Scope of Work

• The Communications Intern will collaborate with and support the Project Manager and Knowledge Management and Comms Officer (KMCO) in implementing and enhancing communication strategies, outreach, and knowledge-sharing activities for the Promoting Peace and Inclusive Development Project in Northeastern Kenya.

Project Support

• Support the Project Manager and KMCO with day-to-day project management, such as booking conference rooms, taking minutes, and any other tasks.
• Attend bi-weekly project technical meetings, take comprehensive meeting notes with a focus on actions and share with the KMCO and Project Manager for review and onward circulation.
• Assist with internal information sharing and management, including the maintenance of the project SharePoint channel.

Communication Strategies:

• Collaborate closely with the KMCO in conducting communications needs assessments for the project and participating in the formulation of communication strategies.
• Assist in drafting and editing the project’s communications and outreach strategy, aligning with country office strategic priorities and the UNDP External Communications Action Plan.

Communication Products:

• Work with the KMCO to develop regular internal and external communications products for the project, including monthly project update reports.
• Where needed, support the design of infographics and visuals to enhance reader engagement of comms products.

Media Relations and Coverage:

• Work alongside the KMCO to maintain increased coverage and understanding of the project in Kenya through local and global media stories.
• Collaborate on identifying and developing storylines for publications including human interest stories, drafting substantive articles that contribute to and generate conversations on key development issues.

Digital Communications:

• Provide support to the Knowledge Management Officer in maintaining and enhancing the project’s digital communications, including social media.

• The Programme Finance Specialist supervises and leads the programme finance and support staff in IDE’s digital finance projects in East and Southern Africa (ESA) and West and Central Africa region (WACA). The Programme Finance Specialist works in close collaboration with the Management Support and Finance and Management Services teams in the DFS programming countries and UNCDF HQ for resolving complex programme and operations-related issues, ensuring successful performance in Finance.

Institutional Arrangement

• The Programme Finance Specialist will work under the direct supervision of IDE Regional Lead in Eastern and Southern Africa to provide support for programmes executed in ESA and WACA regions with close coordination and consultation with IDE Management team in HQ.

Minimum Qualifications of the Successful IPSA

Minimum Education requirements

• A professional accounting qualification from an internationally accredited institute of accountancy, and/or Advanced (master’s) University Degree in Finance and/or Accounting is required. Candidates with professional accounting qualifications from an internationally accredited institute of accountancy will have a distinct advantage.
• Candidates with no professional accountancy qualifications, but with degrees that major in accountancy and/or finance must complete the Finance Training and Certification Programme (FTCP), if recruited.
• Candidates satisfying the two above criteria are exempted from undertaking the UNDP Advanced Accountancy and Finance Test (AAFT). 
• Candidates with MBA or master's in finance with no accountancy qualification but with relevant experience must successfully undertake the UNDP Advanced Accountancy and Finance Test (AAFT) to be eligible for shortlisting.

Minimum years of relevant work experience                                                

• 5 years (with master’s degree) or 7 years (with bachelor’s degree) of relevant experience in providing financial management advisory services and operational systems.

Scope of Work

• The Fiscal Decentralization and Performance Based-Grants Advisor will have a major impact on the overall effectiveness and growth of UNCDF’s role as a hub for Sub-national finance to support local development finance in LDCs and other developing countries. The position will strengthen quality assurance and oversight of UNCDF programmes in this area. This is measured through achieving LTFP Business Plan objectives. These include the policy impact, leveraging of additional resources for local development, and the positive impact of the projects themselves. Success in engaging key actors, in strategic partnerships and in joint programming of local development and public finance projects will contribute to the development goals of partner countries. Results will also have a significant impact on resource mobilization for UNCDF and its capacity to expand coverage to other LDCs and provide advisory services to non-LDCs.

