About the Role

The Grants Specialist For New Cities will be responsible for driving the fundraising strategy to secure and manage significant income from a diverse range of funders to support Fresh Life’s expansion into new cities in Kenya and across Africa. They will lead collaborative research, engagement strategy and proposal development for funders to increase the scale and impact of the organization. A confident networker, they will represent the organization at meetings, forums and events in order to initiate and strengthen strategic relationships. They will support the organization in the research and development of strategies for Public-Private Partnership (PPP) with government entities. They will contribute to the organizational business development knowledge with best practices, procedures, and tools for the diversification of financing structures. 

Duties and Responsibilities

• Achieve Fresh Life’s ambitious fundraising targets for new cities through building and maintaining partnerships with key external stakeholders, including philanthropic and institutional funders.
• Collaborate closely with the fundraising teams of public utilities to achieve joint fundraising and visibility goals.
• Lead all aspects of donor relationships, including conducting prospect research, preparing proposals, managing internal execution of grants, and reporting, working closely with the Operational and Finance teams.  
• Craft strong, tailored messages that resonate with existing and new partners and funders. 
• Build and manage strong, trust-based relationships with key stakeholders at multilaterals, governments, and in the WASH industry.

Responsibilities:

Strategy

• Contribute to the further strategic and programmatic development of DRC’s CVA portfolio in Somalia, Kenya and Ethiopia, across DRC’s Response Framework and its three programmatic platforms (Responding to Emergency; Solutions to Displacement; Addressing Root Causes). This includes further defining DRC’s strategic niche in building the self-reliance of conflict- and displacement-affected populations in fragile contexts through effective and timely emergency responses.
• Review and refine the strategic uses, planning and design of Market Systems Approaches (including in support to basic needs, in close collaboration with the Regional Emergency Coordinator) including via facilitating strategic workshops and based upon relevant assessments and stakeholder consultations.
• Ensure all CVA activities across operating countries adhere to globally approved cash-based programming standards.
• Liaise with Global Economic Recovery Team, Global CVA lead and Global Emergency Unit on global initiatives (e.g. programme, policy, advocacy, research) and represent DRC externally at regional level in relevant technical, policy and advocacy forums and communities of practice.
• Collaborate with other sector leads (e.g. Protection, Humanitarian Disarmament, CCCM and Peacebuilding, Environment, etc.) at country or regional level to explore options for integrated programming.

Capacity Strengthening

• Identify technical and/or programmatic gaps and provide training, mentoring and capacity building as required, and specifically for technical line reports.
• Complete regular field visits to deliver training, technical oversight, identify needs, provide support, trouble shoot, strengthen capacity, and ensure quality programming.
• Specific areas of focus:
• Rapid Market assessment and cash feasibility: support uptake/better use of targeted rapid market assessment and analysis, including labour market assessments, in support of market systems programming across DRC’s Response Framework.
• Modality selection/due diligence: deepen DRC Economic Recovery and Emergency staff’s ability to undertake robust modality selection (across cash, vouchers, or in-kind – alone, or in combination with other assistance modalities such as service provision or infrastructure); systematically further embed and build capacity for the use of DRC’s Modality Due Diligence (MDD) tool in the design of Economic Recovery programs.
• Monitoring and evaluation: support outcome monitoring to measure programme quality, and evaluate impact, cost-effectiveness and relevance.
• Participation and accountability: support DRC operations to increase the participation of and their accountability to populations of concern.
• MSA preparedness: support organisational preparedness for market systems programming (including CVA and uptake of digital payments in country operations).

Technical & Operational Support

• Technical support: provide technical advice and support to Economic Recovery and Emergency teams on assessment, design, set-up, implementation, monitoring, learning and reporting of higher quality, more timely and more accountable needs, preferences and market-based Economic Recovery programming on behalf of IDPs or refugees, and their host communities.
• Act as Project Focal Point for dedicated EC Rec GFFO projects and ensure the projects meet outcomes, indicators and budgetary targets in a timely manner through monthly project review coordination meetings with AMs.
• Quality assurance & compliance: follow up on the implementation of DRC’s minimum standards for Economic Recovery programming and lead the development, harmonization, rolling out of and training in core programme tools, guidance and standard operating procedures (SOPs) as required, with a particular focus on early recovery interventions. Assure compliance with DRC standards and procedures, and alignment with global and regional strategies, including through regular coordination with colleagues in support services at Regional and HQ levels.
• Risk management: support organisational risk management related to MSA and for core Economic Recovery activities.

