Position Summary

To provide leadership and technical direction for implementation of HIV/TB prevention, care and treatment services as well as RMNCAH/WASH and Nutrition services in Nakuru County. The TIO will be the lead for the assigned mentorship team and will be the focal person between the mentorship teams, sub-county health management teams (SCHMT) and UTJ. The TIO will work closely with the MOH and County Health teams, other implementing partners and service providers in the region to strengthen health systems and ensure quality prevention, care and treatment interventions are initiated and supported across the program is consistent with the national MOH/County Health Services quality standards and guidelines.

The TIO will be responsible for supporting the training, on-site practical technical supportive supervision, mentorship and coaching of the site level staffs. The TIO will provide guidance and

regular updates to the mentorship team and service providers in adult and pediatric TBHIV prevention, care and treatment, PMTCT, quality assurance and quality improvement. The TIO will ensure clinical integration of OVC and Key Population services working alongside the OVC and KP partners.

Essential Job Responsibilities

• Provide direct technical assistance to the regional mentors and health care facilities staffs supported by the project including clinical mentoring, strengthening monitoring and evaluation and information system, facilitation of community linkages, patient flow analysis, improvement of adherence support system, development or improvement of referral system, etc.
• Provide technical oversight, monitoring and support to county/sub county multi- disciplinary teams as assigned.
• Supporting accelerated HIV care and treatment efforts directed towards increasing enrolment of HIV infected children and adolescents.
• Ensure that project-supported clinical care activities at ART/PMTCT/TB sites conform to Kenya National HIV care and treatment guidelines and the project standards.
• Guide the development and/or refinement of materials related to HIV/AIDS care and treatment, including clinical guidelines, protocols, algorithms, drug formularies, training materials and monitoring and evaluation tools.
• Spearheading continuous quality improvement (CQI) implementation in supported counties.
• Partnering with MOH/NASCOP in offering mentorship, orientation, training and technical updates to service providers.
• Supporting Site Improvement Monitoring Systems (SIMS) evaluation in supported counties, the formulation and monitoring of activity plans to mitigate identified gaps in performance.
• Contributing to formulation of JWP in collaboration with MOH and overseeing the implementation of the JWPs that the project has with service delivery partners while strengthening collaboration with MOH/County Health Services.
• Representing the project and organization in key sector meetings when called upon.
• Writing and evaluating relevant reports as part of the routine project reporting and accountability requirements.
• Participate in the development of quarterly and annual plans and activity reports.
• Establish and maintain good working relationships with MOH staff at all levels and other partners to ensure effective and efficient implementation of the program at all levels.
• Maintain smooth regular information flow with County MOH officials, UTJ technical staff on technical issues.
• Perform other related duties as assigned.

REQUIREMENTS: KNOWLEDGE, SKILL AND ABILITIES

• Comprehensive knowledge of integrated HIV and AIDS, TB, QA/QI, reproductive health, family planning, public health.
• Ability to provide a wide range of clinical services and capability to effectively transfer skills combined with effective communication.
• Excellent managerial and administrative skills.
• Sensitivity of cultural differences and understanding of the political and ethical issues surrounding HIV/AIDS/TB.
• Ability to lead and work with others and maintain compatibility among project staff, sub- contractors, consultants and recipients of assistance.
• Ability to manage projects, set priorities and plan for the successful implementation of programs.
• Ability to travel regionally, nationally and internationally as needed.
• Ability to work with minimum supervision, team player with internal motivation and drive.

MINIMUM REQUIREMENTS STANDARDS

• Working experience of at least 7 years post qualification and 5-7yrs experience in a HIV/AIDS/TB.
• Bachelor’s degree (added advantage) in relevant field with 5-7 years’ relevant experience in successful field implementation of HIV/AIDS/TB programs in Kenya.
• A Registered Clinical Officer/ Nurse with at least Seven (7) years’ work experience in a supervisory role.
• MPH added advantage.
• HIV/AIDS/TB program management experience.
• Familiarity with decentralized public health systems.
• Familiarity with current national service delivery guidelines for the prevention, management and control of HIV and TB disease conditions.
• Strong program management and people skills and experience in diplomacy with other stakeholders.
• Excellent computer skills in MS Office Suite.

BASIC FUNCTION

The PrEP Technical Officer Reliever will work with program regional teams and health facility staff to address PrEP access, and scale-up of PrEP among all priority populations at risk of HIV infection including but not limited to the General population, Pregnant and breastfeeding women, Key populations, Discordant couple, AGYW among others. PrEP is offered as an additional prevention choice for people at substantial risk of HIV infection as part of a combination of HIV prevention approaches.

The officer will increase the awareness of PrEP among high-risk individuals; expand the directory of culturally-competent medical support providers in PrEP sensitizing prescribing PrEP packages and follow-up packages providing linkage to support services.

