How can you make a difference?
Under the supervision of the Senior Innovation Manager, the Programme Manager Yoma will provide advanced technical assistance, coordination/administrative support, quality assurance and knowledge generation/management and partnership building services to the scaling of yoma in Africa and beyond.

• Enhance the programmatic linkage between Yoma and UNICEF programming to facilitate relevance and scaling within UNICEF
• Engage with Country Offices to foster adoption and adaptation of the concept of Yoma to their country context.
• Review programmatic priorities at country levels to identify entry points for youth agency through yoma and provide strategic orientation
• Develop templates, general costings and playbooks for easing adaptation and adoption of Yoma. While the actual implementation of yoma remains the responsibility of the Country Office the Manager will support the decision making and roll-out processes.
• Lead on the UNICEF internal management of processes aiming at facilitating country offices participation. This could include framework contracts, PCAs, Long Term Agreements, etc.
• Support the conceptual development of the Youth for Children (Y4C) approach and its potential roll-out.
• Provide support to monitoring, strategic learning and evidence generation
• Lead the process of documenting lessons learned during the expansion of yoma and faciliating peer learning processes and compiling experiences gained at various levels;
• Facilitate the dialogue around the strategic relevance of yoma for UNICEF programming and keep in contact with different relevant innovation initiatives.
• Lead the promotion of evidence generated with respect to green Yoma (i.e. catalyzing youth agency around the environment) ensuring mutual learning with relevant global initiatives such as the OoI’s work around youth and climate change
• Manage programmes related to Yoma
• Lead on the development of bi-annual costed rolling workplans for the Yoma ecosystem
• Manage programmatic dimensions linked to the scaling of Yoma, including the facilitation of all administrative processes. Take a pro-active role to ensure that targets and timelines are met and that the interventions optimize benefits for youth.
• Monitor the overall deepening and expansion of yoma and the achievement of its objectives in terms of scaling and impact by: Keeping track of individual country requests and their action; Maintaining an overall dashboard containing disaggregated data compiling different initiatives.
• Lead on the preparation of funding proposals that allow for yoma scaling.
• Ensure the linkage between operational research and implementation both in the conceptual and implementation stages. Make sure that lessons learned and documented and disseminated.
• Strengthen dimensions related to the learning to earning agenda and coordinate closely with relevant colleagues and initiatives in UNICEF. Ensure that job readiness and entrepreneurial dimensions are catered for.
• Contribute to the technical dimensions of green yoma, such as the establishment of appropriate and effective data oracles that allow an automated assessment of impact of youth climate action.
• Establish data collection and monitoring frameworks that allow progressively to measure the contribution of Yoma to UNICEF programmatic activities.
• Provide technical oversight to the development and maintenance of the tech platform and explore possible technological innovations that could enhance the achievement of Yoma’s results,
• Strengthen strategic learning and knowledge generation

Key expected Results

• Develop together with the education section a plan to roll-out the Youth 4 Children strategy and implement its first pilots (Q1)
• Building on Accenture’s assessment, provide a strategic and costed plan regarding the further tech development and tech integration across the yoma ecosystem (Q1)
• Integration of a functional Micro-task platform into the yoma ecosystem with availability of social and environmental impact jobs (Q2)
• Oversee the submission of the next funding proposal to Fondation Botnar due by 31 July 2024 (Q2)
• Management of Yoma contractual arrangements is streamlined and contractual needs of country offices are met by maintaining or developing LTAs and PCAs.
• Bi-annual costed rolling work plan for Yoma is updated with all stakeholders (Q3) corresponding SMART indicators defined and regularly updated using a dashboard function

• A minimum of eight years of progressively responsible professional work experience in programme/project management at an international level, some of which in a developing country.

Under UNICEF mandate for promoting the protection and survival of Children, Information Communication Technology (ICT) plays an integral part of supporting UNICEF business operations. ICT Support services have proved vital in the context of increased demand to support to staff hybrid office and teleworking, changing ICT applications and cloud environments. UNICEF Kenya country office seeks to recruit qualified ICT Assistants for a period of one year to strengthen ICT resource capacity required in support of UNICEF Kenya Country Office operations in Nairobi and field offices as well as meet requirements to support emergencies response activities.

Purpose of the Position

The primary purpose of position is to strengthen ICT operational effectiveness. The ICT Assistants will work within the ICT Common Services Unit based in Nairobi to ensure adequate resource capacity to support UNICEF operations in Nairobi and zonal offices within Kenya.

