This position is responsible for assisting the Intersex Persons Implementation Coordination Committee (IPICC) in the management of data, communication on prioritized strategies and plans for the implementation of the recommendations of the task force on policy, legal, institutional and administrative reforms regarding Intersex Persons in Kenya.

OVERALL JOB PURPOSE:
The Program Manager, Inclusion & Political Justice supports and reports to the Deputy Executive Director. The position contributes and works to provide strategic direction, technical leadership and administrative support to the Inclusion & Political Justice programme and related issues at all levels in the society. The incumbent will supervise the inclusion and political justice team and work closely with other managers, senior management team, executive management and partners.
KEY DUTIES & RESPONSIBILITIES:
Strategic Leadership & Support
a) SupporttheExecutiveManagementinthedevelopmentandimplementationofthestrategicand operational plans.
b) Oversee the realization of the KHRC’s Objectives and Results Areas and other interventions within the programme, across programmes/ the organization and at all levels.
c) Participate in, and represent the programme in the Senior Management Team meetings among other decision-making processes of the organization.
d) Actively participate and lead in the organizational and program-specific fundraising and the financial sustainability strategy at large.
e) Identify, lead and participate in the conversations and networks critical to the programme and the organization at all levels in the society.
f) Strengthenprogramlinkagesandfostergoodworkingrelationswith, Government representatives including county, ward administrators, community resource persons, private sector and civil society organizations.
g) As delegated by the Executive Director and Executive Management Team, lead and engage in the necessary media and other communication strategies and processes relevant to the programme and KHRC.
Programme Design and Implementation
a) Coordinate the team in the development and execution of the periodic work plans, budgets, timelines and other operations needs within the programme.
b) Work closely with the team to actively seek fundraising opportunities, develop fundraising proposals or concepts and continuously develop progress reports for donors and partners
c) Identify, advice and act on the emerging topical and human rights issues that require targeted research and urgent actions-through policy, political and legal interventions.
d) Leadinthedesigningandimplementationofprojectswithinyourareaofinterestorexpertise.
e) Ensure strategic and cross-thematic linkages and complementarity between the different
programmes and teams within the Commission.
f) Participateinthemeetingsandactivitiesorganizedbytheteam/and organization.
g) RelieveandholdbriefforfellowManagers/HeadsofThematicProgrammesandotherSenior Management team members in their absence.
Programme Monitoring and Reporting
a) Ensure results based and cumulative progress reports for your work and team on monthly, quarterly, bi-annual, annual/ end of year basis within the established deadlines.
b) In consultation with DED, DFA and SMT team, track and report on a monthly basis, the utilization of funds and other resources allocated to the programme.
c) Oversee teams’ participation and presentations during the quarterly programmes meetings.
d) Organizemonthlymeetingswithofficers/team members to discuss and assess theiR individual and
team’s progress on the programmatic work and expenditure.
e) Ensuretimelydraftingandreviewofdonorreportsfromteammembersbeforetheyareforwarded
to the DED for consideration and dissemination to grantmakers.
f) Reviewandensuretimelyproductionanddisseminationofconceptpapers, publications among
other reports/ documents produced by the team and organization at large.
Teams Performance and Human Resource Obligations
a) Oversee the development and uploading of own and teams performance score targets and indicators upon adoption of the Annual Operational Plan.
b) Ensurecontinuousmonitoringandfeedbacktotheteam, and from your immediate supervisor against the expected results, proposed interventions and resources provided.
c) Overseeaneffectiveannualperformancereviewfortheteammembersandalsoparticipateinown review as organized by the supervisor.
d) InconsultationwiththeSMTleadinthedevelopmentoftheteam’sjobdescriptionsandamong other frameworks related to their terms and conditions of works.
e) InconsultationwithyourSupervisor, SMT and HR office, deal with the team’s major disciplinary issues in a timely manner. Also, exercise discretion on minor disciplinary issues.
f) Advisetheexecutivemanagementontheemerginghumanresourceandrightsissueswithinthe team and organization for information and action.
Administrative and Other Responsibilities in Programmes Administration
a) Monitorandadviseonthehumanresourceneedsandcapacitiesfortheteam.
b) Approve leaves, requisitions, and travels among other requisite administrative roles.
c) Delegate roles and responsibilities on a needs basis.
d) Supervise, guide, coach, mentor, develop and support the team members under the programme.
e) Organize bi-annual reflections between the team members and partner communities.
f) Undertakeanyothertasksasassignedbythesupervisorandmanagement.
Desired qualifications and experience
a) A Bachelor’s degree in Law, Political Science, Public Policy or a relevant discipline. A Master’s Degree in any of the disciplines listed will be an added advantage.
b) Minimum 6 years experience in program management, political governance and related human rights issues
c) AstrongunderstandingofanddemonstrableengagementwiththeCounty, National, Regional and International Human Rights mechanisms and partnerships
d) Proven track record of undertaking policy/legislative work and advocacy on inclusion, political justice and human rights issues
e) Demonstrable experience in supervision of team members, people and talent management, mentoring and development skills.
f) Strongwrittenandoralcommunication, presentation and interpersonal skills and ability to work with diverse teams
g) Ability to establish and maintain strong collaborative partnerships/relationships with diverse stakeholder groups

