming into projects, programs, or policies.
• Knowledge of gender transformative project design with substantial experience in design, monitoring, and evaluation of projects.
• Knowledge of national, regional, and international frameworks, agreements, and initiatives on gender and Disability.
• Demonstrable experience in the usage of SharePoint, Microsoft Teams, Zoom.
• Fluency in both Kiswahili and English language is required.

Role Profile

• Reporting to the We Can Work (WCW) Program Manager, the We Can Work Academy Programme Officer will play a coordinating role in the mobilization, preparation, assessment, and selection process of the Academy participants. The coordinator will further support the logistics of the WCW Academy, with a strong focus on ensuring that assistive technology and reasonable accommodation needs of the WCW Academy participants are met and catered for; closely monitors delivery of Core Life Skills, Entrepreneurship skills delivery and participation of Youth with Disabilities (YWDs) in the WCW Academy; reports on progress/quality and supports transition of YWDs to other pathways. He/she will arrange for effective engagement of Disability Inclusion Facilitators throughout the Academy in close collaboration with the Disability Inclusion Advisory Team. He/She will also provide support needed by Enterprise Support Organization (ESOs) and coordinate with Programme Manager, MERLA, and Entrepreneurship Advisor to ensure smooth running of WCW Academy.

Key Responsibilities

Project Planning and Implementation:

• Develop all the project planning documents such as Detailed Implementation Plan, Work Plan, Activity Concept Notes, Purchase Requests, activities-based budgets to support timely implementation.
• Ensure timely logistics for the We Can Work Academies, with a strong focus on reasonable accommodation and provision of assistive technology.
• Cohort planning in line with the agreed targeting strategy and ensuring the diverse needs of participants are met with throughout the Academy.
• Linking up with expert organisations and specialists needed for the assessment process as well as facilitation of selected modules during the Core Life Skills training.
• Coordinates the support of the Disability Inclusion Facilitators as co trainers during the Core Life Skills training as well as the entrepreneurship track.
• Coordinates the contribution of different trainers and service providers with a focus on the Core Life Skills, and employability track.
• Coordinates the mental health/ psychosocial support for the participants and other group activities while leaving initiative with the course participants where possible.
• Coordination of alumni engagements after completion of the tracks (employability and entrepreneurship tracks)

Budget Management

• Participate in developing project budget and workplan.
• Liaise with the Program manager and the grants officer to monitor the budget for Core Life Skills and ESOs activities and make budget revision where necessary.
• Liaise with grants officer to review budget verses expenditures.

Monitoring and Reporting:

• Ensure regular monitoring of Core Life Skills and follow-up implementation of planned tasks and activities with the support Organisation.
• Ensure timely delivery of all Planned activities.
• Support proper documentation of activities conducted –case studies, best practices and compile and submit regular progress reports on Core Life Skills and the different pathways selected by the program participants and deliver to the Line Manager and MERLA.
• Timely update beneficiaries database within WCW Academy and share with MERLA.
• Regularly monitor the delivery of Core Life Skills for quality assurance. Monitors attendance and follows up in case of irregular attendance or drop out.
• Supports MERLA teams in data collection and documentation during the pilot period in line with guidance provided, this includes pre-and post-tests and interviews with participants and their caregivers that might drop out during the Academy process.
• Submit monthly reports including segregated total reach to the line manager and MERLA Officer.
• Participate in the preparation of quarterly reports to the donor.

Documentation:

• Support proper documentation of Core Life Skills, and Enterprise Support Organization activities conducted –case studies, best practices and Compile and submit regular progress reports on the planned implementation activities to Line Manager
• Ensure appropriate filing and availability of documentation required for internal and external communications, accountability, audits, evaluation purposes and reporting.
• Liaise with Communications to document activities and take high resolution action photos during programme implementation and share with the Line Manager and MERLA teams.

