REPORTS TO: Senior Laboratory Advisor

Job purpose

The Field Laboratory Manager is a key leadership position responsible for overseeing laboratory operations and ensuring the successful execution of the KENPHIA II project. Reporting to the Senior Lab Advisor, this role involves managing satellite laboratories, coordinating samples management, supervising laboratory personnel, and maintaining quality assurance throughout the testing process. The position will also slightly report to the Operations and Logistics Director and therefore work in close collaboration with the supply chain team.

Duties and responsibilities

• Support the KENPHIA II team and the Senior Lab Advisor with the development and adaption of country-specific laboratory policies, SOPs and manual
• Oversee day-to-day laboratory operations, including specimen collection, receipt, processing, storage, and testing at KENPHIA II satellite labs
• Implement and enforce standard operating procedures (SOPs) and quality control measures to ensure accurate and reliable testing results
• Directly or indirectly Supervise, coordinate, and schedule Regional Laboratory supervisors, Team Leaders and Satellite Laboratory Technician
• Ensure accurate specimen accessioning onto the Laboratory Data Management System (LDMS) and adherence to all KENPHIA II SOPs.
• Monitor quality systems throughout the testing process, including pre-examination, examination, and post-examination phases.
• Conduct regular reviews of quality control documentation and troubleshoot equipment or QC failures
• Coordinate timely shipment of blood samples from satellite laboratory to central laboratory while maintaining sample integrity.
• Monitor transportation logistics and ensure compliance with sample handling protocols
• Coordinate the management of laboratory supplies, equipment, and reagents, ensuring adequate stock levels and proper maintenance.
• Compile and analyze laboratory data, preparing reports and presentations for internal and external stakeholders.\
• Collaborate with other project teams, including field teams and data team to ensure alignment of laboratory activities with project goals and objectives.
• Participate in project planning meetings, providing input and expertise on laboratory-related matter.
• Ensure satellite laboratories adherence to Biosafety and Biosecurity procedures at set up by the Ministry of Health-Kenya.
• Support KENPHIA II training and project implementation activities

Qualifications

Education

• Bachelor’s degree in Medical Laboratory Science

Experience, Knowledge, and Skills

• Minimum four (4) years of related experience managing and working in field of Medical laboratory science more especially in human clinical trials.
• A skilled Medical Laboratory Scientist with knowledge of Good Clinical Laboratory Practices.
• Excellent skills in critical thinking and analysis.
• Excellent organizational and oral/written communication skills.
• Demonstrated and successful experience working in PHIAs particularly KENPHIA 1 is an advantage.
• Extensive knowledge and experience in design, implementation and management of laboratory services in HIV programs in resource constrained settings in Sub-Saharan Africa.

• Must be able to work in a multidisciplinary team and expect multiple reporting chains.
• Proficiency in MS office suite.

Job Summary:

The Laboratory Data Lead will oversee the development, deployment, and maintenance of the KenPHIA Laboratory System. The ideal candidate will have a robust background in database management and web application development, specifically within large research studies or public health initiatives like the PHIA. This role is critical for ensuring the security, efficiency, and compliance of health data management, particularly concerning sensitive HIV test results.

Key Responsibilities:

• System Development: Spearhead the Laboratory System in AIMS for KenPHIA, focusing on secure data management, process development for sample tracking, and data integrity.
• Data Security and Compliance: Implement robust systems for data security, including Token IDs for patient anonymity and compliance with data protection regulations.
• Data Flow Management: Design interfaces and systems to ensure efficient data flow and synchronization across collection points, laboratories, and healthcare facilities.
• Informatics and Reporting: Develop informatics solutions for data quality monitoring, create automated reporting tools, and design dashboards for real-time monitoring of lab operations.
• Collaboration: Work closely with the Lba team to optimize data systems and train staff on informatics tools for improved decision-making and operational efficiency.
• Technical Support: Support the assessments of labs for KenPHIA and the administration of lab IT infrastructure, ensuring timely routing of instrument data files.

