Description

The Program Analyst will provide technical support to the county departments of health (in Kisii and Nakuru Counties), working closely with other stakeholders in the health sector, to accelerate achievement of universal health coverage (UHC) in Kenya.

Technical support

In consultation with the Supervisor:

•  Strengthen the capacity of County departments of health (CDoHs) on health care financing, particularly on primary health care financing, supplies financing and UHC implementation.
•  Support the CDoHs to optimize Own Source Revenue (OSR) and other funding sources to increase fiscal space to purchase PHC services (particularly under the Kenya Quality Ecosystem Project).
•  Provide technical support to the CDoHs to apply strategic purchasing principles to incentivize providers to improve the quality of care, with a focus on PHC services.
•  Support the CDoHs to develop and implement data driven innovations on health financing, that can improve the supply chain, and productivity of human resources for health.
•  Strengthen working relationships across different purchasers (The Social Health Authority – SHA (now NHIF), Private Health Insurance, MoH and the county to achieve coherence within different purchasing arrangements.
•  Support the CDoHs to implement the newly enacted health financing laws – to accelerate the participation of public facilities in the Social Health Authority funds (PHC and SHI funds)
•  Provide technical support to the CDoHs to strengthen implementation of UHC and health care financing reforms.
•  Support the development of county health plans and budgets in accordance with the PFM act (2012)
•  Develop partnerships and networks within counties to strengthen health systems.
•  Represent ThinkWell in meetings with external partners, County Government, and other stakeholders.

Data Analytics and reporting

•  Develop high quality reports, briefs, presentations, and other documents in timely manner as expected.
•  Support data collection, collation and analysis on health financing and purchasing in counties to inform the reforms needed to strengthen PHC and UHC.
•  Collect, collate, and analyze routine data on PHC, supplies financing, UHC and other areas of focus on selected indicators to inform development of appropriate health financing interventions.
•  Support county-level monitoring, evaluation, learning and reporting activities on health financing and strategic purchasing.
•  Document and disseminate learning products on health financing and strategic purchasing to different stakeholders to inform policy. Use the learnings and emerging evidence to co-create, with CHMTs, sustainable health financing solutions.

Requirements

• BA/BS and 7+ years experience or graduate degree and 5+ years experience.
• Substantive experience in relevant health systems work with a development agency, NGO, or county government; experience in health financing in the public sector is required.
• Demonstrated experience providing technical advice to counties in strategic and operational planning, data analytics, especially on health financing, HRH and supply chain optimization.;
• Prior work experience on primary healthcare financing, supply chain strengthening, Human Resources for Health, PFM within the context of county health systems is highly desirable;
• Proficiency in MS Excel, Office, PowerPoint is required. Proficiency in other MS Office suite is desirable;
• Experience in data analytics software e.g., Stata, EpiInfo, SPSS is desirable;
• Tech savvy and skilled at visual display of data;
• Fluency in English and Kiswahili;
• Exceptional analytical, research and problem-solving capabilities;
• Strong writer with an established track record of preparing high-quality technical reports, policy briefing materials, and presentations;

Description

ThinkWell implements the Strategic Purchasing for Primary Health Care (SP4PHC) project, which is supported by the Bill & Melinda Gates Foundation. The project is working with government agencies in Kenya, Burkina Faso, Indonesia, the Philippines, and Uganda to design and test policy options to purchase primary healthcare services more effectively and accelerate the achievement of UHC in developing countries.

In Kenya, the SP4PHC team works in 9 counties and at the national level with the Ministry of Health, Council of Governors, NHIF and other stakeholders. The Senior Technical Advisor (STA) – learning and SI facilitates discussions, shares evidence, and proposes ideas to optimize the health financing function and related processes to promote strategic purchasing for primary healthcare. The STA has experience leading the generation of evidence for policy influencing, particularly on health financing, as well as identifying and providing strategic information needed to inform program strategy at the county level.

The STA will report to the Country Manager. This position is based in Nairobi, Kenya.