Partnership, Collaboration and Networking

• Manage relationships with Organisations of Persons with Disabilities, Enterprise Support Organization, Core Life Skills, Support Organisation, and relevant district local government. Follow up on events and provide reports as required by Programme Manager.
• Jointly implement strategic and key activities with partners and other external stakeholders
• Monitor Enterprise Support Organisation and Core Life Skills Support Organisation activities in the field and submit a monitoring report to the line Manager.
• Monitor and follow up the Core Life Skills and Entrepreneurship Support Organizations partners on the activities implemented to ensure that they are in line with the programme design and planned activities reflected in the Agreement.
• Network with other Light for the World interventions in areas of operation to improve synergy and holistic approach to Inclusive Employment.
• Represent Light for the World in different local and international meetings, events, Technical Working Groups, task forces and forums as may be deemed necessary.

Required Skills and Qualifications

• University Degree in Development studies, social sciences, sociology, education, or any relevant course.
• Minimum of 3 years’ project related work with grant management experience in a similar INGO or recognized NGO role which explicitly involved donor-funded projects.
• High level of exposure to barriers that persons with disabilities face and practical solutions to overcome those barriers, either through life experience or through previous work experience
• Excellent people skills with the ability to develop others and to impart knowledge and experience in an accessible and clear manner.
• Experience in Core Life Skills and Entrepreneurship project delivery.
• Knowledge and experience of disability inclusion and/or working with organizations of persons with disabilities is desirable.

In Kenya, Light for the World (LFTW-KE) focuses on increasing access to education and labour markets for people with disabilities. We use a twin track approach of capacity building and systems strengthening to remove employment and entrepreneurship barriers faced by people with disabilities.

The purpose of this call is therefore to solicit for expression from qualified consultant/firm to Audit the Financial Statements for Light for the World in Kenya.

1.0 General

The herewith assigned Independent Chartered Accountant (ICA) is appointed to audit the Financial Statements and the Management Procedures in Light for the World Kenya.

The audit shall be conducted in accordance with the International Standards of Auditing (ISA) as well as local audit regulations and shall include tests and procedures as the auditors consider necessary to express their opinion.

The auditor agrees to submit to Light for the World International, Vienna the respective audit report including conclusions and recommendations

2.0 Period of the Audit

The audit of the Financial Statements and the Management Procedures of the Light for the World Kenya is covering all transactions within the fiscal year from January 1st to December 31st, 2023, of the respective year. A review of the predecessor auditor's report for January 1st to December 31st, 2022, and January 1st to December 31st, 2021, is also required.

3.0 Scope of the Audit

The audit of the annual financial statements as of December 31st of the respective year shall be carried out.

The financial statements shall include:

• balance sheet / statement of financial position as of December 31st.
• profit and loss account / statement of financial activities for the respective fiscal year.
• statement of cash flows for the respective fiscal year.

The ICA report must certify the soundness of the financial statements presented by the Country Office in the following points:

3.1 Utilization of funds according to the approved budget.

3.2 Accounts being tabled in accordance with the budget items specified in the budget (per project/class and total).

3.3 Deposit of funds transferred by:

• Light for the World International (Vienna Office)
• Donors
• Advisory assignments to all bank accounts used for the Country Office and the project funds managed by the Country Office.

3.4 Bank interest earned on the above-mentioned accounts as well as charges by the receiving bank of the Country Office for transfers by Light for the World International (Vienna Office).

3.5 Balance of the reconciliation account with Light for the World International (Vienna Office) as of December 31st of the respective year.

3.6 Proof (balance confirmations) of the positions: receivables, liabilities and bank balances as of December 31st of the respective year. In the statement of financial position, balances are to be shown only at their true value. If the face value of a receivable is higher than the true value or if the face value of a liability is lower than the true value, a value adjustment is necessary.

3.7 Proof of currency exchange rates per exchange rate voucher for all transfers by the Vienna Office and for expenditures effected in foreign currencies.

3.8 Proof of expenditures through genuine and original vouchers, presented in their original (no scan/copy) and used only once, bearing all the necessary information. Exceptions for the use of scanned/copied vouchers need to be documented and explained as sometimes original vouchers need to be presented to a donor. In the latter case, the copy/scan must be validated by an original signature.

3.9 The ICA ensures the unique use of each voucher and the invalidation of used vouchers.

3.10 Use of an adequate internal accounting system adhering to generally accepted accounting standards.

The review of the predecessor auditor's report for January 1st to December 31st, 2022 and January 1st to December 31st, 2021 is also required.