Experience, Knowledge, and Skills:

Experience:

• Experience in designing, managing, and working directly with databases from large research studies
• 4+ years of experience in developing and administering Microsoft SQL Server databases.
• Proven experience in developing web applications using popular web frameworks.
• Familiarity with linkage to care processes and support for return of results.
• Prior experience working with Laboratory information systems (LIS), among other health information systems (HIS) in hospital settings.

Knowledge:

• Expert knowledge in RDBMS concepts, data normalization, SQL Server, and T-SQL.
• Extensive experience in developing ETL processes and writing T-SQL stored procedures, with a focus on query tuning in high-transaction systems.

Skills:

• Excellent organizational skills and oral/written communication abilities.

Job Summary

Under the supervision of the Strategic Information Advisor, the SI Specialist will provide technical assistance and capacity building to M&E and data management staff at Point of Service in support of SI activities. S/he will provide support to the M&E and data management components at the Point of Service level

Roles and Responsibilities:

• Provide specialized training to facility and other partner staff in Health Information Systems including the Kenya EMR, Web ADT and other databases
• Provide mentorship and capacity enhancement to site data officers, HRIOs and M&E teams on HIV-related M&E systems
• Provide support and data analysis training to health facility staff with a focus on the use of HIS and mHealth solutions capitalizing on use of the Kenya EMR modules for optimal information support to facility healthcare workers
• Ensure timely and accurate reporting to both the program and donor
• Conduct routine data management including data collection, collation, analysis and presentation both to program and other stakeholders
• Ensure availability of national M&E HIV-related tools in supported facilities, mentor health care workers on use and reporting
• Develop and revise M&E processes and related tools that support quality assurance for key program areas
• Provide capacity building and other form of support to site level staff on M&E activities such as data collection, analysis and interpretation

Qualifications and professional skills

• A minimum of three (3) years’ experience working with HIV Prevention, Key population and DREAMS data systems.

Job Summary

The Senior Data Manager will play a pivotal role in the Kenya Population-Based HIV Impact Assessment (KENPHIA II) survey, leading and directing all data management activities. This role involves managing the production of statistical studies and handling data using advanced statistical tools like SAS, STATA, R, and Python. The Senior Data Manager will also supervise data analysts and manage the presentation of findings to stakeholders.

Key Responsibilities:

Statistical Study Design and Analysis

• Design, analyze, and implement targeted statistical studies for survey/public health research.
• Conduct statistical analyses complex survey data.
• Use SAS, STATA, R, and Python for data manipulation, analysis, and visualization.
• Generate weighted point estimates and inference estimations for survey outcomes, applying Jackknife or Taylor series linearization techniques as needed.

Data Management

• Develop the Survey Data Management Plan
• Handle large and complex data sets, ensuring data quality, integrity, and confidentiality.
• Develop and implement robust data management processes to ensure data accuracy and consistency.

The Reproductive Health Lead will be responsible for the management of Reproductive health i.e. Family planning, Pregnancy Intention screening, eMTCT, and Cervical Cancer Prevention (CCP) among Women of Reproductive Age (WRA) and for contributing to overall project success through sharing lessons learned and good practice. S/he organizes project activities and manages resources effectively, responsibly, and efficiently. S/he will take the lead collaboratively with the County team in spearheading eMTCT task force activities. The Reproductive health lead reports to the Senior Technical Advisor.

The position will be based in Machakos but will be supporting both the CONNECT (Nairobi) and PACT IMARA programs in Machakos, Makueni and Kitui.

Roles and Responsibilities:

• Assists in the development of annual plans and budgets that will lead to appropriate implementation of Reproductive Health/CCP objectives and attainment of corresponding results that the organization is responsible for.
• Build extensive networks and linkages with county and national stakeholders to ensure that the program’s RH activities are well understood and supported by all stakeholders
• Provide technical oversight in ensuring all adolescent girls aged 10-14 years are linked to HPV vaccinations, all eligible women are screened for Cervical Cancer, and ensure referral and linkages to treatment for the positive screens, by improving mapping and referral pathways for treatment and follow-up.