RESPONSIBILITIES

• Liaise with the UTJ PrEP TO on pending facility activities status as per the work plan for follow-up in each county regional team to Increase the awareness and uptake of PrEP in, Nakuru, Baringo, Laikipia, and Samburu counties high-risk individuals.
• Liaise with MOH counterpart and UTJ regional teams to mentor healthcare providers on the provision and scale-up of PrEP among the priority target populations at HIV risk.
• Liaise with MOH counterpart and UTJ regional teams to support patient navigation for individuals seeking PrEP as a practical prevention tool.
• Liaise with MOH counterpart and UTJ regional teams to organize, and facilitate quarterly PrEP meetings.
• Work with HIV Prevention stakeholders to assess, needs, develop care plans, and coordinate PrEP-related services through advocacy, education, support, empowerment,and coaching.
• Analyse, review trends and evaluate reports from health facilities and regions to ensure follow-through with service providers.
• Organize the planning and deployment of innovative approaches to sensitize and educate the public about HIV risk and PrEP options platforms to raise awareness of PrEP.
• Ensure the use of data-driven PrEP strategies at facility and community levels best practices in PrEP.
• Reduce barriers to obtaining clinical PrEP care/services and initiate HIV prevention QI interventions.
• Strengthen EBI risk-reduction interventions and support.
• Plan and follow up targeted PrEP outreach activities to reach out to at-risk communities.
• Other work-related activities as allocated by the supervisor.

MINIMUM REQUIREMENTS/PROFESSIONAL EXPERIENCE/SKILLS

• Diploma in clinical medicine, Nursing, and public health.
• Demonstrates sufficient relevant PrEP knowledge and work experience.
• Additional training in psychological or social training.
• Seasoned experience in HIV/AIDS prevention, and healthcare systems.

DUTIES AND RESPONSIBILITIES:

• Conduct regular NASCOP MOH/Project customized M&E tools assessment in collaboration with the sub county and facility HRIOs to ensure that facilities have consistent supply and availability of standard NASCOP MOH M&E data collection and reporting tools.
• Provided continuously targeted mentorship to facility health care providers on correct use and proper documentation of standard national data capture and reporting tools.
• Support and coordinate daily, weekly and monthly timely and accurate data collection, reporting and submission processes for the assigned facilities within specified timelines.
• Work with facilities, S/CHMTs to ensure the data submitted to KHIS and DATIM is timely and meets the data quality standards through conducting monthly data verifications, EMR and paper-based Data Quality Audits (DQAs) and sharing feedback with all the relevant stakeholders including developing action-oriented DQA improvement plans.
• Champion implementation of EMR activities through mentorship support to EMR users, rolling out of EMR to new sites and ensuring 100% reporting rates for all EMR sites in the National Data Warehouse (NDW) for all the relevant dockets.
• Work with the MDT to conduct monthly TX New analysis (variance analysis), monthly gap analysis and ensure all service gaps and data gaps are justified/ addressed with appropriate corrective actions instituted.
• Coordinate and actively participate in county, sub-county and facility data review meetings with the aim of creating a culture of data demand and information use to inform decision making processes for HIV project implementation.
• Work with sites to ensure confidentiality and security of patient data is guaranteed and maintained by storing registers in a lockable cabinet and ensuring compliance to electronic data security protocols.
• Disseminate site level annual PEPFAR DATIM targets to facility health care workers and ensure printed targets are pinned on the wall in the various service delivery points.
• Using monthly performance dashboards and Performance Monitoring Plan (PMP), coordinate rigorous tracking/ monitoring of project performance progress towards targets achievement through routine data review meetings.
• Conduct joint MOH and USAID Tujenge Jamii quarterly support supervision visits with SCHRIOs alongside other SCHMT members and have findings and action points documented in the supervision booklet.
• In conjunction with technical officer, participate in monitoring CQI activities by ensuring CQI charts are updated on site.
• Participate in Monitoring and Evaluation Technical Working Group (TWG) meetings and represent the M&E department in M&E activities in the stationed County/ sub - County
• Participate in quarterly, semi-annual and annual DATIM data entry and data validations as guided by the M&E leadership.
• Perform any other duties assigned by the supervisor from time to time.

MINIMUM REQUIREMENTS:

• Diploma/Degree in Health Records and Information Management, Monitoring and Evaluation, Statistics/ Information Technology or related field with 4 years work experience in the use of NASCOP M&E MOH tools having worked in a PEPFAR HIV funded project in a similar capacity. Understanding of PEPFAR reporting requirements is a must.
• Experience in working with County, Sub-County health management teams in planning, coordinating and implementing monitoring and evaluation activities for HIV programs.
• Demonstrated experience with National MOH Health Management Information Systems (KHIS, NDW, NASCOP VL /EID Website) and Electronic Medical Record (EMR) system (Kenya EMR).
• Computer proficiency in MS Office Suite and word processing, databases, spreadsheets, including advanced skills in at least two of the following programs: SPSS, Epi Info, Stata.

