Responsibilities

Provide policy guidance to the Programme Director on conceptual strategy development and management of the implementation of overall strategies and intra and inter-divisional/departmental policies and procedures by;

• Regular meetings and reporting
• Publications on lessons of experience on strategy development and implementation
• Plan and oversee the management of activities undertaken by the Unit by;

Economic and Social Council

• The General Assembly and other policy-making organs, as appropriate
• Contribute to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
• Ensure that the outputs produced by the Unit maintain high quality standards by;
• Ensuring that reports are clear, objective and based on comprehensive data
• Ensuring that all outputs produced by the Unit under his/her supervision meet required standards before completion to ensure they comply with relevant mandates.
• Prepare inputs for the work programme of the Unit, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
• Carry out programmatic/administrative tasks necessary for the functioning of the Unit, including:

Preparation of budgets

• Asigning and monitoring of performance parameters and critical indicators
• Reporting on budget/programme performance, preparation of inputs for results-based budgeting.

Evaluation of staff performance (PAS)

• Interviews of candidates for job openings and evaluation of candidates.
• Recruitment of staff for the unit taking due account on geographical and gender balance and other institutional values.
• Manage, guide, develop and train staff under his/her supervision.
• Foster teamwork and communication among staff in the Unit and across organizational boundaries.
• Represent the Organization at inter-agency meetings, seminars, etc. on substantive-related issues.
• Participate in international, regional or national meetings and provide programmatic/substantive expertise on an issue, or hold programmatice/substantive and organizational  discussions with representative of other institutions.
• Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.

• A first-level university  degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• Successful completion of both degree and non-degree programs in data analytics, business  analytics or data science programs is desirable.

Work Experience

• A minimum of ten years of progressively responsible experience in project or programme management is required.
• Experience in policy-oriented work in designing and implementing large scale projects or programmes in complex ecological and socio-economic context is required.
• Experience in policy guidance on conceptual strategy development and management of the implementation of overall strategies is desirable.

RESPONSIBILITIES

Under the overall supervision  of the  Special Advisor to the Executive Director and Director (a.i), External Relations, Strategy, Knowledge, and Innovation (ERSKI) Division, the consultant will be responsible for the following tasks:

• Conduct a status analysis of CIF and recommend an optimal legal framework for establishing the Fund
• Research and recommend suitable vehicle design from governance, jurisdictional and regulatory perspectives
• Define the evaluation criteria (Legal) for assessing submissions to host the Feasibility Fund;
• Define the selection and evaluation process and governance for potential candidates.
• Define the vehicle’s legal structure (i.e. donor funded Fund or Charity) that best aligns with CIF’s mission;
• Determine which jurisdiction the Vehicle is to be domiciled to optimize and facilitate fund flows from donors (direct giving, private foundations), DAFS, collaborative giving) to projects and implementing partners – taking into account: costs, regulations, transparency, tax relief structures;
• Determine what, if any, licenses or permits are required locally to implement the vehicle;
• Draft protocol which considers any potential legal risks CIF may be subject to.
• Provide a reasonable estimate for timelines, legal expense, licensing and any other pertinent workflows/requirements not defined within the scope of this ToR as they pertain to the establishment of the Vehicle. Further provide reasonable estimates for the ongoing operational overheads associated with managing the Vehicle;
• Liaise, where appropriate, with other UN facilities/agencies that operate similar vehicles, to understand key challenges.

Qualifications/special skills

• A minimum advanced university degree (Master’s degree or equivalent) in sustainable urban planning, urban governance, corporate or financial law, or a related field in development studies, business administration, geography, management, or economics is required.   Other studies relevant to sustainable urban development and advising on urban planning frameworks and institutions.
• A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
• 10-year relevant experience in financial law, international law, resource mobilisation, sustainability, finance, or commercial investment.
• A proven track record in international financial legal, taxation and compliance.
• Relevant knowledge of sustainable urban development project financing and development is desirable.

Languages

Responsibilities

Programme Implementation: Ensure the implementation of the organization vision, work programme, operational resource mobilization strategies in countries:

• Promoting broad-based policy dialogue with national constituencies and development partners in the respective counties.
• Providing inputs to the development of the global campaigns and implementation strategies of the same.
• Providing direct inputs to human settlements analyses and needs assessments and other activities aimed at human settlements policy, strategy and programme development.
• Co-ordinating relevant activities within the work-programme through interaction within national level public institutions, local governments, NGO’s, civic society and private sector as well as external support agencies; and
• Facilitating dissemination of information on good practices and their adoption at the national and local levels.