4.0 Evaluation of the Internal Management Procedures

The following points are to be examined in particular:

4.1 Proof of the existence of all capital assets and investments purchased with the funds according to the inventory.

4.2 Authorisation and recording of all financial transactions and entries according to the regulations described in the Light for the World International “Financial Policies and Procedures Manual” in the latest version.

4.3 The compliance of the Country Office with applicable local laws and regulations.

4.4 If applicable, compliance with the recommendations indicated in the previous audit report.

4.5 Compliance with the Light for the World International Anti-Corruption Policy, particularly with the paragraphs 2.1 Internal Control System, 2.2 External Audits and the guidelines and principles as defined in Annex 1 – paragraph 1 “Corruption and Bribery” and paragraph 2 “Fraud and Theft”.

5.0 Contents and Format of the Auditors' Report

The audit report shall provide Light for the World International with a report on the Financial Statements and a Letter to the Management.

5.1. The report on the Financial Statement shall include the following information:

• Overall assessment including general observations and recommendations.
• Confirmation of all money received from Light for the World International (Vienna Office) (transfers, interests and if, others).
• A financial statement according to the budget, in the form of a Profit and Loss statement/ statement of financial activities per project, showing the expenses as approved by the auditors.
• The financial report as of December 31st (balance sheet/ statement of financial position with accumulated figures of the year as well as the corresponding figures of the last year) is an integral part and basis of the financial statement and has to be confirmed by the auditor. The accumulated financial report is based on the principle of accrual accounting.
• A statement of cash-flows.
• Statements of (all) bank accounts (including bank reconciliation statements) and minutes of the petty cash account.
• Presentation of the fixed assets (inventory list), receivables and payables.
• Receivables and payables as well as liabilities have to be shown in the financial statement or in the annexes in detail and on project level. Additional explanations have to be provided where necessary.
• Additional explanations, where necessary and applicable.
• The audit has to include projects related activities of the Country Office.

The following projects are an integral part of the Country Office Audit:

• Y30003: In Business 2017-2024; MD190103, MD210044 and MD210045
• Y30004: EnableMe 2021; MD210047

The mentioned project funds have to be audited at the same time as the Country Office due to the financial involvement/ interlinks with the finances of the Country Office. Income and expenses as well as receivables and payables related to project funds have to be shown separately for each project in the audit.

Additional documentation to fulfil donor requirements or annexes may be requested. In such a case, the specific requests and/ or needed documentation shall be provided to the ICA by the Country Office.

5.2 The Management Letter shall include the following information:

• Comments on the accordance of the accounting system to general accepted accounting standards.
• Comments on the internal control system and recommendations for improvements.
• Comments on the compliance with local laws, rules and regulations.
• Comments on the compliance with Light for the World International’s rules and regulations, especially the “Financial Policies and Procedures Manual” and the “Anti-Corruption Policy”.
• Comments on the implementation of the audit findings of the previous year.

6.0 General Terms

6.1 The ICA confirms that all information regarding the finances of the Country Office has been presented.

6.2 The financial statement must be signed by the Financial Administrator and the Country Director or Deputy Country Director.

6.3 The ICA agrees to answer additional queries raised by Light for the World International.

6.4 The draft of the Audit Report and the Management Letter shall be submitted until January 31st, 2024, at the latest to Light for the World International. Comments and corrections of the Country Office and of the Vienna Office have to be part of the Final Audit Report.

6.5 The Final Audit Report and the Management Letter shall be submitted until February 15th, 2024, at the latest.

6.6 The Audit Report and the Management Letter shall be completed in four original copies and shall be signed and stamped. The Country Office shall receive two original copies, two original copies shall be sent to

6.8 The final Audit Report and the Management Letter shall also be presented in a pdf soft copy.

6.9 The auditor shall present the final Audit Report and the Management Letter in form of a presentation, together with the findings, to the International Director of Finance & Operations.

We are seeking for a candidate for the position of InBusiness Programme Manager Light for the World, Kenya Country Office. The entry date for the position is January 2024.

Role profile:

Reporting to the Head of Programmes, the primary purpose of the role is to manage the design, planning, implementation, reporting, and coordination of the Inclusive Business programs for Light for the World, Kenya Country Office.

