• Implementation support: Assisting the team to achieve key objectives through a quality driven implementation process. Collaborating with MoH to monitor, assess and adapt processes in line with the agreed SAFE strategy. Supporting WASH data utilization and coordination activities.

Job purpose

Sightsavers are looking for a motivated and experienced Monitoring, Evaluation, and Learning (MEL) professional to join the dynamic, global MEL Team as the MEL Officer- Inclusion. The post holder will provide MEL support to a portfolio of inclusive health, education and economic empowerment projects implemented globally.

The MEL Officer will support the country offices in implementing the project’s MEL plans focusing on analysing programme data; facilitating and documenting learning reviews; coordinating, commissioning, and quality-assuring project evaluations; and supporting projects to use learnings to inform adaptations.

Principal accountabilities:

Monitoring and Coordinating

• Support the development and implementation of monitoring tools, methodologies, and templates for projects in line with project and thematic objectives.
• Support the implementation of ethical data collection practices and procedures such as development of research protocols, informed consent forms and training on ethical data collection.

• Coordinate the externally commissioned evaluations including scheduling, logistics, contracting and quality assurance of deliverables.

Learning:

• Participate in project team meetings and steering committees and contribute to the discussions from a MEL perspective (learning and adaptation)
• With MEL colleagues, support the development, integration and learning from approaches to inclusive data, especially disability data, in line with the Inclusive Data Charter to which Sightsavers is a signatory.
• Build the evaluation and learning capacity of staff in the project teams, Country Offices and partners and enhance their capacity to utilise evidence from programme data, reviews, and evaluations.
• Support the development of learning reports following quarterly meetings and learning reviews and dissemination of learning and evidence products.

Job Purpose

​​​The Project Manager – Inclusive Data works collaboratively with multidisciplinary teams across Sightsavers to advance the organisation’s strategic priorities on inclusive data, strengthen practice, understanding and learning on inclusive data and ensure that our work is joined up across the organisation.

Principle accountabilities (specific activities and end results): 

• ​​​Facilitate engagement on inclusive data working with global stakeholders responsible for the delivery of inclusive data across the different thematic strategies of health and inclusion to build consensus and internal alignment and ensure that our work is joined up across the organisation.
• Work with relevant Sightsavers stakeholders to review and map  team’s projects and initiatives where inclusive data is being incorporated, ensuring that this information is consolidated, shared and disseminated to demonstrate how our collective work on inclusive data is contributing to improving inclusion.
• Manage Sightsavers inclusive data charter action plan and support the development and implementation of an internal work plan that sets out our collectively owned, cross-organisational goals and objectives on inclusive data. Proactively work with relevant internal stakeholders to monitor implementation of agreed plans, addressing risks & issues and reporting on progress.
• Lead the inclusive data stakeholders working group, working with the inclusive data operations and planning coordinator to implement effective processes and mechanisms and maintain engagement of stakeholders through regular group calls and communications.
• Work with inclusive data stakeholders during project design, monitoring and implementation to incorporate inclusive data in their work, support organisational decision making and ongoing learning and improvement.
• Regularly produce and share updates on inclusive data to strengthen practice, understanding and learning across Sightsavers. This includes supporting and facilitating internal knowledge exchange and learning sessions. ​​
• Manage the packaging and dissemination of learning and experience from inclusive data activities internally, to feed into policy briefs, donor reports and for other organisational reporting and communications requirements.

About the role 

 We are looking for a skilled and knowledgeable programme manager with demonstrable experience of consortium working to oversee and coordinate a high-profile portfolio of projects which make the world more inclusive. You will join at an exciting time as these consortium projects are nascent and expanding and involve Sightsavers providing disability inclusion expertise, programmatic activities and/or technical support to a mainstream health, jobs/livelihoods, or education programme or provider. The successful candidate will be required to travel internationally for up to 8 weeks a year.  

Key duties will include:  

Consortium relationship management/liaison 

• Act as first point of contact for the consortium lead (prime) agencies on work planning, programme delivery, schedules of work, MEL, and finance for the portfolio of disability inclusion projects. 
• Maintain global oversight of performance, and report on progress, risks and issues to the prime agencies. 
• Cascade consortium requirements and deadlines to the Sightsavers project team (country, technical and global representatives), and mobilise colleagues to deliver.  
• Ensure agreed deliverables are met. 