Project/Programme Development:  Develop programme and projects of strategic value in partnership with other UN agencies, bilateral/multilateral donors and national partners by:

• Identifying priority interventions in human settlements sector within the framework of Habitat Agenda, SDGs, Country Strategy Notes, national plans and sector reviews.
• Developing requisite project documentation, gaining consensus on the strategies and funding suggested therein.
• Participating the appraisal, revision and approval of project design(s) by all relevant parties in accordance with established guidelines and lead the Regional Program Committee Review.
• Supporting negotiations, as required with multilateral/bilateral donors for resource mobilization and promoting/coordinating joint activities of strategic importance and securing approval by the appropriate authority on agreed activities.

Project management: Ensure effective and efficient execution of UN-Habitat executed projects and programmes by;

• Providing timely and appropriate technical and management advice to the projects or co-ordinate its provision by others from headquarters through periodic field visits (missions), group meetings and training in-depth review and evaluation of the work plan as well as technical working papers and reports originating from the projects.
• In consultation with funding agencies and related partners, assist the project(s) in developing performance criteria for monitoring the implementation.
• Monitor project activities and progress on continuous basis (1) ensuring periodic reporting from the filed and providing critical assessment of the appropriateness and effectiveness of results achieved and (ii) undertaking in-depth participatory internal review and evaluations.
• In liaison with the Governments, UNON and with support from the Administrative Officer, conduct the process of identification and selection of international staff and consultants and make recommendations to the Director in this respect.
• Prepare/review terms of reference (TORs) and/or job descriptions (JDs) for project/programme managers, CTAs and consultants.
• Ensure timely preparation and submission of status reports as required by donors, other partners and management.

Normative programme support:  support the development and implementation of the UN-Habitat’s operational, information and capacity building activities in the Africa States.

• Preparation of reports and documentation of lessons learned, case studies, and best practices derived from the Regional Office’s operational activities.
• Development of normative publications (guidelines, manuals, etc) on the themes addressed by the various activities, for example poverty alleviation.
• Ensure collaboration with the academia, i.e. UN-Habitat partner Universities, in an effort to facilitate transfer of knowledge and experiences particularly from and within the Region.

Strategic Planning: Support the ROAF strategic planning and management processes in line with the overall UN-Habitat organizational plan, and the regional office strategic direction.

• Experience in managing a project/program with multiple parties, including team members, in a collaborative effort, and in a changing environment is desirable.

Task description
Within the delegated authority and under the supervision of the Programme Management Officer at the CDTU or his/her designated mandated representative(s), the UN Volunteer Instructional designer and e-learning expert will:

• Guide substantive teams within UN-Habitat in finalizing the concept and substantive content of envisaged training modules
• Design interactive elements and learning pathways, using software such as Articulate Rise and Moodle
• Deliver storyboards for learning modules using instructional design methodology
• Deliver functional prototypes for learning modules
• Deliver completed learning modules
• Contribute to the conceptualization and delivery of training materials by CDTU
• Package the instructionally designed digital learning resources into an LMS (Moodle)
• Test modules and respond to feedback, and develop operational manuals where relevant
• Support the development of various project documents related to capacity-building and learning
• Support the preparation of reports to Member States and the Implementation of the Resolution on Capacity-building and the Strategy
• Support the development and dissemination of key capacity-building initiatives developed by CDTU (NUA Illustrated toolkit and UN-Habitat Learn platform and others)
• Any other tasks as discussed and agreed with relevant Programme Managers in the Unit.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
• Provide annual and end-of-assignment self-reports on UN Volunteer actions, results, and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;

DUTIES, RESPONSIBILITIES AND EXPECTED OUTPUTS

For this consultancy, UN-Habitat is looking for a Project Management Consultant to assist with the design and implementation of outputs to develop international guidelines on people-centred smart cities. The consultant will work under the supervision of the Chief of Knowledge and Innovation Branch and will work on:

Coordination and technical support in the consultation processes

• Provide technical expertise in designing the implementing consultation activities, coordinate the consultations and collect evidence and insights relevant to the development of international guidelines on people-centred smart cities;
• Organize and facilitate consultation activities including expert group meetings at various levels (global, regional, thematic, stakeholder categories) in collaboration with UN-Habitat, governmental and non-governmental partners, and Member States;
• Propose meetings’ agenda topics, supported by relevant literature and studies and identify meeting participants, ensuring comprehensive and productive discussions;
• Prepare and deliver documents, presentations, and reports pertinent to the consultation process and the development of international guidelines;
• Support the Secretariat in drafting the guidelines ensuring evidence collected through the consultation process are reflected in the draft guidelines;
• Create visualizations and reports utilizing digital design tools to illustrate and document the guidelines development process.
• Coordination and technical support in the global assessment
• Oversee the World Smart Cities Outlook and any other relevant study or publication, ensuring the deliverables respond to quality standards and timeline as detailed in the contractual agreement between UN-Habitat and the provider;
• Engage in global research and data gathering on digital technologies, smart city development, urban policy, data and innovation, and sustainable urban development, providing guidance and feedback to the Study and subject matter expertise as needed;
• Produce various written outputs, including background papers, analyses, reports, and disseminate information across multiple platforms (e.g., UN-Habitat's website, blog posts, social media).
• Ensure that the Study aligns with the consultation process by engaging consistently with relevant stakeholders;

Support to the drafting process

• Engage in continuous research on people-centred smart cities and emerging best practices, ensuring the guidelines are informed by the most recent and relevant data and insights.
• Assist the Secretariat in the development of the international guidelines on people-centred smart cities; working closely with the various experts and ensuring the guidelines build on the consultation process and the global knowledge collected;
• Establish and maintain strong relationships with governmental and non-governmental stakeholders, ensuring their perspectives and needs are considered in the development of guidelines;
• Facilitate ongoing communication and feedback channels with stakeholders throughout the guideline development process;

Advocacy

• Represent UN-Habitat in various forums, presenting the progress and findings related to the people-centred smart cities guidelines development;
• Advocate for people-centred smart city policies, sharing insights and data derived from the guideline development process to various stakeholders.

Project Management

Qualifications/special skills

• Master's degree in social sciences or related field, for example urban development or public policy is required, or a bachelor’s degree plus two years of relevant work experience in lieu of a master’s degree.
• At least 5 years of experience is required in projects related to urban development, digital technology, economics or related areas. Extensive knowledge on urban innovation, digital transformation or smart cities is required.
• Good knowledge of urban data, analysis and interpretation, digitalisation processes, as well as experience in intergovernmental processes and international projects with the public sector is desirable.
• Exposure and experience in organizing global and regional consultations is considered an asset.

Languages

• For this consultancy, fluency in oral and written English is required. Knowledge of any other UN language will be an advantage.

Responsibilities
Daily responsibilities will depend on the individual's background, the intern's assigned office as well as the internship period.

• Under the direct supervision of the Associate Human Rights and Social Inclusion Officer, the intern will:
• Support the development of internal human rights, gender and social inclusion capacity-building materials, which may require supporting and organizing meetings and webinars, carrying out background research, drafting surveys and communication materials, and other, similar such tasks as required.
• Support the development of human rights materials such as reports, publications, concept notes etc, including by carrying out background research, attending and supporting relevant meetings and events, as well as any other relevant tasks.
• Support the development of gender mainstreaming materials such as reports, publications, concept notes etc, including by carrying out background research, attending relevant meetings and events, summarizing reports and documents, etc.
• Support internal reporting, for example by gathering feedback from other teams.
• Support relevant internal and external meetings / events with a focus on human rights and gender mainstreaming. This may include providing logistical support, meeting coordination, taking minutes of meetings during meetings, preparing support materials, drafting talking points, liaison with internal / external stakeholders, preparing summary reports, etc.
• Support the Associate Human Rights and Social Inclusion Officer as otherwise required.
• Carry out any other tasks requested to support the Human Rights and Social Inclusion Unit (this will include administrative tasks such as taking minutes of meetings).