Key responsibilities:

Program /Project management

• Coordinate planning, implementation and coordination, monitoring, and evaluation of Inclusive business programs.
• Oversee program narrative and financial reporting.
• Ensuring implementation and compliance safeguarding policy and standards in program design and implementation.
• Ensuring quality of project implementation while ensuring donor requirements and compliance are met with Light for the World quality standards.
• Coordinating the consortium partners within the Inclusive Business projects.

Program design and development

• Lead development and review of program/project proposals in line with the organizational overall strategic objectives, consortium requirements and Theory of Change of the InBusiness programs.
• Provide strategic guidance and advice for the partners on the preparation of program/project proposals and workplans focusing on complementarity, feasibility, and budget development.

Grant Contract, Financial Management, donors’ compliance, and Reporting

• Responsible in overall budget planning, and management together with grant team and ensure regular budget monitoring, proper forecasting.
• Ensure project periodic narrative and financial reports, annual, bi-annual, Annual Program Outcome Measurements, partner reports are submitted according to program/project agreements.
• Track program/project implementation are in line with the agreement and special conditions.

Monitoring and Evaluation

• Conduct periodic and regular on-site monitoring visit, supportive supervision and follow up to assist partners projects are on track/progress.
• Contribute to the development and dissemination of project learning products.
• Support Monitoring, Evaluation, Research, Learning and Adaptation (MERLA) team to document programme / projects of the partners under the role holder’s portfolio.

• Coordinate planning, documentation and dissemination of best practices and learnings in collaboration with the MERLA and program Quality & Innovation teams.
• Support the MERLA team in the development of monitoring tools, data collection tools and MERLA frameworks.

Capacity building and technical support

• Collaborate with technical directors and experts/ Grant leads etc to ensure a quality in the project implementation.
• Identify partner capacity gaps and design capacity improvement interventions/for thematic areas.
• Support consortium partners in the preparation of detailed activity implementation plan and financial utilization according to the agreed budget.
• Provide technical support for the partners in the respective thematic areas through sharing updated information and sharing of technical documents.
• Support partner and Light for the World InBusiness Program staffs in effective execution of project activities and encourage to do monitoring and follow-up activities.

People management

• Support talent identification and staff appraisal.
• Supporting staff development through coaching mentoring and recommending and conducting relevant trainings.

Partnership, Advocacy and networking

• Build relationships with the consortium partners, OPDS, Private and public institutions including relevant government agencies to promote inclusive business interventions.
• Participate in the different national and international meetings/forums to increase evidence-based advocacy to influence Inclusive Business policy and practices.
• Create awareness on public forums about Light for the World vision/mission, disability inclusion etc.

Representation

• Represent the country office in relevant functions as may be assigned from time to time.
• Represent Light for the World in different local/international meetings/events/Technical Working Groups/task forces/forums.

Required Skills and Qualifications

• Master’s degree in development studies, International Development, Sociology, Social Sciences, Programme Management, or related field.
• Minimum of 7 years’ project management and grant management experience in a similar INGO or recognized NGO role which explicitly involved donor-funded projects.
• Experience in having senior management responsibility in country programs.
• Excellent people skills with experience in collaborating in a diverse and dynamic team
• Extensive experience in disability inclusion and/or working with organizations of persons with disabilities.
• Strong entrepreneurship acumen and experiences working with SMEs, startups, micro-enterprises, and the informal sector.
• Experience in partnership management, including government liaisons.
• Proven effectiveness in leading and coaching professionals.
• Professional intensive experience and hands-on knowledge on broader capacity building, with excellent facilitation skills.
• Innovative and strategic thinker always ready to adapt and learn.

Role profile:

• Reporting to the Head of Learning and Innovation, the MERLA Lead will be responsible for designing and implementing the MERLA activities for the Kenya country program. This will range from the coordination of baseline research to regular data collection needed to prepare Monthly, Quarterly and Annual progress reports and to monitor programs activities on a regular basis. The MERLA Lead will further contribute to developing and maintaining the MIS of the programs and will be responsible for the collection and analysis of different data in relation to the programs’ activities.
• The MERLA Lead will work in close collaboration with program teams in-country and at the global level.