Overall purpose of the role

The WASH Coordinator will provide targeted and high-quality strategic guidance, capacity strengthening and technical leadership to DRC Emergency WASH portfolio in the Horn of Africa region and will promote and reinforce DRC’s leadership and expertise in ensuring climate and displacement-affected populations in Somalia, Kenya and Ethiopia are provided with critical WASH lifesaving assistance.

A specific focus for the WASH Coordinator will be the supervision of the quality of the implementation at site level, in coordination with WASH country teams, Clusters and relevant authorities. This entails building effective collaboration with a diversity of stakeholders, ranging from displaced communities, host community representatives, humanitarian partners, and local authorities. A secondary focus will be to support the development of integrated programming across other DRC core sectors of intervention (including CVA, CCCM and Protection).

The WASH Coordinator reports to the Head of PMU and works in close collaboration with the WASH colleagues in country and the other technical specialists within the regional PMU.

Key responsibilities

WASH Technical Support

• Lead the development, update and roll out of DRC’s WASH strategy in Somalia, Kenya and Ethiopia in response to the drought.
• Lead the harmonization of the methodology, tools, processes, and outputs within the various field teams and externally with Country Cluster partners.
• Provide technical support and overall coordination in the design and implementation of WASH programming.
• Represent DRC in WASH and Shelter clusters, as well as the relevant technical working groups and vis-a-vis the national and local authorities as required.
• Participate and support existing coordination mechanisms.
• Contribute to WASH related MEAL planning and implementation.
• Contribute to donors reporting requirements, PDMs and ensure all data is collected and indicator tracking tools are updated regularly.
• Ensure that the proposed actions are based and respect both IDPs and host communities’ needs.

Oversight of WASH Implementation

• Support the development and implementation of DRC’s WASH activities in response to the drought.
• Conduct frequent field visits to monitor the quality of WASH implementation.
• Improve utilization of site monitoring data in informing humanitarian responses, as well as utilization of the data for analysis and advocacy purposes.
• Ensure integration with other DRC sectors such as Economic Recovery, Protection, CCCM and Humanitarian Disarmament & Peacebuilding (HDP) during implementation.
• Contribute to the implementation of beneficiary feedback mechanisms at field sites.
• Oversee protection and Age, Gender and Diversity (AGD) mainstreaming in all DRC WASH activities.
• Oversee and support representative committees and community groups, ensuring Inclusion is main factor in composition and any community-based targeting.
• Establish and maintain coordination amongst key actors, including government representatives, UN agencies, international and national NGOs and other service providers groups.
• Assist in monitoring, in close collaboration with CCCM/SMC and Protection, activities implemented by DRC in IDP sites, as well as the activities of other organisations.

Community Engagement Sponsorship Program implementation

• Facilitate development of CESP project annual operating plan (AOP)
• Roll out Child Protection Minimum Programming Standards in the AP using approved programming models.
• Ensure Child protection, participation and safeguarding is integrated in the monthly, semi-annual and annual reporting
• Ensure integration of RC in CPP&S projects/activities as beneficiaries
• Ensure Child protection, participation and safeguarding responsive programming with specific consideration of the objectives and indicators

• Gift Notifications (GNs) are tracked, processed, closed at AP and NO and acknowledgement documentation sent to SO within the standard timeline as per the respective SO requirements.

• Facilitate production of sponsorship 2.0 products (Child Greeting Video (CGV), Child Special Moment Videos (CSMVs), Community Introductory Videos (YIVs) and Community Annual Photos (YAP)) as per guidelines/standards and timelines
• Ensure RC level are maintained as per the AP plan
• Ensure overage RC records are dropped as per standards
• Facilitate development of MOUs with LIs and timely funding of the LIs

Summary of position

The WASH officer shall take charge of technical aspects of Emergency WASH and Community based water supply system and Hygiene promotion on behalf of the program under the supervision of the Program Manager. His/her main roles and in consultation with the WASH Program Manager and the county government technical teams shall include; planning, implementation, (technical oversights), monitoring and evaluation of high quality, innovative WASH projects.

Purpose

The WASH officer shall be responsible for the daily implementation, monitoring, and regular consultation with program partners on WASH program components. Ensure linkage, synergies and complementarity with other sectorial interventions, i.e. Nutrition, Food security and livelihood as well as proper coordination, consultation and information sharing with partner’s communities and other stakeholders.

