Purpose of consultancy

To contribute towards the work of the Multisectoral Engagement for Health Security (MHS) particularly in implementing the Software Development Life Cycle (SDLC) of the web portal. Activities will include business requirement writeup, business-technical consultation, wireframing, mockup, module’s consultation, and user acceptance testing such as IHR National Focal Point, Expert Roster, API, GSPN, EHS, Portal Multilingual Features and others. Consultant also will contribute to maintaining the data of the portal.

Deliverables

  • Deliverable 1: Implementation of the Software Development Life Cycle (SDLC) process of SPH Portal’s modules, this includes business requirement writeup, business-technical consultation, wireframing, mockup, module’s consultation, and user acceptance testing.
  • Deliverable 2: Provide newly developed and existing web module’s training and troubleshoot to WHO Headquarters, Regional Offices, Country Offices, donors & partners.
  • Deliverable 3: Development of SPH Portal with WHO Multilanguage features that allow users to select based on their profile preference.
  • Deliverable 4: Improvement or new development of Application Programming Interface (API) on SPH Portal with other module within internal and/or external WHO such as NAPHS, JEE Toolkit, eSPAR, WHO IHR Benchmark, SimEx Toolkit, etc.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • University degree in Computer Science, Software Engineering, Graphic Design or related field.

Desirable: 

  • Qualification in computer language/s with training in one or more of the following: Python, R, SQL, PowerBI, SharePoint, and CMS Sitefinity. 

Experience

Essential:

  • 2 to 5 years’ experience in IT development or application analyst, portal (content management system, such as Drupal) data management and maintenance and software development life cycle monitoring process.
  • 2 years’ experience as Frontend Web Designer to produce functional web page designs and hand-coded pages, which can be implemented into our portal.
  • Experience in UX/UI design.

Desirable: 

  • Relevant experience working for large multinational company or International Organization/UN agency in complex business and/or IT programmed or projects.
  • Experience with SPH portal features, IHR capacities, JEE technical areas, or public health emergency preparedness and response.

Skills/Knowledge:

  • Ability to design clean, modern, responsive websites with thoughtful content architecture and navigation.
  • Business analyst skill and software/web development life cycle knowledge.
  • Advanced knowledge of Adobe Creative Suite, with expertise in Photoshop/Illustrator & XD for creating web design mock-ups and compressing images for web browsers.
  • Thorough understanding of HTML5 and CSS3, and ability to hand-code semantic frontend web pages to current web standards.
  • Ability to create beautiful web page layouts and produce semantic HTML/CSS/JavaScript code necessary to bring those designs to life with cross-browser compatible web pages.
  • Ability to design within WHO organization brand guidelines.
  • Understanding of JavaScript/jQuery principles and implementation. 
  • Advanced knowledge and direct JavaScript development skills.
  • Knowledge of Drupal 8 Content Management Systems.
  • Understanding of form processes, and proficiency in creating web forms and auto-responders.
  • Ability to create organized and intuitive file and directory structuring and file naming, and ability to adhere to existing structures.
