Key Responsibilities:

Monitoring:

  • Support the Head of PMU in refining mechanisms, systems and tools that enable structured participation and inputs by MEAL focal points in the reporting process for the drought response programme.
  • Participate in project kick off, review and close out meetings, ensuring that the MEAL aspects (indicators, tools and monitoring activities) of the drought response project are well understood and integrated into the project.
  • Review and provide technical input into the development of log frames/results frameworks and Indicator Tracking Tables and ensuring these are updated continually.
  • Disseminate project outputs and findings regularly with technical leads of the PMU and other relevant project staff working in the country offices.
  • Undertake field trips as part of physical monitoring and verification of the drought response project activities.
  • Support the work of MEAL consultancies for the drought response project.

Information Management

  • Support operations by providing timely trends analysis and data visualization products.
  • Continuously QA the quality of data collection and data entry and provide feedback geared towards improving data quality.
  • Provide technical guidance and contribute to the development of data collection tools, plans, process, and guidelines to strengthen monitoring of the drought response.
  • Ensure compliance with DRC global guidelines on data protection.

Evaluation and Assessments:

  • Work with Country Office MEAL Coordinators to plan for and conduct assessments and other internal surveys.
  • Develop TORs for cross cutting external evaluations and assessments.
  • Review Country Office TORs for evaluations and assessments
  • Provide technical guidance on the design and implementation of evaluations, surveys and other assessments.

Accountability:

  • Get findings from the Country Office accountability systems for the drought response including consolidating lessons from the Community Feedback Mechanisms (CFM) Systems
  • Collate lessons learnt periodically and share action plans for improvement with the PMU.

Learning:

  • Assess performance regularly against agreed program indicators.
  • Document and articulate best practices, ensuring the PMU is regularly kept informed.
  • Regularly present key MEAL findings to the PMU, Project Steering Committee etc.
  • Along with colleagues, produce lessons learnt briefs and disseminate these with the PMU and Program Sector Leads

Coordination

  • Liaise with Regional and Country Office MEAL staff to continually share learnings and best practices in MEAL.
  • Coordination and collaboration with the PMU team, Program Sector Leads and Country Program Management

Experience and technical competencies:

  • Bachelor’s degree in relevant field (development, social research preferable with a focus in MEAL as well as compliance.
  • Minimum of 5 years working experience within the field of MEAL
  • Experience working with INGO, UN Agencies, line ministries and/or local authorities in complex emergencies.
  • Experience in developing /guiding information management systems for large humanitarian programmes.
  • Experience in participatory assessment and community-based monitoring approaches
  • Have clear understanding of Core Humanitarian Standards (CHS)
  • Experience with capacity building of staff and, in convening and facilitating trainings and workshops.
  • Excellent analytical and report writing skills.
  • Excellent written and oral communication skills.
  • Ability to work independently and as a team player with demonstrated leadership and participatory manner.
  • Ability to travel regularly within the region and beyond – including in conflict affected areas – for potentially up to 4 weeks at a short time notice.
  • Proficiency in English is a strong preference, while other regional languages are beneficial.