Job Summary:

The Admin Assistant will support the County Team Lead by maintaining office systems, ensure organisational support and effectiveness by providing hands-on implementation of action plans.

PRIMARY RESPONSIBILITIES:               

• Ensure the front office, work stations, common areas, etc. are maintained, kept clean and tidy;
• Acquire and delineate organized storage space and compartments as necessary for all staff and programs;
• Manage booking of conference and meeting rooms and ensure the rooms are ready before scheduled use;
• Managing the office store, issuance of supplies to staff members and all the sites that are supported by the office.
• Allocate work related tools to staff (phones, computers, desks, stationery) as appropriate to all staff.
• Maintain a routinely updated register of all fixed assets and consumables.

Job Summary

• The Senior Program Manager (SPM) brings together the different project components (following the technical team throughout the project cycle, coaching and guiding them in the process so they develop their capacities) and ensures quality and timely reports to the donor (monthly, ad hoc, interim and final reports to the donor). The SPM ensures constant engagement by/with different support departments to ensure timely support to the project team. The SPM supervises/monitors closely the financial planning, liquidity planning and budget utilization/burn rate working in close collaboration with the KENPHIA Director. Budget management is the SPM’s responsibility for the specific project, and they must ensure that this goes together with a close log frame and work plan monitoring.

Roles and Responsibilities

Reporting to the KENPHIA Director, the Senior Program Manager will;

• Ensure the planning, implementation and monitoring/evaluation and set targets as included in the project description. Flag significant deviation from the program implementation plan and estimated expenditures; alert Program Director.
• Guarantee efficient financial management for the project in compliance with Ciheb Kenya’s model and donor regulations.
• In Collaboration with the KENPHIA Director, deliver quality project activities reporting, including the findings regarding impact/changes at the level of beneficiaries achieved through the project, compliant and consistent reporting per Ciheb Kenya and donor requirements.
• Develop a clear understanding of Ciheb Kenya’s KENPHIA project and strategy to communicate the vision to the program team adequately – also ensure timely input/feedback by the team on strategic issues.
• Partnership engagement at the national and county level, working closely with the KENPHIA Director and Technical Leads.
• Administrative and office support activities (agreement, amendments, signed reports, communications, etc.), ensuring the documentation cycle is up to date, and ensure all departments’ requirements are aligned and addressed (liaison, procurement, finance, HR, M&E)

The ideal candidate will possess hands-on experience and skills in the areas they manage, with an extensive understanding of specific technologies and systems such as SQL scripting, continuous integration/continuous delivery (CI/CD) pipelines, and the KENPHIA II study data system, which includes applications for real-time data monitoring, household monitoring, field team management, laboratory sample tracking, quality and proficiency testing, real-time dashboarding, and linkage-to-care tracking.

Key Responsibilities:

Data Systems

• Manage the data systems team responsible for developing and maintaining the Computer-Assisted Personal Interviewing (CAPI) software using CSPro and other components of the study data system.
• Ensure the proper design, implementation, and maintenance of databases and data management systems, including systems for real-time data monitoring, household monitoring, field team management, and more.
• Monitor the data systems to ensure they meet the needs of the KENPHIA II study, implementing updates and improvements as necessary.

IT Infrastructure Support

• Oversee IT support functions, ensuring the optimal operation and security of servers, both on-premises and cloud, mobile devices, and other IT tools.
• Establish and maintain processes for effective IT crisis management, including development and implementation of Disaster Recovery and Business Continuity Plans.
• Develop and implement strategies for managing the hundreds of mobile devices used by the field teams, utilizing Mobile Device Management (MDM) solutions.
• Conduct regular Information Security training sessions for the IT and Infrastructure Support team to ensure adherence to best security practices and protocols.

Data Management

• Oversee the data management team, ensuring timely and accurate generation of reports using tools like SAS, Stata, R, Python, and SQL.
• Implement and oversee rigorous data quality assurance and quality control processes.
• Develop and manage data protocols to ensure the privacy and security of research participants.
