Mercy Corps’ AgriFin Digital Farmer (ADF II) program will work to reach five million smallholder farmers across Kenya, Tanzania, Ethiopia, and Nigeria - 40% of whom are women - living on less than $2.00 per day, who will utilize DFS and/or DIS as a result of this project. In partnership with Bill and Melinda Gates and Bayer Foundations, ADF 2 seeks to support the expansion of digitally enabled services to 5 million smallholder farmers, delivered by growing ecosystems of diverse service providers and building farmer income, productivity, and resilience by 50% while reaching 40% women. ADF II will continue to target farmers who work across a wide variety of crop, livestock and fish value chains, most of whom have diversified production systems growing multiple crops for both home consumption and sale. The program is expected to have positive impacts on farmers and direct partners providing services to farmers and ecosystem actors adopting learnings from program activities. One of the main deliverables that we expect to produce as part of the ADF II program is the development of a sustainability plan to ensure the program’s sustainability beyond the four-year grant. One key area of focus for this piece of work is the design and development of the ADFII sustainability plan. As part of this ADFII sustainability plan, the AgriFin Program also plans to expand into new geographies, the program and get the opportunity to support partners expand their reach into new markets and support burgeoning agritech and fintech. However, as part of this program, the approach needs to ensure that the growth and expansion is sustainable, without adversely affecting the scaling support the program is currently engaged in.

The ADF II sustainability plan is closely aligned with the Mercy Corps Agrifin Global Expansion Strategy, and the outputs from this strategy will provide additional guidance and inputs into the ADF II sustainability plan.

Purpose / Project Description:

The purpose of this engagement is to engage a consultant for the development of the ADFII sustainability plan informed by the review and revision of the AgriFin Global Expansion Strategy. This will be done by assessing the various income generation and fund streams, revising the country assessment and readiness index metrics, updating the data for the assessment, and recommending countries to support an ADFII sustainable expansion. The consultant will validate the strategy with the AgriFin team and will develop the implementation plan (AgriFin expansion strategy implementation roadmap) that will help the AgriFin team to implement the expansion plan.

Consultant Activities:

The consultant will engage with the AgriFin team across the following key activities:

1. Design and development of ADFII sustainability plan
2. Review and update the expansion strategy
3. Validation of the strategy
4. Develop an AgriFin expansion strategy implementation plan

Consultant Deliverables:

The consultant will work to produce the following deliverables, in close collaboration with the AgriFin SMT:

1. Work Plan for the engagement, including proposed timelines for the listed activities
2. Revise the MCAF readiness index and country segmentation model that assesses countries and select geographies for expansion
3. Hold validation session with the MCAF SMT team to review the readiness index and opportunity analysis, refining thinking and developing initial directions for MCAF strategy.
4. Prepare country profiles for the top 25 countries for expansion, prioritizing the top 10 countries for MCAF to focus on first as part of the expansion
5. Design a global expansion sustainability plan
6. Develop an implementation plan for the global expansion strategy, and sustainability plan, including timelines.

April 7, 2023:

Design AgriFin ADF II sustainability plan:

• Design and development of ADFII sustainability plan informed by review and revision of AgriFin Global expansion. Activities:
  
• Ramp up and prepare a work plan for the engagement including proposed timelines for the listed activities
• Assess potential revenue-generating sources/areas for the AgriFin program with identified key elements of monetization i.e., assessing the landscape of Sprout, Accelerator, etc. digital agri hub, etc.
• Design/propose a set of cost sharing, revenue/equity sharing, or other international best practices that the global expansion can incorporate to ensure the sustainability of the program and depend less on donor funding. Ex. https://agfunder.com/portfolio/

May 20, 2023:

Review and update the expansion strategy:

• Revise the Mercy Corps AgriFin (MCAF) readiness index and country segmentation model that assesses countries and select geographies for expansion, including high-potential markets where Mercy Corps may choose to expand, potentially working with contracted data analysis consultant, to be managed by the Mercy Corps AgriFin Global Strategy Lead. Activities:
• Prepare a work plan for the engagement including proposed timelines for the listed activities
  - Update/ review the country assessment metrics that will be used to develop a scorecard for the countries
  - Conduct interviews with key MCAF staff on the assessment and the prioritization metrics