RESPONSIBILITIES

Position Summary:

The PMTCT Technical Officer is responsible for providing coordination, technical, leadership and management in the implementation of high quality PMTCT among pregnant and breastfeeding women and their HIV exposed Infants with special focus on adolescent girls and young women and their infants across USAID Tujenge Jamii supported counties (Baringo, Laikipia, Nakuru and Samburu). S/he will ensure all technical staffs have capacity/skills to manage, deliver and sustain provision of comprehensive HIV care, treatment and prevention services for pregnant and lactating women, HEI, HII and older children. S/he will support the DCOP and Service Delivery Advisor to standardize quality by taking lead in continuous quality improvement, tracking key performance indicators and strategies to determine progress and innovations across counties, will take lead in the planning of health systems support and health systems strengthening activities designed to increase quality PMTCT services while providing technical mentorship among other technical teams and MOH counterparts s with an aim of building sustainable competencies and skills.

Scope:

Reporting to the DCOP and shall provide tactical direction and mentorship for PMTCT, HEI and AGYW with deliberate effort to link with the OVC program. S/he is responsible for providing day to day contact with each project mentorship teams, providing technical assistance to strengthen implementation of integrated and comprehensive PMTCT, HEI and PrEP among MCH clients especially AGYW services at each supported site, working closely with the Health Systems Strengthening TO and the RMNCAH Team to, support program expansion, improve quality of services and monitor progress towards achievement of UJT goals and objectives. As a key member of the Senior Technical Team (STT), S/he will be UTJ’s Champion for PMTCT, HEI and Pregnant and breastfeeding AGYW S/he will work closely with the other STT members and other technical leads for comprehensive HIV programming across all sites.

Reporting Lines:

The incumbent reports to the Deputy Chief of Party and Service Delivery Advisor (Technical supervision).

Budget Responsibility

Prepare and participate in the development of budget for PMTCT and HEI interventions to ensure activities are implemented in a cost-efficient manner.

Key Responsibilities:

• Participate in the design, development and implementation of integrated PMTCT and HEI work plans and oversee the implementation the key interventions.
• Work with UTJ mentorship teams and STT to provide overall tactical leadership of the PMTCT ensuring effective collaboration and teamwork across sites and counties geared towards the achievement of quality results.
• Oversee the integration of the project’s PMTCT/HEI PrEP in MCH settings technical approaches for successful project implementation using evidence informed, innovative and best practices.
• Provide leadership in creating and strengthening linkages and synergies across various interventions outside UTJ especially with the OVC program, child and social services.
• Take lead in the preparation of monthly, quarterly and other reports as required and submit these to the DCOP for incorporation into broader project reports in a timely manner.
• Participate in the annual work-plan development, development of joint work-plans to incorporate PMTCT/HEI interventions.
• Provide leadership in quality improvement efforts within PMTCT settings, participate and take lead in PMTCT TWG and other meetings as determined from time to time.
• Identify innovations and best practices and mentor the site level staffs on PMTCT and care for the HEI.
• Represent UTJ in technical forums at field/County level, Regional, national level and any other relevant forum. Specifically, represent UTJ in the PMTCT-OVC collaborative forums.
• Provide leadership in identifying relevant changes in PMTCT programming efforts globally and nationally and translate these changes to programmatic efforts at site level.
• Oversee the implementation of indicator-based performance monitoring plan that covers project and patient clinical outcomes.
• Provide leadership in strengthening of psychosocial support platforms for the clients PMTCT including but not limited to creation and maintaining PSSG groups, training of mentor mothers and facilitating retention virological outcomes as a result of these activities.
• Perform other duties as assigned

Minimum Requirement Standards

• Bachelor’s Degree in Public Health, Nursing or Medicine with 3-5 years’ working experience in RMNCAH/PMTCT in a technical capacity, three years of which must be in working with integrated health programs or Diploma in Clinical Medicine, Nursing or Community Health and Development with 5-7 years’ experience. Postgraduate training will be an added advantage.
• Experience in training and supervision of large PMTCT/RMNCAH programs and familiarity with the relevant MOH Policies/Strategy & guidelines and procedures.
• In depth understanding of US Government or other Donor Funded programs
• Excellent written and oral communication skills and excellent computer skills in MS Office Suite.
• Demonstrated leadership in facilitating multi-sectoral alliances and partnerships at local, national, and international levels in RMNCAH/PMTCT.
