Job Summary

• This is an entry level position responsible for assisting in coordinating, managing and implementing both the internal and external communication for promotion of the Commission’s corporate identity and enhancement of its brand image by publicizing the Commission’s objectives, policies, achievement and activities.

• Prepare and organizing forums where the Commission’s policies, programmes are propagated and promoted.

• Editing the Commission’s publications and journals for quality control.
• Support in the development of information, education and communication material to meet the needs of various audiences to include brochures, videos, etc. and advise on the distribution.
• Carry out the synthesis of technical reports and advisory opinions to produce simplified content for public consumption.
• Write press statements/release to ensure coverage of events of the commission design and package advertisements and edit them for quality publication of the material.
• Monitor and evaluate of the Commission’s Corporate Communications programs in line with other programs and activities for accountability.
• Liaise with other sections and departments in developing programmes and strategies for promoting the Commission activities.
• Developing and updating a database for media contacts.

The NCIC is a statutory body established under the National Cohesion and Integration Act (Act No.12 of 2008). The Commission was borne out of the realization that long lasting peace, sustainable development and harmonious coexistence among Kenyans requires deliberate normative, institutional and attitudinal processes of constructing nationhood, national cohesion and integration. The Commission draws its existence from the National Dialogue and Reconciliation Agreement signed in Nairobi on 1 February, 2008 by the Government; Party of National Unity (PNU) and Orange Democratic Movement (ODM) delegations, and witnessed by H.E. Kofi A. Annan for the Panel of Eminent African Personalities. This Agreement formed the basis of the National Accord that H.E. President Mwai Kibaki and the Rt. Hon. Prime Minister Raila Amolo Odinga signed on 28 February, 2008 when the dialogue was officially launched.

Job Summary

• The job holder is responsible for providing the required technical support services for organizing and implementing activities for the execution and articulation of the NCIC mandate at the County level. This position is responsible for assisting in implementing peacebuilding and reconciliation activities through participation in peace meetings, mobilizing for workshops,
• seminars and trainings aimed at enhancing peaceful and harmonious coexistence among the communities within the County in the region .
• The Programme officer will be in charge of One County in the Upper Eastern Region. The regional office will be located in Isiolo.

Duties and responsibilities

I. Operational Responsibilities / Tasks

• Assists in the development and implementation of the peace building and reconciliation programmes and projects.
• Collects information on thematic issues particularly on peace building and conflict resolution.
• Participates in organizing dialogue meetings, workshops and forums.
• Assists in planning and organization of meeting, workshops and trainings.
• Collects and disseminates information on peace building and reconciliation.
• Collects information on causes of conflicts, actors and other related issues.
• Collects and collates information on peace building and conflict to inform early warning and early response.
• Carries out peace building and reconciliation activities and helps in registration of participants and drafting of reports.
• Prepares internal briefs and reports on project activities.
• Implements policies, guidelines and strategies on public education and engagement that aim to support peaceful coexistence among different ethnic communities in Kenya.
• Conducts advocacy campaigns and activities on issues affecting ethnic relations.
• Collects and collates information on activities that promote the elimination of all forms of discrimination on the basis of ethnicity, race, religious, cultural, linguistic and other forms of diversity in a plural society.
• Conducts training needs assessments for specific targeted groups on public education and engagement.
• Supports the organization in the implementation of training programmes and in carrying out activities on public awareness and advancement of peace and harmony among ethnic communities and racial groups.
• Collects information and develops IEC materials on public awareness, support and advancement of peace and harmony among ethnic communities and racial groups.
• Champions activities that discourage persons and institutions from advocating or promoting discrimination or discriminatory practices on the ground of ethnicity or race.
• Carries out sensitization programmes and activities that promote tolerance, understanding and acceptance of diversity in all aspects of national life and encourage full participation by all ethnic communities in the social, economic, cultural and political life of other communities.
• Supports the implementation of activities that promote respect for religious, cultural, linguistic and other forms of diversity in a plural society.
• Assists in conducting stakeholder and validation forums.
• Supports the preparation of budgets for the County activities.
• Provides support in the development, implementation and review of work plans.
• Initiates briefs for activities and office assignments.

Job Summary

• The job holder coordinates execution and articulation of the NCIC mandate at the regional level. The position is responsible for supervision, guidance and management of programmes, projects, strategies and all activities related to NCIC functions including public education, peace building, training that support, advance and promote arbitration, conciliation, mediation and similar forms of dispute resolution in order to ensure peaceful coexistence among ethnic communities in the region.
• The Principal Programme officer will be in-charge of Cental Rift Region.

• Designs, implements and reviews programs and activities that promote the elimination of all forms of discrimination on the basis of ethnicity or race.
• Champions and advocates for programs and activities that discourage persons, institutions, political parties and associations from advocating or promoting discrimination or discriminatory practices on the ground of ethnicity or race.
• Designs, implements and reviews sensitization programs on promotion of tolerance, understanding and acceptance of diversity in all aspects of national life and encourage full participation by all ethnic communities in the social, economic, cultural and political life of other communities.
• Develops and implements policies, guidelines and strategies that promote peaceful coexistence of communities.
• Coordinates programmes, projects, and initiatives that promote peaceful and harmonious existence of communities.
• Develops concept notes, work plans for the region.

• Plans, develops, implements and reviews educational and training programs, curriculum and materials for creation of public awareness, support and advancement of peace and harmony among ethnic communities and racial groups, and promotion of respect for religious, cultural, linguistic and other forms of diversity in a plural society.
• Develops, implements and reviews of programs and initiatives that promote equal access by persons of all ethnic communities and racial groups to public services and facilities provided by the Government.

• Establishes strategic linkages with public and private institutions and partners towards the advancement of peaceful coexistence among different ethnic communities in Kenya.
• Coordinates the regional office budget in line with the provisions of Public Finance and Management Act and NCICs Financial Management Guidelines.
• Guides the procurement and supply chain activities within the regional office in consultation with the head of supply chain management in the Commission to ensure compliance with the Public Procurement and Disposal Act of 2015 and Public Procurement and Disposal Regulations, 2006.