 Project delivery 

• Mobilise the Sightsavers project team to respond to prime agencies’ project start up and inception procedures. 
• Liaise with country and technical colleagues to coordinate the quarterly/ annual work planning process within Sightsavers. 
• Chair regular check-in meetings with the Sightsavers project team to monitor progress.  
• Support project team with editing and proofing of key deliverables, to quality assure and to check for accessibility.  
• Review quarterly/annual reporting submissions and support the institutional funding team to finalise report content. 

 Financial and risk management  

• Liaise with finance colleagues regarding budget, financial risk and oversight of overall financial performance and value for money across the portfolio.

Purpose of the role:

The Programme Officer (ECDE) will be responsible for ensuring effective and efficient programmatic delivery of the Disability Inclusive Development (DID) Inclusive ECDE Project. The person appointed will report to the Senior Programme Officer and will be expected to work closely with partners and other members of the programme delivery team.

The post holder will work with schools and school administrations, teachers, OPDs, communities, government officials at the county and national levels to ensure that Inclusive ECDE is planned, implemented, coordinated, monitored, and evaluated to the highest possible standards.

Experience of working in ECDE will be a particular asset in this post.

Key accountabilities:

• Manage all aspects of the DID programme, ensure that all project documentation and reports are made available in a timely and accessible way, assist in the preparation of budgets and forecasts and be proactive in providing good quality information in case studies and interesting news stories relating to the programme.
• Build effective partner relationships with the DID Project consortium partners, County and National government education departments, OPDs, stakeholders, and like-minded INGOs/national NGOs
• Help partners to identify their own technical and capacity building needs and supporting them through the project cycle.
• Work closely with the Country Finance team to ensure effective financial and budgetary control of the programmes, and donor compliance according to Sightsavers’ policy and procedures
• Support the Research and MEL teams in on-going research work in Homa-Bay and Kakuma Refugee camp by gathering analysing and disseminating education outcome data and disability prevalence.
• Support the SPO in developing teacher training materials and using the developed training and learning materials to facilitate continuous professional development for ECDE teachers.

Principal Accountabilities (specific activities and results)

Programme Delivery (50% of time)

• Work with Kenya Country office and Global programme teams to coordinate implementation of activities and sharing of lessons learned
• Liaise and work with the Global Technical Lead (Education), UK, the Ministry of Education and other internal expertise as required.
• Coordinate with MERL leads for implementation of monitoring and evaluation systems for the programmes.
• Ensure that safeguarding measures are in place in line with the standards of the organisation.
• Work closely with the MERL team to undertake midterm and end term evaluation of the project

Working with Partners (25% of time)

• Build effective partner relationships and support longer-term relationships that go beyond the duration of the projects by disseminating information and advocating for programme goals and the Disability Inclusive Development consortium’s work in general.
• Support partners to identify their own technical and organizational capacity building needs and facilitate access to technical assistance resources and opportunities to support them through the programme cycle.

Financial & Resource Management (10% of time)

• Monitor expenditure of project financial resources in liaison with the Finance Officers and the Programme Manager.

Information & Communication Management (15% of time)

• Be proactive in providing good quality information on case studies and interesting news stories relating to the programme to support preparation of fundraising materials and advocacy materials.
• Ensure that the Sightsavers teams both in Kenya and Project Management team, (based in the UK) receives appropriate materials and information to support donor-reporting requirements.
• As required, represent Sightsavers in programme and education-related meetings, and advocate for Sightsavers’ philosophy and policies.

About you

• Extensive project management experience implementing programmes in developing Country contexts, including experience of the education sector.
• Demonstrable experience with inclusive ECDE and disability issues including dealing with Children with Disabilities, skills training/development, and partner engagement.
• A tertiary qualification (Bachelors or above) in education is preferred. Candidates with qualifications in social sciences, development studies or public health will also be considered.
• Extensive experience implementing programmes, including experience of the disability sector and gender mainstreaming.
• Experience of designing, managing, and carrying out advocacy work for social inclusion/disability programmes.
• Experience of working in ECDE will be a particular asset in this post.

We are looking for a Portfolio Coordinator – Economic Empowerment to support our transition from the current ‘project approach’ to an acknowledged model of economic empowerment as inclusive development through coordinating the sufficient knowledge and evidence (gathering, collating, and disseminating) to support this. This new role comes at an exciting time as we accelerate our work supporting the inclusion of people with disabilities in economic empowerment programmes. 