Main Responsibilities and Tasks

The incumbents will undertake the ICT support assignments listed below.

• Play roles of First Line ICT Help Desk Analyst to provide resolution to ICT related problems to end users. S/he independently resolves most ICT support problems reported remotely or in person or through service management tools.
• Play role of Second Line ICT Help Desk Analysts, to provide solution to critical ICT problems by research, collaboration with other technical personnel, utilizing knowledge databases, problem solving techniques etc.
• Undertake role of Move Add and Change analyst to install, configure, and remove end user ICT equipment.
• The ICT Assistants will undertake end user support, including user orientation and training on ICT products and services.
• They will be required to operate, diagnose, and maintain conference services tools including audio, video, and web.
• They will be required to travel within Kenya undertaking ICT support assignments from time to time.
• They will be required to play role of alternate to Systems Administrators in the maintenance, configuration, installation of ICT infrastructure components.

Description of the Assignment

Help Desk Analyst (First line)

• Provide first line support to end users on standard ICT products and services received via phone-in, walk-in users; calls received through Service Management tools.
• Manage lifecycle of service calls assigned to him/her till calls are resolved and closed.
• Resolve calls as per service level agreements as per service management tools protocol.
• Resolve support calls related to UNICEF standard software and hardware including Office 365 Products, email, cloud services, operating systems, laptops, desktops, printers, scanners, smartphones etc.
• Provide training, orientation on end user ICT products and services.

Help Desk Analyst (Second line)

• Provide second line support on standard ICT products and services.
• Resolve critical support calls or incidents reported by end users. Perform research from manuals, internet knowledge bases, collaborate with other help desk analyst in the team to find solutions, workaround to such problems.
• Manage lifecycle of incidents assigned to him/her in service management tools
• Resolve incidents related to UNICEF standard software and hardware including Office Products, email, cloud services, operating systems, laptops, desktops etc.

Move, Change and Add Analyst

• Install, configure, and maintain new end user ICT equipment including desktops, laptops, printers, scanners etc.
• Rollout UNICEF standard operating systems and standard software in end user computers
• Sanitize end user ICT equipment off UNICEF data before disposing.
• Advice users about lifecycle of end user ICT equipment.
• Provide basic support to Android and Apple smartphone management.

Focal person for Webinars, events and meeting support

• Facilitate ICT support to inhouse/outside meetings, conferences, workshops etc.
• Co-ordinate with facilities focal person on the available ICT facilities.
• Arrange necessary ICT facilities for the meeting.
• Provide ICT support during the meeting (Setup and manage conference services)

Other duties

• The ICT Assistants may be assigned other ICT related tasks such as supporting Business Continuity activities at designated sites outside the UN complex.
• Undertake inspection of ICT equipment procured for UNICEF counterparts at warehouse or partner locations, installation and testing of the same.

Experience

• At least 3 years work experience in ICT Support Services/Helpdesk within an environment of over 200 users in a team
• At least 3 technical certifications in Operating System environment, Networking and ICT Support: Microsoft Windows Operating System, MS Office365/Microsoft 365®, TCPIP Networking/Network Administration, ICT Security. ITIL certification will be added advantage.
• Working environment and proficiency in supporting collaboration tools (Zoom, MS TEAMS, Cloud workspace such as SharePoint, OneDrive etc.)
• At least 2 years working experience working with remote user support tools
• 2 years’ work experience with international multi-cultural institutions (UN, NGO/multinationals) environment will be an added advantage.

• Support the mobility/orientation of the UNICEF staff during external visits and field visits including setting up an enabling environment including giving verbal information to a visually impaired person about the environment when indoors and out traveling.

• Under the overall direction of the UNGEI Communications and Advocacy Manager, the Advocacy and Communications Specialist will provide technical expertise and management support to deliver UNGEI’s Advocacy strategy and support UNGEI’s cross-issue Communications to push forward UNGEI’s mandate to advance gender equality in and through education.

