Job Description

• Systems  development, implementation, and allocation.

Job Requirement

Job Description

• Formulate and review Sector Smart government strategy and policy and monitor its implementation.
• Advise the Chief Officer on Smart Government issues;
• Coordinate the development and implementation of Smart Government programmes and plans in Sectors,
• Develop and manage strategic systems including shared services and infrastructure, data, information security and electronic services of the County;
• Develop and enforce strategic System security initiatives within County including oversight of incident response;
• Develop and enforce system security standards to promote interoperability of systems and data and cost-effective use of ICT infrastructure and services;
• Manage the implementation of e-government programmes in the County.
• Monitor and evaluate the implementation and use of systems and recommend suitable enhancements.
• Undertake research and innovation on Smart Government services; and Oversee implementation of capacity building initiatives on Smart Government

Job Description

• Carrying out systems analysis, design and Programme specifications in liaison with users; developing, implementing and maintaining of systems;
• Ensuring adherence to established ICT standards; supervising and compiling overall systems documentation;
• Advising on ICT related issues; supervising installation certification, repairs and maintenance of Information Communication Technology equipment and associated peripherals;

Job Description

An officer at this level will deputize the Director in the day to day operational and managerial activities and will be deployed in any of the following departments;-

Industrial Support Services, Micro and Small Industries, Medium and Large Industries or Industrial Information and Policy Development.

Industrial Support Services

• Duties and responsibilities will entail;- preparing strategies and action plans to implement industrial development policies; overseeing the development of industrial clusters; coordinating the subcontracting arrangements among MSI and Medium and Large industries ; developing and reviewing frame works to support incubation including infrastructure, overseeing monitoring and evaluation of projects/programmes.
• Further, duties and responsibilities will involve;- promoting the concept of resource efficiency and cleaner production technologies; promoting utilization of industrial property rights; identifying causes of under utilization of installed capacity and factory closures; and developing and implementing sustainable sectoral industrial support programmes in consultation with both the public and private sectors; and developing linkages between private sector and public institutions for employment, internship and mentorship programmes.
• In addition, duties and responsibilities will entail;- providing advice to entrepreneurs on the arbitration of disputes on standards; supporting Industrial Research and Development, innovation and technology transfer in liaison with research and development centers, Industry and academic institutions; organizing mentoring programmes to potential and existing entrepreneurs; negotiating on industrial related issues at bilateral, regional and multilateral for a.

Micro and Small Industries

• Duties and responsibilities will entail:- promoting and implementing resource efficient cleaner production technologies for MSIs; promoting the development of the niche products for existing and new markets; overseeing surveys on benchmarking of Industries with best practices with a view to promoting industrial competitiveness, undertaking resource endowment napping activities, development of industrial profiles and dissemination of information on investment opportunities; and planning for training of Entrepreneurs in Micro and Small Industries (MSIs) on business plans and Business Development Services(BDS).

Industrial Information and Policy Development

• Duties and responsibilities will entail:- preparing proposals on the review and harmonization / rationalization of taxes and tariffs; coordinating the collection, processing, analyzing and dissemination of Industrial statistics and information; conducting complex studies and baseline surveys on the performance of the industrial sector in Kenya; evaluating the impact of sectoral, fiscal and other policies on the industrial sector, developing performance indicators to facilitate effective monitoring and evaluation of competitiveness of the Industrial Sector; and overseeing the operation of information resource Centre and production of industrial publications

Medium and Large Industries.

• Duties and responsibilities will entail:- preparing technical inputs for the development of standards and promoting enforcement in liaison with Kenya Bureau of Standards (KEBS) and industry stakeholders; overseeing the development and implementation of sustainable incentive schemes for industrial investments; providing advice on promotion and implementation of resource efficient cleaner production technologies for MLIs; promoting the development of niche products from medium and large industries; And overseeing surveys on benchmarking of industries with best practices with a view to promoting industrial competitiveness.

Job Requirement

• Bachelor’s degree in computer science, Information Technology, or a related field.

Job Description
