• The CBI (Cash-Based Interventions) Associate is supervised by a professional staff member who provides the incumbent with general guidance and workplans. The incumbent works quite independently with an oversight from the supervisor and may directly supervise some support staff.
• Contacts are mainly with the colleagues in the same duty station to exchange information and to discuss the work plans. External contacts are with the national and local authorities for gathering and exchange of data.

Duties

• Manage the use, maintenance and technical support of databases used in the cash-based interventions.
• Generate statistical reports based on the standard reporting formats and ad-hoc reports, charts and tables as required by the management.
• Prepare and administer accurate lists of beneficiaries for the regular assistance through bank ATM/IRIS system in line with the procedures established by the office.
• Assist in developing and administering UNHCR Regular CBI database.
• Assist in the monthly reconciliation and refund process for the cash assistance project.
• Assist in preparing detailed reports and breakdown of the cash assistance provided to the refugees.
• Cross-check databases to ensure that all beneficiaries are active cases.
• Keep cash lists updated and free of duplications and ensure delivery of cash assistance to beneficiaries in a timely manner.

ROLE PURPOSE: 

The Finance and Awards Officer will support the Finance Coordinator in managing the finance activities, financial controls, computerised accounting systems and staff in Nairobi, Turkana and Samburu in line with Save the Children’s financial procedures. S/he will also support Awards management, by advising on compliance, participate monthly awards review meetings in consultation with the Award Manager, coordinating BVA feedback, and working with budget holders to ensure implementation is on track. 

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Country Dimensions:  Save the Children has been operational in Kenya since the 1950s, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners. Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH. In 2012, as part of a global reorganization process, Save the Children combined the programmes of SC UK, SC Canada and SC Finland to create a single operation in Kenya. In Feb 2014, we completed a second transition, which saw us join forces with the British INGO, Merlin, and merge their health and nutrition programmes with our own.  Save the Children now has an operational presence in Bungoma, Dadaab Refugee Camp, Garissa, Mandera, Turkana and Wajir and we work through partners in many other parts of the country. In 2016, Save the Children established a new project office in Madagascar whose operations are managed by the Kenya CO. In total, we employ around 250 staff in both countries and had an operating annual budget in 2016 of approximately US$17.5million.

KEY AREAS OF RESPONSIBILITIES

General Management:

• As a member of the Nawiri and finance team, demonstrate the behaviours that are consistent with Save the Children’s Mission, Vision and Values and ensure their broader application by staff across the programme;

Finance:

• Reviewing Nawiri expenditure and income to ensure that they are correctly coded and recorded on a timely basis.
• Ensuring that all income and expenditure is adequately authorized prior to uploading in the system.
• Ensuring that the SCI financial procedures for Bank and Cash are always followed.
• Passing of correction journals in the system
• Checking all the transactions are entered correctly
• Support the finance coordinator in Inducting Nawiri new staff into SCI financial policies and procedures applicable in the field offices and ensure that changes in policies are communicated to staff at all levels.
• Adhere to the CO finance diary including Month end closure, ensuring that all deadlines are met and submissions made to Nairobi Office. This involves liaising with the PSO in FOs to ensure that documents are send to Nairobi on time.
• Support the Nawiri Finance Coordinator in addressing audit recommendations in good time and ensure field staff fully understand and comply with the standard financial procedures.
• Processing the payments for Nawiri including M-PESA and online payments.
• Ensure that all Nawiri documents are archived and scanned properly.

Reporting and Financial Analysis :

• Prepare weekly VAT, customs and levies schedule and fill DA-1 forms for reimbursement in compliance with USAID guidelines
• Prepare and keep track of the annual VAT reports to the donor in compliance with USAID guidelines and contractual agreements with the prime.
• Prepare the BvA for the Nawiri programme on a weekly basis, document the deviation from the donor approved budget and communicate to the budget holders.
• Advice the budget holders on coding of transactions with emphasis to project codes, this will also involve training of budget holders on coding of transactions.
• Take part in preparation of financial reports to donors in compliance with USAID guidelines and contractual agreements with the prime.
• Take part in budget realignment/revision and ensure that this is done on time and accurately.
• Support the Finance Coordinator in development of monthly cash forecast for Nawiri programme.