How can you make a difference?
Deliver UNGEI’s Advocacy Strategy

• Input into and review UNGEI’s Advocacy strategy / calendar, advising on potential targets and opportunities (for example key influencers and moments) to raise UNGEI’s visibility and push forward UNGEI’s Agenda, in particular in relation to the broader post-2030 Agenda
• Lead on or support the delivery of high-quality advocacy outputs linked to the UNGEI’s programmes, including policy briefs, donor notes, reports and other products, in particular related to gender equality in and through education, gender-responsive education sector planning, school-related gender-based violence, feminist and youth leadership and other relevant programmatic and issue-based priorities.
• Lead and participate in strategic discussions, working groups, reference groups, advisory bodies, etc. to support policy and agenda setting for girls’ education and gender equality in education related to UNGEI’s programmes and priorities.
• Work closely with the UNGEI Youth Engagement Lead to ensure meaningful participation of young feminists in Gender at the Centre Initiative (GCI) programming and advocacy, including through the convening of National Youth Coalitions for Gender-Transformative Education in GCI countries
• Lead the follow-up of the high-level political commitment of the Freetown Manifesto, developing a monitoring mechanism, liaising with UNICEF country offices in the 14 signatory countries to monitor implementation of the commitments, linking with the Global Platform for Gender-Transformative Education, inviting new countries to sign on to the manifesto.

• The Education Specialist supports the development and preparation of the Education (or a sector of) programmes and is responsible for managing, implementing, monitoring, evaluating and reporting the progress of education programmes/projects within the country programme. The Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of results on education programmes/projects to improve learning outcomes and equitable and inclusive education, especially for children who are marginalized, disadvantaged, and excluded in society.
• The Education Specialist contributes to the achievement of results according to plans, allocation, results-based-management approaches and methodology (RBM), as well as UNICEF’s Strategic Plans, standards of performance, and accountability framework.

Key Functions And Accountabilities
Support to “access to education and inclusion” programme development and planning

• Support the preparation, design, and updating of the situation analysis for the education programmes to ensure that current and comprehensive data on education issues is available to guide UNICEF’s strategic policy, advocacy, intervention, and development efforts on education programmes.
• Help the supervisor set priorities, strategies, design, and implementation plans. Keep abreast of development trends to enhance programme management, efficiency, and delivery.
• Participate in strategic programme discussions on the planning of education programmes. Formulate, design and prepare programme proposals for the sector, ensuring alignment with UNICEF’s Strategic Plans and Country Programme and coherence/integration with the UN Support to Development and Cooperation Framework (UNSDCF), regional strategies and national priorities, plans, and competencies.
• Establish specific goals, objectives, strategies, and implementation plans for the sector using results-based planning terminology and methodology (RBM). Prepare required documentation for programme review and approval.
• Work closely and collaboratively with internal colleagues and partners to discuss strategies and methodologies, and to determine national priorities to ensure the achievement of concrete and sustainable results.

Access to education and inclusion programme management, monitoring, and delivery of results

• Plan and collaborate with internal colleagues and external partners to establish monitoring benchmarks, performance indicators, and other UNICEF/UN system indicators to assess/strengthen performance accountability, coherence, and delivery of concrete and sustainable results for the assigned sector on education programmes.
• Participate in monitoring and evaluation exercises, programme reviews, and annual reviews with the government and other counterparts to assess progress and to determine required action/interventions to achieve results.
• Prepare and assess monitoring and evaluation reports to identify gaps, strengths, and weaknesses in programme management.
• Identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.
• Actively monitor programmes/projects through field visits and surveys, and exchange information with stakeholders to assess progress, identify bottlenecks and potential problems, and make timely decisions to resolve issues and/or refer to relevant officials for timely resolution.

Technical and operational support to “access to education and inclusion” programme implementation

• Provide technical guidance and operational support to government counterparts, NGO partners, UN system partners and country office partners and donors on interpretation, application, and understanding of UNICEF policies, strategies, processes, and best practices and approaches on education and related issues to support programme management, implementation and delivery of results.
• Arrange/coordinate the availability of technical experts with the Regional Office/HQ to ensure timely and appropriate support throughout the programming process.
• Participate in education programme meetings including programme development and contingency planning to provide technical and operational information, advice, and support.
• Draft policy papers, briefs, and other strategic programme materials for management use.

Networking and partnership building

• Build and sustain effective close working partnerships with relevant government counterparts, national stakeholders, global partners, donors, and academia through active networking, advocacy, and effective communication to build capacity, exchange knowledge/expertise, and reinforce cooperation to achieve sustainable and broad results on education programmes.
• Prepare communication and information materials for CO programme advocacy to promote awareness, establish partnerships and support fundraising for education programmes.
• Participate and/or represent UNICEF in appropriate inter-agency (UNCT) discussions on education and related issues to collaborate with inter-agency partners/colleagues on UNSDCF planning and preparation of programmes/projects ensuring organizational position, interests, and priorities are fully considered and integrated into the UNSDCF process in development planning and agenda setting.