OVERALL JOB PURPOSE: The Program Advisor, Public Finance Management supports and reports to the Program Manager, Inclusion & Political Justice. The position contributes and works towards the achievement of KHRC’s vision, mission and strategic action by fostering transparency, accountability and public participation in public finance. The position liaises with all staff and requires professional discretion and a solution-oriented approach at all times. This is a position on a two (2) year renewable contract subject to performance and funding.

KEY DUTIES & RESPONSIBILITIES:
Programmatic
a) Develop political consciousness and awareness among the citizenry around pubic finance management at both county and national levels.
b) Develop and deploy appropriate social accountability tools and mechanisms at the national and county levels e.g. the Use of the 10-point Model County Award Scheme.
c) Conduct and publish topical studies around the diverse issues1 around public finance management. Also monitor and respond continuously on suspected mismanagements.
d) Develop and disseminate simplified versions of the auditor general’s report, policy briefs among the citizens and government officials.
e) Strengthen partnerships and engagements with communities and stakeholders within the public finance management chain at all levels.
f) Undertake legal, policy and institutional reforms towards strengthening public finance accountability.
g) Lead policy research and advocacy in safeguarding devolution within the select counties and issues in the country.
h) Integrate public finance management and devolution principles and mechanisms in all the interventions of the KHRC.
i) Undertake public interest litigation to address situations where the laws and principles of public finance management and devolved governance are ignored or violated.
Administrative
a) Representing KHRC in all its advocacy networks and spaces at all levels
b) Establishing and maintaining a database of relevant contacts within areas of intervention related to KHRC’s human rights work
c) Designing and implementing Citizenship and statelessness projects that fit to KHRC’s human rights work
d) Developing and sustaining strategic partnerships with relevant state and non-state actors
e) Actively participating and engaging in resource mobilisation by providing key support in preparation of funding proposals, identifying funding opportunities, development of budgets, monitoring grants and reporting to relevant donor(s) while ensuring growth and sustainability of KHRC’s work
f) Preparing in a timely manner all periodic narrative and financial reports for both donor and internal reporting
g) Supervising researchers, interns, consultants and any other staff assigned to undertake work within the program
h) Supporting other KHRC programs and departments regarding their interventions to maximize results and impact when assigned.
DESIRED QUALIFICATIONS & EXPERIENCE
a) A Bachelor’s degree in Social Sciences preferably International Relations, Political Science or Law
b) A minimum of 4 years’ experience in the area of governance and public finance management
c) Professional qualification and experience in project management will be an added advantage
d) Demonstrable engagement with Citizenship and statelessness processes at all levels
e) Demonstrable research experience and editorial of complex reports
f) Experience in working with poor and rural communities and the use of Kiswahili language
g) Strong organizational skills and close attention to detail in order to produce high quality output