Key duties will include: 

• Supporting EE portfolio management oversight through establishing and coordinating country project governance meetings to share programme implementation progress, escalation of risks and challenges, and interim reporting updates to guide decision making and programme adaptations 
• Working with the country governance leads to better understand EE project management and technical capacity building needs. Managing a process to track any residual gaps and associated risks through a capacity/capability plan to bring in guidance and support from relevant internal stakeholders   
• Curating and extend the current EE (SharePoint) document repository and populating a knowledge repository of all pathways, tools and approaches employed within EE programming 
• Coordinating and chairing an EE community of practise, open to all staff and partners through monthly meetings to exchange practical programming knowledge and experiences 
• Communicating updates to the knowledge repository and cross-country learning exchange 
• Working with colleagues to track progress towards answering strategic learning questions

About the role

As the MEL Advisor you will be responsible for providing sound technical advice and guidance to improve the quality of our programmes and Sightsavers impact, particularly in respect of inclusion of marginalised communities. As part of the global Monitoring, Evaluation and Learning (MEL) team the MEL Advisor will focus on evaluability and identify, test, review, implement and share MEL approaches that are in line with our increasing portfolio in disability and social inclusion across Africa and Asia. The role includes further developing Sightsavers’ qualitative outcome monitoring approach and delivering high quality and participatory data collection, analysis, and evidence of what’s working in our programmes.

The post holder is expected to travel up to 12 weeks a year locally and internationally. The role offers flexible working from home and the office.

The MEL Advisor key duties and accountabilities include:

• Leading on the strengthening and design of innovative and participatory monitoring and evaluation methodologies and tools to assess outcomes and impact of programmes; support the integration of successful approaches in routine MEL practice.
• Leading on the piloting, implementation and revision of Sightsavers MEL approaches in existing and new projects and support the global MEL team to implement new tools.
• Strengthen the use of Theories of Change (ToC) within projects through participating in their development and ensuring clear relationships between ToC and baselines and endlines.
• Provide technical support to logframe development during the project design process, particularly for social inclusion and inclusive education projects.
• Contribute to project MEL planning and organisational learning by generating evidence of progress and lessons learnt, disseminating and sharing learning and promoting uptake of learning.
• Lead Country and Global teams to conduct evidence generation activities to support strategic direction including, project baseline, annual and endline data collection, analysis and learning

The MEL Advisor key duties and accountabilities include:

• Leading on the strengthening and design of innovative and participatory monitoring and evaluation methodologies and tools to assess outcomes and impact of programmes; support the integration of successful approaches in routine MEL practice.
• Leading on the piloting, implementation and revision of Sightsavers MEL approaches in existing and new projects and support the global MEL team to implement new tools.
• Strengthen the use of Theories of Change (ToC) within projects through participating in their development and ensuring clear relationships between ToC and baselines and endlines.
• Provide technical support to logframe development during the project design process, particularly for social inclusion and inclusive education projects.
• Contribute to project MEL planning and organisational learning by generating evidence of progress and lessons learnt, disseminating and sharing learning and promoting uptake of learning.
• Lead Country and Global teams to conduct evidence generation activities to support strategic direction including, project baseline, annual and endline data collection, analysis and learning
• Analyse, consolidate and disseminate indicator baseline and endline data, provide technical support to donor reporting when necessary.
• Support the integration of needs and opinions expressed by people and communities we serve.

About you

As the successful candidate you will posses a degree or equivalent working experience in a relevant filed (e.g. international development, public health, social sciences), have experience in monitoring, evaluation and learning gained within the international development sector, with in-country experience being an asset. You will be committed to principles of inclusion and have excellent verbal and written skills in English.

Essential:

• Experience in understanding and responding to the complexities of working across multiple countries and continents in an international development organisation.
• Demonstrated ability to effectively prioritise work in a high-pressure environment working to competing deadlines.
• Sound knowledge and demonstrable skills in planning, monitoring and reviewing qualitative outcomes and impact and using outcome focussed approaches
• Demonstrated experience in participatory planning and MEL approaches.
• Experience producing analytical reports and communication materials for a wide range of audiences, particularly using qualitative data.
• Ability to build effective working relationships with internal and external audiences.
• Ability to balance attention to detail with understanding the big picture.
• Ability to conduct capacity building 1-1 or through workshops.

Desirable:

• Fluency in other Sightsavers’ languages e.g. French, Portuguese, Bengali, Kiswahili.
• Experience in MEL for social inclusion and/or education programmes.
• Experience of working within a geographically disbursed team.
• Experience in mentoring and facilitation.
• Experience of working in disability inclusive programmes.
• Experience of planning, monitoring and evaluating flexible and adaptive programmes.
• Experience with qualitative data analysis software.
• Understanding of operational research methodologies and approaches.
• Availability to travel up to 12 weeks a year both locally and overseas.