Technical Leadership in learning

• Lead the development/review of ThinkWell’s learning agenda in Kenya, including delivery of all learning products as scheduled.
• Prepare high-quality written deliverables, including technical briefs and reports, journal manuscripts, and blogs in collaboration with the technical teams in Kenya and beyond.
• Facilitate knowledge diffusion from learning activities to inform strategy and policy reforms on health financing, particularly strategic purchasing for primary healthcare.
• Effectively share/facilitate others to share learnings from ThinkWell’s work with different local, regional and global audiences through conferences, webinars, and existing global learning platforms.
• Continuously build internal capacity, particularly for the county teams, on technical writing and evidence presentation for policy influence.
• Build ThinkWell reputation as a thought leader in the field.

Organizational leadership and development

• Actively engage key stakeholders and cultivate new partnerships on health financing learning in Kenya – cultivating a culture of knowledge sharing to improve practice.
• Contribute to new business development in collaboration with the Country Manager, Regional Director, Design Lab and program managers.
• Participate in company initiatives and teams to build intellectual and human capital in health financing and strategic purchasing.
• Manage research partners and consultants as the focal contact person.

M&E and learning/SI

• Develop monitoring, evaluation, research and learning tools, indicators, and plans.
• Lead data analysis to synthesize outputs/outcomes and develop insights for decision-making.
• Provide technical leadership in carrying out baseline assessments and mid-point and end-of-project reviews.
• Produce high-quality reports and other documents as stipulated in the projects’ documents or as required for the Country’s leadership and donors.
• Develop and implement a data quality assurance plan and provide technical support to improve the quality of data and reporting systems.
• Coordinate project reflection and learning sessions in conjunction with project partners.
• Perform other duties as may be assigned by the supervisor.

Requirements

• A graduate degree and 8+ years of relevant work experience; a PhD in health economics, public health or policy is preferred.
• Substantive, relevant work experience in the specific area of technical expertise in the areas of health financing and policy, strategic purchasing, and public financial management, particularly leading knowledge and evidence generation for policy and strategy.
• Adept at communicating technical information to both technical and non-technical audiences;
• Established track record of writing technical reports, journal articles and blogs;
• Demonstrated interest and ability in growing staff, mentoring, and coaching junior professionals;

We are currently in search of an Accountant – Accounts Payable & Operations.

General Accounting Functions

• The Accountant – Accounts Payable & Operations will be responsible for executing accounts payable (AP) responsibilities, including: monitoring the AP email account; entering invoices received from vendors into ThinkWell’s AP system for routing, review and approval; supporting payment processing; supporting cashflow monitoring; preparing journal entries for the general ledger, and entering accruals. The Accountant will also process journal entries for labor, credit card transactions, and related items. S/he will support payroll processing and preparation of related documents, preparation of bank reconciliations, other month-end closure responsibilities, and related accounting and administrative tasks as assigned.

Description

The International Accounting Manager reports to the Director, Finance & Contracts and provides oversight and management for the firm-wide finance and accounting function. The Manager has a demonstrated track record of technical and management experience, a customer service orientation and is able to work independently across our global teams. This is a global position, open to candidates in any location.

General Accounting Management

• Support and monitor cash flow management activities for all entities.
• Review and approve accounts payables vouchers weekly in payment processing system. Process accounts payables payments and oversee that confirmations are submitted to vendors as appropriate.
• Act as backup for reviewing and approving accounts receivables submissions from program finance team. 
• Oversee, review, and approve the recording of accounting activities (vouchers, journal entries, cash receipts, allocations) in appropriate systems to ensure accurate reporting.
• Support the management of month end close process for multiple entities including balance sheet account reconciliations, support schedule preparations, revenue recognition review and processing, and monthly expenses review.
• Produce Quarterly and Annual Financial Statements, including periodic management reports, support to review with Director, Finance & Contracts and Leadership team.
• Review and approve payroll processing throughout the month for all entities. Review Journal Entries posted by Staff Accountants. Act as backup for payroll processing. Ensure payments are processed on time.

Financial Planning, Forecasting, and Tracking

• Prepare a monthly summary report for general and administration expenditures and business development expenditures to review and monitor with the Director, Finance & Contracts and Managing Director of Agility.
• Develop ad hoc financial plans and forecasts for the firm to support operational growth and development.
• Assist with the creation and administration of the Annual Corporate Budget. Monitor, analyze, and evaluate monthly the financial management of the company against budget and growth objectives. Model growth projections as needed.
• Act as a backup to after-award program budget analysis to support Program Finance Manager.

