The NCIC is a statutory body established under the National Cohesion and Integration Act (Act No.12 of 2008). The Commission was borne out of the realization that long lasting peace, sustainable development and harmonious coexistence among Kenyans requires deliberate normative, institutional and attitudinal processes of constructing nationhood, national cohesion and integration. The Commission draws its existence from the National Dialogue and Reconciliation Agreement signed in Nairobi on 1 February, 2008 by the Government; Party of National Unity (PNU) and Orange Democratic Movement (ODM) delegations, and witnessed by H.E. Kofi A. Annan for the Panel of Eminent African Personalities. This Agreement formed the basis of the National Accord that H.E. President Mwai Kibaki and the Rt. Hon. Prime Minister Raila Amolo Odinga signed on 28 February, 2008 when the dialogue was officially launched.

Job Summary

  • This position is responsible for implementing human resource management strategies and policies in compliance to the prevailing labour laws.
  • Reporting to: Principal Human Resource Management Officer

Key Responsibilities/ Duties / Tasks

Managerial / Supervisory Responsibilities

  • Ensures compliance with statutory and regulatory requirements pertaining to the management of human resources.
  • Takes part in preparing human resource plans and succession management strategies
  • Develops and implements training and capacity building programmes and strategies.
  • Administers the staff Medical Scheme and welfare programmes.
  • Administers employment contracts, pensions and gratuities.
  • Guides staff working under the officer. and
  • Analyzes staffing levels and making proposals for succession planning.

Operational Responsibilities / Tasks

  • Administers employee benefits and remuneration.
  • Processes staff recruitment, appointments, placement/deployment, and promotion.
  • Administers the payroll and salary.
  • Develops, implements and reviews performance management systems, tools and incentives.
  • Handles staff disciplinary cases and grievances
  • Handles employee relations and staff welfare matters.
  • Updates and maintains staff establishment and human resource data base.
  • Puts measures in place to promote health and safety in the work place.
  • Takes part in preparing personnel emoluments/budgets.
  • Processes the payroll.
  • Analyses and compiling performance appraisal reports.
  • Undertakes training needs assessment.
  • Prepares progress reports.

Requirements for Appointment

Academic Qualifications

  • Bachelor’s degree in Human Resource Management or any other Social Science from a recognized institution
  • Higher Diploma in Human Resource Management from a recognized institution.
  • Computer proficiency

Professional Qualifications / Membership to professional bodies

  • Membership to a relevant professional body.

Previous relevant work experience required.

  • Six (6) years of experience in a relevant field.