Education
Applicants must at the time of application meet one of the following requirements:

• Be enrolled in a graduate school programme (second university degree or equivalent, or higher).
• Be enrolled in the final academic year of a first university degree program (minimum Bachelor's level or equivalent).

RESPONSIBILITIES

• Within delegated authority and working in close collaboration with other thematic area Consultants, the Data/GIS Consultant will be responsible for the following duties:
• Lead the design, development and implementation of an information management and GIS (IM/GIS) strategy for HAPSO/ABSG on Aba city structure/spatial plan project.
• Provide guidance for acquisition of the most recent satellite imageries to establish base map for the Aba city, standardize and clean geospatial datasets.
• Coordinate the development of standard reporting and analytical products to support data- driven decision making in emergencies. More precisely: design, develop and implement data collection tools and reporting mechanisms to gather and share relevant information;
• Develop Enterprise GIS for the preparation of structure/spatial plan Aba city system using FOSS4g Stack and administer the online platform with PostgreSQL/PostGIS
• Undertake comprehensive survey of existing LU/LC patterns and ascertain trends and direction of the growth within Aba City by conducting change detection with QGIS & R
• Transportation planner in carrying out traffic transport surveys (road, rail and water) including public parking facilities to identify existing bottlenecks and opportunities that may affect or influence future demand and plan linkages that can solve the existing traffic congestion within the study area.
• In close collaboration with urban economist undertake survey of socio-economic activities and facilities such as school, healthcare, employment opportunities and other related variables for the present and future. Survey existing housing stock and building development patterns, land value and property rating with a view to determining the use, characteristics and intensity of development.
• Examine the extent of implementation of the short, medium and long-term infrastructural proposals of any existing plans vis-a-vis existing pattern of growth and development of the study area and its environs. Identify existing major activity centers, industrial areas and location of new centers including business districts,
• Establish the database for areas that are prone to flooding and proffer solution to curbing this incidence and its consequences. Identify water bodies and natural habitat within study area for the purpose of protection, preservation and adequate containment, consider contiguous settlements of the study area and integrate them into city/region map and develop an inventory of unique, historical, cultural and scenic areas for the purpose of conservation.
• Train and mentor counterparts in the development and construction of maps, relational geo- databases, spatial analysis, annotation, digitizing and editing in the using QGIS. Preparation of data to be processed with the GIS, on utilization of GPS, GNSS and other GIS tools;

In liaison with the Technical Adviser and other thematic experts, provide GIS support for preparation of proposals for phasing of the Structure Plan implementation, notably the following:

• Automated conversion of data, delineation of the project areas into basemaps at agreed scales for easy mapping, data collection and verification;
• Input data collected from field into geo-database and adapt tools to join together different datasets, including GIS datasets, and create new information or investigate patterns
• Production of corresponding land use, transportation and other thematic maps in line with proposals from Consultants; Conduct geospatial analysis on collected datasets; create maps, infographics, interactive graphical products and other cartographic products on a regular and ad-hoc basis; in response to consultants technical needs.
• Develop the tools for loading/transferring data, including GIS data, between different systems; design and maintain the structures necessary for data storage.
• Manipulate presentation of geographical information by creating programs to convert GIS information from one format to another.
• Any other tasks that have to do with Map production towards effective completion of the project

Qualifications/special skills

• Advanced university degree (Master's degree or equivalent) in urban planning, geography, regional planning, architecture, cartography, GIS, information management, engineering, geometrics, computer or earth sciences, or any other related field is required. Post graduate courses in geographic information systems (GIS) is desirable. A bachelor's degree with an additional two years of qualifying experience may be accepted in lieu of the master's degree.
• At least 2 years experience at the national & international levels in GIS management, urban planning, informal settlement upgrade & land management, using different GIS tool is required.
• Experience of networking, project and programme management is desirable; ii) experience of conducting policy reviews and preparation of policy recommendations for decision makers is desirable; iii) demonstrable analytical, drafting, reporting and presentation experience is desirable; iv) experience of analyzing, summarizing and presenting large quantities of statistics on urban issues using relevant computer software is desirable; v) experience in the coordination of multiple contributors to major reports is desirable; vi) experience in coordinating trainings, technical, fundraising and capacity building workshops is desirable; vii) experience in mobile app dev. and in applying GIS in a humanitarian context across UN partners, NGOs & local governments is desirable.