Duties And Responsibilities

• Provide technical leadership and policy advice in the area of fiscal decentralization and performance-based grants, including Public Financial Management, Local development finance – in particular in relation to local infrastructure & service provision and the development of productive capacity in Least Developed Countries
• Maintain close working relationships and high levels of trust and support with government stakeholders in UNCDF’s countries of operation based on UNCDF’s mandate and a client-based approach – led by country demand.
• Support to the development of national policies in the areas of local development finance, drawing on the latest research and ideas, lessons of policy pilots and substantive dialogue with key practitioners and major international institutions.
• Apply UNCDF’s local Transformative finance diagnostic tools, instruments and approaches to constructively inform and contribute to national strategies and policies, in a way that leverages UNCDF support to promote the interventions and finance of others.

About

This is about supporting the leadership of the LTFP and UNCDF senior management with technical and other contributions on fiscal decentralization. The functions include:

• Technical support from global, regional and national perspectives to the development of substantive inputs into the LTFP Business Plan and its implementation.
• Active participation in retreats, LTFP Practice meetings and teleconferences.

Institutional Arrangement

• Under the guidance and supervision of the Director, LTFP, based in New York, the Fiscal Decentralization and Performance Based Grants Advisor will provide technical advice and guidance to UNCDF programmes managed by the LTF team while ensuring cross practice collaboration within UNCDF. He/she will backstop, monitor, and advise on various initiatives on Fiscal decentralization (including performance-based grants, own source revenue), Public Financial Management and the LoCAL ISO 14093. She/he will maintain strong linkages across the various financing instruments and co-ordinate UNCDF’s policy engagement on fiscal decentralization and local government finance including at international fora including DeLOG, Malaga Policy Agenda (IGFTs and OSR) and the Observatory.

Education Requirements
Minimum Qualifications of the Successful IPSA

• Advanced university degree (master's degree or equivalent) in Economics, Business Administration, Public Finance, Public Administration, Law or related field is required. or
• A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Minimum Years Of Relevant Work Experience

• Minimum of 10 years (with master’s degree) or 12 years (with bachelor’s degree) of relevant, practical working experience in the field of fiscal decentralization, OSR, PFM, Asset management and local development finance, preferably in least developed countries (LDCs) both at field level as well as at senior management positions and across more than one country.

Position Purpose

• Under the guidance and direct supervision of the Deputy Security Advisor and the Finance Specialist, the Finance Associate provides leadership in execution of financial services in UNDSS ensuring effective and transparent utilization of financial resources and integrity of financial services. The Finance Associate promotes a collaborative, client-oriented approachconsistent with UNDP rules and regulations.
• The Finance Associate works in close collaboration with UNDP Operations staff to provide information delivery and resolve complex financial management and operational-related issues.
• The Finance Associate will supervise the Finance Assistant, clerical and support staff of the Finance Unit. The Finance Associate works in close collaboration with the operations, programme and projects’ staff in the CO and with UNDP HQs staff for resolving finance-related issues and information exchange.

• Coordinate and review allocated General Ledger and sub-ledger accounts and support timely project closure.
• Take timely corrective actions on unposted invoices, including invoices with validation errors, match exceptions, and/or unapproved invoices. Provide timely response to HQ requests to resolve financial data issues.
• Maintain Accounts Receivables for UNDP projects and follow up with partners on contributions.
• Ensure timely recording, reconciliation, and submission of VAT claims with relevant TAX authority and following up on VAT reimbursements.

Required Skills and Experience

Education:

• Advanced University Degree in Law, Public Health, Development Studies, or related fields is required.
• A first-level university degree (Bachelor´s degree) in relevant field in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master´s degree.

Experience:

• Minimum of two years (with Master´s degree) or four years (with Bachelor´s degree) of experience in LGBTI or key population related projects;
• Experience working with LGBTI+ and/or key population related community-based organizations, either in a technical support capacity or in a direct management role is an asset.
• Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages;
• Experience in handling of web-based management systems; 
• Previous UN development system experience would be an added advantage.

Language Requirements:

• Fluency in English and Kiswahili is required.