Awards Management:

• Support the Nawiri Finance Coordinator in the upload the phased budgets as per the phased budget submitted by the budget holder.
• Work with the Finance Coordinator to manage and update the master budget for Turkana and Samburu offices, and pro-actively highlight gaps;
• Support the Finance Coordinator in award opening and closing meetings for Nawiri with the Budget holder
• Work with the Finance Coordinator in coordinating the monthly Awards Review Process in Samburu and Turkana.
• Support capacity building of coordinators and managers in Awards management;

Policy & Donor Regulations Compliance:

• Assist Turkana and Samburu office in day to day compliance and award financial management issues. Gather information from Kenya Office Awards Team and/or other units within Finance in resolving an issue related to compliance. 
• Work closely with the Finance Coordinator and Awards team in ensuring donor regulations are being adhered to and report any divergence to the Awards Manager.
• Support the audit/expenditures verification from the prime and ensure that the recommendation are addressed on a timely basis.

QUALIFICATIONS:

Duties

The Senior Technician (Electrician) will:

General Responsibilities:

• Maintain a strong Christian witness and model servant leadership to colleagues, partners, the communities we serve, and the public.

Other Responsibilities:

• Carry out the installation of solar PV systems, including electrical wiring, mounting of inverters and panels, testing, installation of main switches, and other standard electrical work
• Conduct troubleshooting and repair work on solar energy systems, including identifying and resolving issues related to wiring, connections, and equipment malfunctions.
• Perform regular inspections and preventative maintenance on electrical systems and equipment
• Act as the site team leader during installations, ensuring efficient, safe, and quality work with adherence to Water Mission’s high standard of installation, best practices, and regulatory requirements.
• Ensure compliance with electrical codes and regulations.
• Ensure quality output in the solar installations, wiring of solar panels, and installation of electrical equipment giving the contractors needed direction.
• Develop maintenance schedules and ensure adherence to safety procedures.
• Train system operators on the day-to-day running and operation of the systems, which includes daily monitoring of residual chlorine levels in treated water.
• Monitor quality testing and assist with borehole/spring/well yield tests.
• Read and understand engineering drawings.
• Perform assessments in communities, including water quality and quantity testing, survey measurements, and other aspects as may be required.
• Provide timely project reporting, including monthly reports, assessment reports, and follow-up reports with accompanying photographs as per specific assignment guidelines.
• Timely support completed projects by attending to system operations and maintenance-related issues.

• Provide disaster response support and work in other countries as needed.

The MEL Officer will be responsible for:

General Responsibilities:

• Maintain a strong Christian witness and model servant leadership to colleagues, partners, the communities we serve, and the public.
• Program Monitoring and Evaluation System Design:
• Assist Water Mission in establishing key performance indicators, collecting performance information, planning, and implementing evaluation programs assigned.
• Manage the development of performance monitoring and impact management systems for Water Mission’s projects in Kenya, including the development and validation of program impact strategy, logical frameworks, measurement indicators, and data collection tools.
• Provide input into the design, implementation, and dissemination of evaluations, special studies, and assessments.
• Manage the creation and review of global and country-level monitoring, evaluation, research, and learning budgets to provide adequate financial resources for evaluations, special studies, and assessments.

Data Collection, Compliance, and Quality Assurance:

• Manage the implementation of data flow activities for Water Mission’s projects in Turkana Kenya.
• Supervise all data collection activities. Work closely with Water Mission’s Community Development Officers, Project Managers, and Engineering teams to ensure timely and continuous collection of data using Water Missions data collection tools including Household, Church Congregation, and Community based Surveys.
• Manage development and implementation of data flow improvements for the Water Mission program in Kenya that will ensure efficient data collection and reporting and support scalability.
• Ensure data quality through data verification procedures, including routine data quality audits, and work with various teams to resolve discrepancies and improve processes.
• Develop and implement training on data collection, storage, quality assurance, and retrieval processes, as needed.