• Apply and introduce innovative approaches and good practices to build the capacity of partners and stakeholders and to support the implementation and delivery of concrete and sustainable programme results.

To qualify as an advocate for every child you will have…

• Advanced University Degree (Master’s required) degree in Business Administration, Social Science, Public Administration/Policy, International Development, or other related or relevant field. Additional 2 years of relevant experience and an undergraduate degree can be accepted in lieu of the advanced degree.
• A minimum of five years of professional experience in programme planning, management, and/or education research is required.
• Experience working in a developing country is considered an asset.
• Experience working in education programme particularly focusing on access to education and inclusion portfolio is a must.
• Experience working in UNICEF is a must.
• Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Technical Competencies
Technical Competencies Must Be Demonstrated In The Following Areas

• Some understanding of the overall global development context, including issues such as poverty, climate induced emergencies and the impact of these factors on education and vice-versa; and integrated, multi-sectoral approaches to address such issues in collaboration with other sectors (including Innovation, Social Policy, Child Protection, WASH, and Social Behavioral Change within UNICEF).
• Knowledge of global developments in and managing the portfolio of « out of school children and adolescents » and international engagement strategies, including the application of the equity, gender and integration lenses.
• Some ability to support policy dialogue: translation of analytical findings and evidence into development programme and policy discussions around equity, access and inclusion (with a particular focus on children with disabilities) with partners, including government, development partners, CSOs, and academia in relevant areas. This includes experience in dealing with religious/ quranic schools.

• To this end, the Senior Adviser Child Protection (Prevention of Harmful Practices) will work in close collaboration with UN agencies, including the UNFPA, WHO, UN Women, and UNICEF programme and policy sections, particularly the Gender Section but also Social Policy, Education and Health; all the targeted countries and regional offices for the Joint Programmes; donors (particularly in the steering committees); and partner advisory groups. In order to ensure that the work on prevention of harmful practices (with a focus on child marriage and FGM/C) is effectively considered and coherently integrated into appropriate work streams, the Senior Adviser Child Protection (Prevention of Harmful Practices) will work in close collaboration with UNICEF divisions, in particular the Gender Section, and other teams (units) in the Child Protection Section. This is a Nairobi-based position with frequent international travel to regional and country offices, international conferences, workshops and seminars.

Purpose of the post..

• The Senior Adviser Child Protection (Prevention of Harmful Practices) will develop and support the work of the office on the prevention of harmful practices (with a focus on child marriage and FGM/C). Incumbent will also be responsible for leading and managing the achievement of concrete and sustainable results according to plans, budget allocations, results based-management approaches and methodology, and UNICEF’s Strategic Plans, standards of performance and accountability framework.

Strategic and managerial leadership

• Shape the evolving strategic vision and results-oriented direction for the UNICEF work on the Prevention of Harmful Practices Team as well as for the UNFPA-UNICEF Joint Programme to Accelerate Action to End Child Marriage.
• Provide supervision and guidance to the Team, setting individual and team objectives and establishing clear individual performance objectives, goals and timelines. Provide regular and timely direction and guidance to all staff on the Team to enable them to perform their duties responsibly, effectively and efficiently.
• Provide timely guidance to enable the Programme Support Unit to perform its duties responsibly, effectively and efficiently; and plan and ensure timely performance management and assessment of the Core Joint Programme Coordination Unit.
• Manage funds allocated to the work around prevention of harmful practices (with a focus on child marriage and FGM/C) by prioritizing activities to be funded, in line with the annual work plan, and ensuring efficient and timely use of funds vis-à-vis grant expiration dates.
• Establish the Child Protection Section’s annual work plan in the area of prevention of harmful practices (with a focus on child marriage and FGM/C) as well as the Joint Programme’s annual work plan. • Draft policy briefs and communicate the essential elements for realizing the strategic vision and programmatic results for UNICEF management and key stakeholders/participants in the Joint Programmes, including governments, senior managers, programme staff and other partners.