Manage Internal and External Financial, Accounting and Compliance Staff

• Support the management of internal finance and accounting staff including the preparation and oversight of professional development planning.
• Support the management of relationships with external finance and accounting resources, including outsourced tax, audit, and legal vendors.
• Liaise with tax preparers and provide support to the preparation of annual returns.
• Liaise with auditors and provide support to the preparation of annual audit reports.

Policy and Procedure Development

• Lead the development and implementation of financial policies, processes, and procedures.
• Establish and maintain internal financial control procedures.
• Maintain appropriate financial accounting records, systems, and tools to support the needs of the firm.

Business Development

• In consultation with project leads and business development coordinator as appropriate
• Provide proposal documentation to support financial statement requests.
• Provide support documentation for Indirect Rate Submissions.

General Accounting Functions
The Regional Accounting Specialists will review assigned subsidiary general ledger data for quality, accuracy, timeliness, and compliance with ThinkWell and funder policies, procedures, rules, and regulations. They will prepare, process, and enter data into the Global ThinkWell LLC & Institute general ledgers (as appropriate) to consolidate the subsidiary ledgers up, prepare labor allocations for assigned subsidiaries, and perform other accounting duties as assigned. Such tasks may include the following:

• Ensure accounting activities are recorded in appropriate systems to ensure accurate reporting
• Systems synchronization – import/export accounting data and review for accuracy
• Review subsidiary month end reports for accuracy and quality
• Provide feedback to country office staff on necessary corrections
• Troubleshoot issues in support of country office staff 
• Prepare periodic reports as requested
• Report issues up to the International Accounting Manager
• Assist with month end reporting and revenue processing
• Support country office payroll processing 
• Create monthly country office financial reports for projects

Description
Administration

• Planning and coordinating administrative procedures and systems and devising ways to streamline processes.
• Prepare written communication such as drafting letters as required for the administration of the country office.
• Provide administrative support during meetings.
• Taking minutes during meetings for the purpose of ensuring the activities are well planned and operate smoothly.
• Support staff in editing documents and presentations as required.
• Act as a PA to the Regional Director.
• Assist in coordination with event stakeholders.
• Arrange travel, accommodation, and cash advances for ThinkWell’s staff and partners.
• Handle workshop arrangements for ThinkWell as requested.
• Support the creation and distribution of content such as blogs, infographics and program highlights on ThinkWell socials – LinkedIn, Youtube, Twitter etc.
• Communications & Event Planning

Office Management

• Support in planning and monitoring of all office responsibilities (supplies, IT, communications, utilities, contracts for office services).
• Procurement support (IT vendor, manage IT equipment and service provision, office and staff).
• Ensure filing systems are maintained and current.
• Support the day to day running of the office (transport and accommodation bookings, organizing meetings and meeting rooms, managing the inventory lists and all related correspondences).
• Coordinate with Talent Team and assist in local staff recruitment eg scheduling interviews.
• Support new hire onboarding and introductions.
• Support the coordination of any training for personnel and allocate office space.
• Support staff development activities.
• Support in proper accounting of all project transactions using ThinkWell’s accounting system and in line with local and funding agency requirements.

HR and Finance

Requirements

• BCOM/BA/BS and 3+ years’ experience;
• Demonstrated skills and experience in office administration and logistics;
• Relevant work experience in management consulting firm, bilateral or multilateral development agency, and/or NGO with some experience supporting projects in low or middle-income countries;
• Technical savvy and strong computer skills, MS Excel skills and IT familiarity;

• The consultant, under the direction of the ThinkWell Managing Director and Talent Director, will undertake the following scope of work:
• Conduct 1:1 virtual coaching sessions with ThinkWell staff members to achieve the following results:

• Work with the employees in establishing goals and also meet with the line manager to ensure an employee is implementing business goals through coaching sessions (Accountability)s

Requirements

The consultant will ideally possess the following qualifications:

• Extensive management consulting or business experience across multiple industry sectors and a minimum of five years of coaching experience. This provides a broad perspective and provides confidence that the coach understands the coaches world.
• A pragmatic approach and process proven to deliver real-world results. Evidence of a solid track record of successful client projects will be required.