Key responsibilities:
MEL Tool Development and Data Management – 40%

• Develop and implement a robust monitoring and evaluation system that will ensure tracking of various program results at different levels (outputs, outcomes and impact).
• Develop/ adopt an integrated database and ensure accountability through regular data updates, data integrity and working in collaboration with the field data collectors.
• Work with program officers and managers to ensure the collection of relevant and appropriate data needed for an effective M&E system which will be utilized in monitoring strengths, weaknesses and gaps in programs implementation and for reporting on donor commitments.
• Review existing data collection tools for the programs and lead the ongoing digitalisation effort for reporting and data management.
• Incorporate field and technical team feedback to ensure the continuous improvement of data management systems within Light for the World in Kenya.

Monitoring and Reporting – 40%

• Monitor the programs’ activities and progress towards achieving program outputs.
• Identify strategies for improving the efficiency and effectiveness of programs implementation by identifying bottlenecks in completing and reaching targets in programs activities and developing plans to minimize or eliminate such bottlenecks.
• Provide statistical input for monthly, quarterly, half-yearly and annual programs reports.
• Carry out data quality assessments/ audits regularly for M&E data, based on agreed indicators to guide decision making.

Assessments, Surveys and Evaluation – 15%

• Liaise with other country office teams and partners to ensure that all new and ongoing programs adhere to accountability requirements by initiating baseline surveys and barrier analysis for new programs and conducting relevant reviews for ongoing programs to meet Light for the World standards.
• Timely plan and initiate all pre and post intervention assessments, KAP surveys and other types of assessments as needed per program.
• Coordinate the review of all survey reports prepared to ensure quality and accurate reporting.

Perform additional team responsibilities – 5%

Required Skills and Qualifications

• A university degree in Information Management, Statistics, Economics, Monitoring & Evaluation, Demography, Population Studies and/or any other related field.
• Minimum of 5 years of MERLA experience including managing quantitative and qualitative data collection and analysis related to humanitarian or development programs.
• Supervisory experience including technical and administrative management of subcontractors.
• Demonstrated experience of statistical packages and/ or data analysis software (e.g., SPSS, Excel, Epi Info, SMART, STAT 01) and advanced computer skills (word-processing, spread sheets, and databases) are a must.
• Experience with mobile data collection, cloud-based, digital data management and information systems is an added bonus.
• Outstanding oral and written communication, analytical and interpersonal skills required.
• Self‐starter, self‐disciplined and ability to work independently and in a team.

Your tasks

Implementation and further development of Safeguarding Policy

• Responsible for the management and implementation of the Safeguarding procedures in close collaboration with country level management, programme management and focal points
• Ensure proper documentation of safeguarding procedures, referral agencies and other service providers. Communicate the Safeguarding Policy, procedures and prevention measures through internal information channels
• Further develop sensitization and training measures for the different needs of the stakeholders within the organization and act as a technical adviser for our programme partners
• Coordinate and the development of minimum standards and procedures in countries where Light for the World has partnerships but does not have an office
• Cooperate with the Governance & Compliance Team in the selection, set-up and roll-out of a whistleblowing mechanism, allowing the reporting of incidents anonymously
• Observe international trends and feeds back into the organization. Build network of contacts, experts and service providers.
• Support the Head of Governance & Compliance in drawing up the budget and the revolving forecasts for safeguarding

Safeguarding case management and reporting

• Manages the response to safeguarding cases by acting as a point of escalation for incident reports, providing technical advice on investigations, conducting the investigation where necessary, communicating with internal stakeholders, preparing reports in connection with the outcome of the cases, and follows up on agreed measures
• Ensure compliance with external (e.g., donors, government regulators) and internal reporting standards.
• Keep an overview of all cases within the organization, prepares the Board Report on Safeguarding twice a year.

Your profile

• You bring solid experience safeguarding, or in related fields like human rights, coaching, social work, human resources or similar.
• You have experience in setting up standards, implementing (safeguarding) procedures and building networks.
• You are a person of high integrity, have strong interpersonal and negotiation skills and are trustworthy. You are able to build good working relationships with internal and external stakeholders.
• You bring excellent English skills. Other languages, e.g. German, French or Portuguese are an asset.
• You describe yourself as IT savvy and have worked with MS Office applications
• Ideally you bring knowledge in legislation in child/adult protection or general legislation and understanding for programme work.
