Job Purpose and Requirements

• The job holder will be responsible to the Director General for planning, implementing and coordinating activities in the Directorate of Corporate Services.

Key Responsibilities

The Director, Corporate Services will be responsible for:-

• Providing leadership and coordinating administrative support services including Finance, Human Resource and Administration, Information&Communication Technology and Corporate Communications;
• Leading the development of the Directorate’s strategy;
• Providing leadership in the development and implementation of budgets, policies and procedures to support services;
• Providing leadership in development of work plans for staff at all levels;
• Providing leadership in the planning, development, operation and maintenance of Bureau Communication & Networks Infrastructure and Services;
• Spear heading development of performance measurement tools and implementation of staff appraisals;
• Ensuring adequate financial resources, human resources and assets necessary for the delivery of services;
• Reporting on the performance of Corporate Services Directorate;
• Coordinating development of staff in line with both individual and institutional performance objectives;
• Spear heading financial resource mobilizing and budgeting;
• Coordinating and ensuring understanding of the Bureau’s communication strategy and the protection of the Bureau’s products among stakeholders;
• Championing working linkages between Technical Directorates and support services in the Bureau;

• At least ten (10 ) years working experience in management, of which three (3) years should have been at the level of a Senior manager or equivalent position;
• Bachelor’s degree in Social Sciences or any other equivalent qualification from a recognized institution;
• Master’s degree in Social Sciences or any other equivalent qualification from a recognized institution;
• Membership to a recognized professional body;
• Certificate in Strategic Leadership Development Programme or any other leadership course lasting not less than six (6) weeks from a recognized institution;

Key Responsibilities

• Serving pleadings as required by law;
• Supervising filing of documents in court registries;

• Preparing pleadings in all cases touching on the Bureau;
• Attending proceedings on behalf of the Bureau;
• Negotiating settlements of civil disputes;

• Ensuring risk mitigating clauses are included in all contracts and other legal instruments;
• Drafting legal documents on behalf of the Bureau;

• Ensuring compliance with current amendments to the laws governing operations of the Bureau;
• Researching on any legal areas touching on the mandate of the Bureau;
• Studying the Constitution, statutes, regulations, and decisions of quasijudicial bodies to determine any legal implications therein;
• Examining legal data to determine advisability of Bureau defending or prosecuting any lawsuit; and
• Carrying out legal and governance audits for compliance

Requirements for Appointment

• Must have served in the grade of Assistant Manager, Legal Services, level 5 or equivalent position for a minimum period of three (3) years;
• Must have a Bachelor’s Degree in Law (LLB) from a recognized institution;

• Must have a Post Graduate Diploma in Legal Studies from the Council of Legal Education;