Engagement

Represent Action Against Hunger in all coordination forums at county and sub county level, collaborate with other implementing partners, INGO, UN bodies and the local communities to ensure successful implementation and smooth running of the projects

Successful implementation of WASH interventions in target areas in line with internationally/Nationally accepted standards and ACFs /national technical guidelines as well as the donor requirements.

Essential job functions

Planning, design and implementation of water and sanitation projects.

• Identification and technical assessment of feasible water sources at the community level.
• Work in Partnership with government line ministries (county department of water) to prepare technical designs of feasible water supply projects.
• Ensure the construction of water systems (groundwater or surface water), protection, abstraction,storage,treatment, and distribution for new systems or rehabilitation of existing systems as well as the construction of the most appropriate form of sanitation systems, in consultation with the beneficiaries and line ministries
• Preparing bidding documents, materials and technical work specifications.
• Regular monitoring of ongoing WASH construction activities to ensure all the activities are as per the design, specifications and work schedule and also Verify the work done at site and recommend for payments to contractors.
• Ensure integration of Water, sanitation and hygiene promotion components of projects
• Capacity Building and strengthening of water management committees and linking with private sector service providers for post construction support.
• Ensure that   procurement is timely initiated, monitored and prioritized by the logistics team.
• Support water quality testing and monitoring at communal water points and household level and recommend remedial
• Support implementation of sanitation and hygiene promotion activities
• In coordination with Program manager, Monitoring and evaluation officer and county teams, design and conduct all baseline assessment, KAP surveys and follow-up assessment with concrete feedback findings.
• In coordination with MEAL and WASH PM undertake/take part in quantitative/qualitative assessments to identify key risky hygiene behaviors to work on and to capture key achievements with-in the framework of project/s,
• In coordination with MOH, ensure proper implementation of hygiene and sanitation component of WASH projects with-in allocated budget and timelines.
• Support planning and implementation of community mobilization activities (using; community led total sanitation and any new methodology that may be introduced and appropriate.)
• Provide technical support to communities in construction of appropriate and context specific household latrine
• Provide support to the distribution of hygiene items, and conduct monitoring and follow up to ensure proper usage of items and appropriateness.  

Reporting and Program Development

• Compile program reports on a timely basis in liaison with other program staff; Weekly SitRep, Monthly (statistical and narrative), Quarterly and annual donor reports
•   Maintain full qualitative and quantitative records and reports of activities, disaggregated by age, gender where appropriate
•  In collaboration with the Program Manager prepare progress reports, quarterly and final donor reports, project procurement plan and contributes to survey reports.
•  In collaboration with Program Manager and coordination team; contribute in defining technical strategy when required.
•  In liaison with the program manager develop project proposal to address County specific gaps
•  In liaison with the County MOH/MOW and other partners, develop joint work plans for key activities as stipulated in the project document.
•  Support MOH focal persons on information, data management and reporting through the KHIS and CLTS HUB
• Participate in the planning, organizing and implementation of surveys, assessments and research studies including post distribution monitoring
• Information exchange and cooperation with Action Against Hunger interventions and stakeholders
• Collaborate with all other Action Against Hunger departments and sectors to ensure the projects are integrated.
• Coordination with other Partners, Department of water, INGOs, NGOs, CBOs, communities, local leaders and the UN working in this area to ensure smooth running of projects.

Supervisory Responsibilities

• In liaison with county health management teams, the WASH officer will work closely with MOH in supervising CHVs at community level
• In liaison with the County water department, the WASH officer will work closely with the sub county water officers in supervising the water management committees at the field level

Fiscal Responsibility

•  Prepare cash forecast in liaison with the other program staff in line with the work plans
•  Ensure the expenditure is as stipulated in the budget lines and strict adherence to the budget limits
•  Propose  anticipated budget realignment in discussion with program manager
•  In liaison with the Program Manager Monitor budget spending in line with spending plan; ensure diligence in grants utilization including timely spending and value for money.
•  Support the Program manager in monthly budget reviews and suggesting amendments to Finance

Overall purpose of the role: 

The Humanitarian Disamorment and Peacebuilding Manager will provide overall technical leadership to the Humanitarian Disarmament and peace building (HDP) sector, and provide leadership in the design of HDP projects in the country operation. He/She will also lead on HDP sector level fundraising, donor engagement, technical program support to area teams and represent DRC Kenya and HDP related forums. He will be HDP government focal point and a key interlocutor with HDP partners and other key stakeholders. He will provide leadership to current HDBP projects, with project oversight responsibilities.