• ThinkWell is hiring a Technical Advisor (TA) – Health Financing, to provide technical assistance and guidance across a range of ThinkWell’s projects in Kenya, including the Strategic Purchasing for Primary Health Care (SP4PHC) project, funded by the Bill & Melinda Gates Foundation that is supporting countries to improve how funds are allocated to healthcare providers in order to achieve the goal of universal health coverage (UHC). S/he brings strong analytical and quantitative skills, research capacity (typically in costing, health financing and program analysis) as well as a solid understanding of the design, implementation, and evaluation of health financing policy reform.
• ThinkWell works with the Ministry of Health (MoH), the National Health Insurance Fund (NHIF) the Council of Governors (CoG) and 10 Counties on healthcare financing reforms with the potential to accelerate achievement of UHC. The TA facilitates discussions, shares evidence, and proposes ideas with these government agencies/departments and other stakeholders to optimize the health financing function and related processes to promote strategic purchasing for primary health services in Kenya. The TA has experience providing technical advisory services at the national and county level and the political skills necessary to manage a range of national- and county-level partnerships.
• The TA is a senior member of the team and is expected to supervise a team of 2-4 Program Analysts/Coordinators. This position is based in Nairobi and reports to the Country Program Manager.

Technical Leadership

• Develop strategic interventions to ensure effective delivery of technical assistance to government (National and County) on health financing reforms.
• Manage the implementation of the assigned projects/activities ensuring quality delivery of the project’s goals and objectives, and within the set timelines.
• Develop strong working relationships with the National Government, Sub-national Governments, and other related agencies to strengthen health systems especially on health financing; UHC implementation, supply chain management and other areas Thinkwell works on such as HRH and private sector engagement.
• Provide technical support to county teams to ensure high quality program execution and results across projects, including supervision for the County Analysts/Coordinators.
• Work with the County Coordinators/Analysts to institute PHC financing reforms and innovations including but not limited to review of mechanisms used to allocate funds to facilities with the aim of incentivizing quality and performance to catalyze progress towards strategic purchasing for primary health services.
• Support the review of public finance management procedures to ease flow of funds to the PHC frontlines.
• Work with the County Coordinators/Analysts to provide technical support in the development of county annual work plans and budgets particularly on use of evidence to inform investment priorities in the health sector.
• Participate in the recruitment, support, and mentorship for team members in the area of technical specialty.
• Represent ThinkWell in various meetings and platforms,
• Support the country leadership to build the project portfolio in technical specialty area in collaboration with ThinkWell’s business development unit called Design Lab, and other colleagues.

Performance Management and Learning

• Publish papers, articles, and blogs. Present in conferences, technical working groups and other opportunities on ThinkWell project-related technical innovations, priorities, and results. Build ThinkWell reputation as a thought leader in the field.
• Develop detailed workplans for the assigned projects and provide technical guidance to the program Analysts/Coordinators for the same in their respective counties.
• Liaise with the SI lead for monitoring and evaluation for the assigned projects and strategic interventions to ensure compliance to quality standards while meeting the set deadlines.
• Develop concept notes, protocols, and tools necessary to collect and analyze data to facilitate learning and to inform program strategy as required.
• Generate learning agenda from data insights and implementation experience and develop plans to ensure timely completion of knowledge products.
• Develop high quality reports for both internal and external (donor) use as required.
• Communicate with other ThinkWell technical advisors in the country and globally to build, share, exchange and disseminate technical knowledge.

Requirements

• Masters degree and 6+ years of exp;
• Substantive, relevant work experience in health systems with a development agency, NGO or government. Adept at communicating technical information to non-technical audiences;
• Previous experience and proven track record in providing technical advice to counties in health systems strengthening with a focus on healthcare financing, strategic and operational planning and public financial management in the health sector;
• A strong understanding of the current Healthcare financing landscape in Kenya at both national and at a county level;
• Excellent technical writing skills;
• Demonstrated interest and ability in growing staff, mentoring and coaching junior professionals;
• Demonstrated ability to engage effectively with external strategic partners, donors, and stakeholders;
• New business development, proposal writing and fundraising experience;
• Full fluency in English and Kiswahili;
• Outstanding cross-cultural communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities and orientations as well as across work areas;
• Ability and willingness to travel up to 25% of time.