Programme development, planning and management

• Develop programme proposals and take other actions to leverage funds for the areas of responsibility, reflecting priorities on the prevention of harmful practices (with a focus on child marriage and FGM/C).
• Align global child protection programmes with the UNICEF Strategic Plan, UNICEF Gender Action Plan, international standards and mechanisms, donor development policies, and UN-wide interventions and initiatives.
• Participate in major monitoring and evaluation exercises to assess progress globally and to engage stakeholders to take required actions to achieve results, identify lessons learned and facilitate strategic use of knowledge gained.
• Prepare programme reports for UNICEF senior management, the Executive Board, donors and partners.
• Establish specific goals, objectives, strategies and implementation plans for the sector using results-based planning terminology and methodology. Prepare documentation for programme review and approval.

Advisory services and technical support

• Strengthen capacity at country and regional levels by developing inter-agency standard-setting guidance and tools to support the work around prevention of harmful practices (with a focus on child marriage and FGM/C). This will take place through strategizing with country and regional offices and partners to raise awareness of the guidelines, informed by a collected body of knowledge that can be shared and replicated across countries.
• Provide technical advice to senior management on issues related to prevention of harmful practices (with a focus on child marriage and FGM/C), resulting in strategic visibility and advocacy.
• Lead discussions on the formulation of global strategies and policies for both inter-agency and UNICEF-specific work on prevention of harmful practices (with a focus on child marriage and FGM/C).
• Improve programme and policy coherence and coordination across teams (units) in the Child Protection Section and other sections and divisions, and through engagement with other key actors.

Advocacy, networking and partnership building

• Develop and maintain inter-agency relationships supporting the development of enhanced policy frameworks, guidance and tools around prevention of harmful practices (with a focus on child marriage and FGM/C).
• Proactively build and strengthen strategic partnerships through networking and advocacy with governments, UN system agency partners (particularly UNFPA, WHO, and UN Women), donors, internationally recognized institutions, NGOs, funding organizations, research institutes and the private sector, in order to leverage these partnerships to achieve greater results for children.
• Lead technical partnerships including the UNFPA-UNICEF Joint Programmes on ending child marriage and FGM/C by serving as an active member of the respective steering committees and partner advisory groups.
• Actively serve and take leadership roles where appropriate on relevant coordinating and policy bodies, ensuring close collaboration within Programme Division and with regional and country offices and partners.
• Represent UNICEF in global forums to advocate for organizational positions in the development of global priorities.

• Advance research, and identify research gaps, with key partners in the area of prevention of harmful practices (with a focus on child marriage and FGM/C), concentrating specifically on the formulation of policy and good practice.
• Enhance acquisition of programme knowledge through systematic collection of country programme experience (lessons learned, best practices, reviews, evaluations) in the area of prevention of harmful practices, including a focus on scalable interventions as well as measurement of changes in social norms.
• Promote critical thinking and innovative approaches for the prevention of harmful practices (with a focus on child marriage and FGM/C), keeping abreast of current research and introducing and implementing cutting-edge practices on child protection management information systems. How can you make a difference?

• The HR Officer (Emergency) will support the HR in Emergency portfolio in coordinating the development of regional emergency and consultant rosters, and in providing HR support to country offices affected by emergencies.
• Under the guidance and supervision of the Human Resource Officer, P2, ESARO, the Human Resources Officer (Emergency) will finalize the current development of the external roster, pursue the update of the internal rosters, and launch the update of the consultant rosters.
• The incumbent will provide active support to the HR in emergency (HRiE) portfolio through the identification of surge, staffing and consultant needs across the region. S/He will also develop related rosters in collaboration with different stakeholders.

Duties
The selected candidate for this assignment may be assigned the contributory accountabilities for all or part of the following areas of major duties:

• Coordination of rostering process in collaboration with key stakeholders:
• Coordinate communication campaigns to update staff members and different stakeholders across the region and the organization on the rostering process.
• Launch vacancy announcements related to consultant rosters.
• Coordinate the skills assessment process for selected candidates, in collaboration with involved RO sections.

Purpose

• The purpose of the UNICEF internship programme is to provide a framework by which students pursuing university or having recently completely a tertiary education are assigned to UNICEF offices to enhance their education experience through practical work assignments; to expose them to the work of the UNICEF; and to provide UNICEF offices with the assistance of qualified students or recent graduates specialized in various professional fields.

• The Programme Associate works in close collaboration with a range of staff in the CO, external partners, and agency counterparts in support of programme design and delivery. Summary Of Key Functions/accountabilities