Duties & Responsibilities:

Strategy Development

• Develop the HDP country sector strategy and ensure it is updated at all times.
• Provide constant political and economic analysis of the national context as related to the HDBP sector
• In co-ordination with the DRC HoP and Regional HDP technical coordinators on Peacebuilding, support the development of related HDP cross border initiatives into neighbouring countries.
• Support the Country Director in drafting, promoting, and rolling out of all HDP-relevant strategic planning documents in broad consultation with all staff. 
• As an E-SMT member, ensure regular and critical review of the country strategic and action plans. Follow-up on the action plan and report against its indicators.
• Align and integrate HDP activities along other DRC Protection work.
• Support the Country Director by inputting into the Government Engagement Plan and supporting linkages with relevant government ministries/departments in line with the HDBP strategy
• Support the Head of Programs in harmonizing programme approaches and HDP delivery across the country program workstreams and governance levels

Management, Coordination and monitoring

• Management, operational oversight, coordination and implementation of HDP projects within the DRC Kenya programme. 
• Ensure high quality project implementation for HDBP Sector and DRC joint projects in accordance with donor and DRC regulations as well as in line with agreed indicators, budgets, and work plans.
• Support and technical supervision of HDBP project staff. This includes coaching, ensuring co-ordination between Area  managers, recruiting and development of HDP staff.
• Provide appropriate and timely technical feedback to HDBP staff regarding their performance, including annual staff performance appraisals. 
• Identify with HDBP staff their needs and opportunities for professional development.
• Serve as a member of the country Extended Senior Management Team.
• Develop and monitor an annual HDP workplan and budget implementation at country level
• Work together with the Head of Programs and other program Teams to produce an annual county level workplan to ensure vertical integration of all HDP interventions and strategies 
• Work together with the MERL Unit to develop and monitor log frame indicators, intervention logic and a theory of change for the  HDP sector. 

Programme development

• Develop and expand the HDP components of the DRC Kenya programme. 
• Lead in proposal development for HDP sector.
• Lead in fundraising efforts for HDP components
• Support the Country Director in representation for HDP related forums.
• Be a driving force in terms of developing HDB projects within the DRC Kenya programme objectives.

Finance, administration and safety

• Responsible for HDP budget monitoring, financial management and expenses control including compliance with minimum DRC and donor requirements and ensuring that the necessary systems are in place.
• Responsible for ensuring that HDBP Country staff adherence to security procedures, monitoring the development in the security situation, developing contingency plans etc.
• Reporting
• Ensure all reports related to the HDP sector are compiled, quality checked and submitted on time to the donors in close consultation with the area teams, MERL Unit and the grants team. 
• Contribute to the quarterly, annual and other project reports as required
• Review technical content of downstream partner reports to ensure high quality technical reporting 
• Contribute to programme deliverables as they relate to the relevant  HDBP workstreams. 

Representation/Liaison

• Represent HDP’s work in Kenya towards local government authorities, donors, partners, UN agencies and international and local NGOs and  selected local co-ordination forums. 
• Be the point of contact for collaborating with national partners under HDBP sector
• Provide overall technical management of the delivery of collaboration and national partner activities by providing technical assistance and attending activities to ensure set objectives are achieved

Fundraising & Accountability

• Actively identify and respond to relevant funding opportunities. The funding environment in Kenya is challenging and will require significant focus and capacity.
• Lead proposal development to maintain and expand HDP’s portfolio in Kenya and on borderlands.
• Guided by the DRC Programme Handbook, continuously monitor and develop relevant accountability initiatives in the field as well as strengthening the effort to document the impact of HDP’s activities.

Experience and technical competencies:  

• Demonstrate an understanding of the ever-changing Kenyan landscape (including cross border dynamics) as relates to politic, conflict, peace and security.
• Demonstrate conceptual and practical knowledge on Conflict Sensitive Development, security governance and related fields in a management capacity.
• Minimum of five years working experience with International NGOs or operational UN agencies, including at least two years' experience of community-level conflict sensitive programming.
• Proven experience in project management, including budget expenditure, donor relations, reporting, proposal writing, staff management, and monitoring and evaluation.
• Demonstrable leadership and management skills, including team building and management by example.
• Demonstrable ability to think strategically, prioritize, and meet deadlines in a complex and challenging environment.
• Demonstrated ability to mobilise resources and expand programmes
• Excellent writing and verbal skills in English for project proposals, reports, and communications; Swahili skills is an added advantage.