Data Analysis & Visualization:

• Support activities to transform quantitative and qualitative data sets into compelling reports and visuals for different types of audiences.
• Develop and implement plans, methods, and tools for analyzing data.
• Perform qualitative and quantitative data analysis as needed.
• Monitor and respond to relevant data points from the MAP - Water Mission’s innovative Monitoring and Alerting Platform

SCOPE OF WORK

USAID Imarisha Jamii is a USAID Kenya and East Africa funded activity that aims to increase the use of qualitycounty-led health and social services in Turkana County, Kenya. It is an integrated health  and social services program that focuses in areas of HIV; Family Planning, Reproductive, Maternal, Child and Adolescent Health (FP/RMNCAH); Nutrition; and Orphans and Vulnerable Children (OVC) program. Reporting to the facility in charge, works together with the surgeon (team lead), in the provision of safe male medical circumcision services as part of a team working in a health facility or VMMC mobile or outreach setup.

Key Responsibilities

•  Assists in providing quality and safe male circumcision services to clients in the fixed, outreach, and mobile sites and facilities.
•  Provide STI screening and treatment for clients attending male circumcision services presenting with STI.
•  Monitor the health process of the clients and ensure that the national standards are strictly adhered to by the team.
•  Screen patients and ensure that they are fit for surgery.
•  Document and manage circumcision-related adverse events accordingly and promptly report appropriately.
•  Ensure patient safety is guaranteed before surgery, during surgery, and immediately after surgery.
•  Review all circumcised clients on the 7th day and conduct active follow-up for all clients failing to come back for review.
•  Engage facility healthcare workers in male circumcision services to ensure their participation and skills development.
•  Supports the team lead in stock and inventory management.
•  Ensures that all VMMC protocols and checklists are available at the site and strictly adhered to.
•  Ensure timely and proper documentation of client files and registers accordingly.
•  Keep information about clients in strict confidence.
•  Ensure participation in CMEs and documentation of the same.

EXPERIENCE:

•  Diploma/Degree in Clinical Medicine or Nursing
•  Registered by the relevant registration council
•  Trained and certified in all VMMC areas- dorsal slit, EIMC and device.
•  2 years’ experience providing continuous voluntary medical male circumcision services
•  Relevant work experience within Turkana County is an added advantage 

Unit Summary

This position combines expertise in administrative work with facilities management responsibilities and ensuring the smooth operation of teachers’ compounds, main offices, accommodations, and cleaning services for LWF Dadaab area Program.

Overall purpose/Broad function

The administrative assistant will ensure organization’s office activities run smoothly and efficiently with the primary goals being to direct and supervise the support services of the organization thus facilitate successful outcomes. The incumbent will conduct his or her duties in respect of the LWF Charter on Child Safeguarding Policy and against Sexual Exploitation and Abuse Policy.

Key duties and responsibilities

• Maintain the R&R schedule and maintain leave tracking to ensure complete documentation for movement at all times for Dadaab based staff.
• Maintain and update all administration files and general records in an organized manner for easy information and record retrieval.
• Assist in organizing and coordinating logistical arrangements pertaining to various events such as meetings, briefings and work related travel/accommodation and attend meetings.

ABOUT THE PROGRAM

• BOMA is currently seeking qualified candidates for the position of Program Coordinator on the anticipated Kuza Jamii project. Kuza Jamii will support the Government of Kenyato progressively assume responsibility for the national Economic Inclusion Programme in Garissa, Isiolo, Mandera, Marsabit, Samburu, Tana River, Turkana and Wajir. Our streamlined, County-adapted, gender-sensitive, and community-led model builds the capacity of village savings and loan associations and Ward-level producer cooperatives to coordinate service provision and market and financial linkages for the extreme poor, and in particular women and people living with disabilities, thereby offering a sustainable support platform after project end. We will reach 17,000 direct participants and 96,900 direct-indirect participants (household members) for a total of 113,900 total population reached, demonstrating exceptional value for money.

