To analyze and contextualize security information that identifies potential impact on WFP personnel, assets and operations, contributing to WFP’s security ability to acquire, process and effectively communicate security threat information supporting decision-making and ensuring operational success.

ACCOUNTABILITIES/RESPONSIBILITIES

Under the direct supervision of the Regional Security Analyst, the incumbent will be responsible for the following duties:

  • Address security information requirements by applying agreed approaches and methodologies in security information analysis consistent with WFP and wider UN security information management policies, guidelines and procedures. 
  • Conduct research on security threats and risks in countries of WFP operations in Eastern Africa. 
  • Monitor security incidents, situation reports, media and other sources to support security information analysis. 
  • Evaluate acquired information ensuring relevance, reliability and accuracy that contributes to comprehensive security information analysis. 
  • Maintain collaboration within and outside WFP for effective information sharing on security analytical papers, security situation, threats, risk analysis and trends contributing to information sharing cohesion. 
  • Assist the Regional Security Analyst with the development and maintenance of information source/resource lists 
  • Monitor WFP and UN Security Incident Reports (SIRs); ensure necessary follow-up and integrity of SIR data; prepare SIR analysis. 
  • Identify elements of essential information and, in a timely manner, alert supervisor for assessment and potential wider management distribution. 
  • Identify trends in the security environment with implications on WFP personnel, assets and operations to support WFP’s access strategy, improve conflict-sensitive and gender-sensitive programming and protection-related efforts.
  • Monitors upcoming events in the short-term, medium-term and long-term perspectives, highlighting events which may have impact on the security situation in countries of the region
  • Contribute to and/or prepare accurate and timely security updates, security analysis reports, statistics and trends analysis for supervisor’s review. 
  • Draft SRSO office routine security analysis documents for supervisor review, and disseminate finished products 
  • Assists the Regional Security Analyst in preparation of security-related inputs to routine corporate and operational products and processes, with a focus on developments that affect or may affect the safety and security of WFP staff/assets/operations. 
  • Prepare and update country-specific overviews to facilitate development of corporate products (ie. country strategic plans), security risk management products (ie. Ad-hoc SRMs), or training programs (ie. WSAT) 
  • Provides inputs for topical analysis and other analytical reports/updates pertaining to cross-cutting issues affecting WFP operations in Eastern Africa. 
  • Contribute to and/or prepare briefings as required on security developments, threats and risks in specific areas of relevance to WFP operations. 
  • Contribute to the development and maintenance of security information knowledge management databases and tools. 
  • Perform duties of Regional Security Analyst as required.
  • Performs other duties as required.

STANDARD MINIMUM QUALIFICATIONS

  • Education:  Advanced university degree preferably in Political or Social science, Military Science, Security Management, International Relations, History.
  • Experience: A minimum of 2 years of professional experience in political or security analysis with an academic, military, police, intelligence, humanitarian, peacekeeping, diplomatic, corporate security management or other related organization is required.
  • Languages: Fluency (written and spoken) in English is required. Working knowledge of another UN language (French, Arabic, Chinese, Russian and Spanish) is desirable.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Competency with statistical analysis
  • Digital literacy, particularly experience with GIS, data visualization tools, knowledgement/information management practices
  • Understanding of OSINT concepts practices 
  • Knowledge and understanding of methodologies for information collection, collation and analysis.
  • Excellent critical thinking and English writing skills.
  • Proven ability to conduct research projects and perform academic or similar studies. 
  • Proven ability to produce analytical reports on security and political issues, preferably in the international perspective.
  • Proven ability to communicate complex concept orally and in writing.
  • Ability to appreciate sources, resources and information in terms of relevance and credibility.
  • Knowledge of the UN context, preferably in the field of security management, peacekeeping or humanitarian operations, is an asset.
  • Ability to identify priority activities and assignments, effectively manage workload.
  • Ability to work under strict deadlines.