Required Experience & Skills:

Summary

The Chief Financial Officer (CFO) will play an exciting and rewarding role in helping build VillageReach’s transformative growth and impact. The CFO is a strategic leader who will plan, lead, and ensure quality control over VillageReach global finances, financial activities and systems, and the financial strength of the organization. The CFO provides strategic leadership, financial expertise, and management oversight over VillageReach financial strategy, budgeting, planning and analysis, payroll, banking, tax, accounting, and auditing functions; ensuring compliance with applicable laws, regulations, internal controls, funding requirements, and the highest standards of financial management to meet current and future needs of the organization. As a member of the Executive Team, the CFO will also provide strategic leadership to VillageReach and align our organizational vision and strategy and the financial goals and objectives across the organization.

Description

Essential Duties and Responsibilities include the following:

• Serve as VillageReach Treasurer, collaborating with the CEO and the Board of Directors on financial and operational strategies for achieving financial health. Bring innovative thinking about how to be financial successful in a changing world.
• Partner with Country Directors and other senior leaders to drive strong financial management and financial strategy across the global enterprise.
• Provide budgetary oversight, management support, and financial accountability for the organization, including leading and directing the process of annual budgeting, long-term budgeting and reforecasting, and financial planning and analysis.
• Perform analyses, forecasts, and reporting; develop planning scenarios to inform strategic and operational decision making by the President, management team and other leadership, and the Board.
• Lead and develop the team that ensures VillageReach has sufficient technical capacity in accounting, payroll, budgeting, banking, debt management, tax, and financial and award compliance.
• Oversee organizational cash flow, forecasting, annual financial audits, tax compliance, and associated reporting.
• Ensure the accuracy and integrity of financial information, as well as the effectiveness of financial policies, procedures and practices globally.
• Mentor, train, and support finance and administrative staff worldwide.
• Review and improve financial systems including maintenance of current systems, review and analysis of efficiencies, and intentional upgrades/systems implementations to minimize redundancy and bottlenecks in financial reporting and analyses.

REQUIREMENTS

Supervisory Responsibilities:

This position directly supervises up to five (5) US-based staff, with dotted line support of three (3) additional finance staff located in country offices. The CFO carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; monitoring performance; rewarding and disciplining employees; and addressing complaints and resolving problems.

Education & Experience:

Required:

• Bachelor’s degree, with advanced degree in Accounting and/or MBA.
• At least 10 years of progressively more complex experience directly managing and overseeing organizational financial operations.
• Demonstrated understanding of financial risk management and mitigation, and means to drive finance strategy across an organization, effectively manage financial professionals, and ensure high standards of financial management and compliance across the organization.
• Demonstrated experience and expertise: (1) leading finance activities in a +$25 million complex, multi-site, global nonprofit organization; (2) handling diverse compliance and reporting requirements, including US and international governments, bi-lateral, and multilateral grants and contracts; (3) financial and data management systems expertise; (4) problem-solving orientation working in diverse, dynamic, and challenging environments.

Environment and Physical Demands

Location of position is flexible, as long as the candidate is able to work hours that overlap with both our Africa and US offices. VillageReach has no private offices, employees work in a shared, open environment with task and conference rooms accessible to employees for privacy and meetings. The noise level in the work environment is usually quiet. Due to the time zone differences between our Seattle office and our Africa Offices and location of other global staff, US based staff are expected to be available for early morning meetings starting at 6am; and global HQ and Country office staff are expected to be available for late afternoon/evening meetings up to 6pm. Role is computer based and requires sitting and/or standing at a desk, using a mouse, keyboard, and laptop and viewing screens.

Compensation:

VillageReach has an established compensation structure that is based on the relevant market and internally transparent. The starting range for this position is $153,300 to $193,100. Chemonics seeks a technical advisor – maternal and newborn health for the ongoing USAID Frontier Health Markets Engage (FHM Engage) project. The project aims to provide technical assistance (TA,) supporting local actors to improve the ability of health markets to meet supply-side capacity gaps and consumer preferences, contributing to equitable provision of and access to high-quality family planning (FP), maternal and newborn health (MNH) and other health services and products in mixed health systems.