POSITION SUMMARY

• The Program Coordinator is responsible for providing effective and efficient coordination of BOMA project activities in Turkana.
• Under the supervision of the Portfolio Director, the PC will coordinate implementation of Kuza Jamii while representing BOMA in county-level engagements. S/he will coordinate with the entire Kuza Jamii team and keep leadership informed regarding county-level progress, results, and challenges under the Project.
• The ideal candidate is experienced in delivery of community development activities. S/he is effective at planning and overseeing field activities in line with work plans and quality standards, managing relationships with county-level collaborators (state and non-state), providing reports on activities and promoting learning. S/he provides support and supervision to field-based staff to ensure that Kuza Jamii activities are implemented according to plan and with the highest integrity, proactively collaborating, learning, and adapting with BOMA colleagues.

RESPONSIBILITIES:

Leadership and Planning Responsibilities:

• Responsible for the advancement and execution of BOMA’s Vision, Mission, and Values; ensuring that the same are clearly and well-articulated in BOMA’s daily work and among staff, partners, collaborators and participants/targets.
• Lead the planning and coordinate implementation Kuza Jamii activities at the county level, including BOMA’s and county-level partners’ activities in the consortium.
• Collaborate with the Turkana Cluster Office Administrator to ensure timely and adequate logistical arrangements for field travel on Project activities.
• Represent BOMA at county level meetings with stakeholder, including Government, where requested.

Technical Responsibilities:

• Facilitate collection and analysis of program data; capture and share lessons learned, case studies and success stories and best practices for project interventions.
• Support development, review and dissemination of project documents that capture best practices and lessons learned from the Kuza Jamii project to inform future project design.
• Support development and review of internal project reports.

Program Responsibilities:

• Engage with and securing acceptance of local leaders and the community about project roll out in Turkana.
• Oversee community entry and participatory targeting processes in each targeted community to identify and verify a pool of qualifying Kuza Jamii participants.
• Oversee, coordinate, and participate in implementation of project activities including grant distributions, trainings, and the establishment of savings groups.
• In coordination with the Portfolio Director, and with support from the People Department & Training Department, oversee training and performance of Field officers and Mentors delivering under the project.

Data Collection, Analysis and Reporting

• Coordinate with the Portfolio Director and M&E team to ensure timely and quality targeting verification, collection of baselines and end-line data and monitoring activities via digital technology.
• Carry out regular field visits and spot checking and oversight to project sites to support Field Officers and Mentors, trouble shoot and communicate to Program Manager on any emerging issues for effective response.
• Ensure timely, realistic, and high-quality project planning, implementation, monitoring, reporting, and learnings are captured.
• Ensure that all reports, both internal and external, are prepared and submitted in a timely manner

Compliance and Logistics

• Ensuring timely and accurate timesheet submissions by Turkana staff spending time on the Project.
• Collaborate with the County Cluster Office Admins on ensuring proper compliance with BOMA policies and procedures.
• In Liaison with the Portfolio Director, and with support from operations staff, oversee procurements, deliveries, and other logistical coordination in Turkana
• Support other program activities in Turkana based on requests by Program Manager.

INTERNAL/EXTERNAL RELATIONSHIPS

• Program Coordinator reports to the Portfolio Director
• Program Coordinator works collaboratively with other members of the Kuza Jamii team, across BOMA.
• He/she will work collaboratively with other implementing partner staff from Kuza Jamii partners in the consortium.

EDUCATIONAL REQUIREMENTS:

• Bachelor's Degree in International Development, Economics, Business, Community Development, Project Management or a related field required from a recognized institution. Master’s degree in a relevant field desired.

MINIMUM REQUIRED EXPERIENCE:

• A minimum of 5 Years of experience for Degree holders and relevant experience (in a similar role in ASAL Areas).

REQUIRED QUALIFICATIONS & COMPETENCIES:

• Commitment to the mission of BOMA.
• Demonstrated ability to coordinate field activities.
• Prior experience in coordination and remote management, including coordination of teams of staff working in remote field locations with intermittent or limited connectivity.
• Proven competency/experience in data collection and basic analysis.
• Strong project management skills including the ability to anticipate demand and manage multiple tasks and projects while meeting tight deadlines.
• Excellent interpersonal, oral, and written communication and negotiation skills, in English, Swahili, and one of the languages spoken in Turkana.
• Knowledge of poverty graduation approaches, livelihoods, women’s empowerment programs and experience in working in Northern Kenya highly desirable.
