  • The ideal candidate will understand the fundamentals of building and delivering advocacy strategy and implementation plan, can contribute to building this capacity with colleagues throughout the region; with experience advocating for the human rights in development or/and humanitarian contexts.

Responsibilities
Strategy and Goal Setting

  • Inform and contribute to the implementation of the Global Advocacy Strategy advancing on the vision of CARE´s Agenda 2030, particularly on the organizational goals regarding shifting power. The RAA shall be the advocacy point of contact for the region, connecting the country office (CO) with regional and global advocacy priorities, ensuring regional priorities are visible, supported and bolstered appropriately.
  • Support the development and implementation of advocacy strategies across ECA, engaging with strategy development and facilitating CO planning upon request. Aligning national, regional, and global priorities across the confederation.
  • Develop and implement a locally led regional advocacy strategy to scale the prioritized strategic outcome area(s), in coordination with partners (aligned to CARE´s approach to partnerships and working with social movements) and with CARE Country Offices.
  • Lead strategic advocacy and influencing at regional level as informed by country office and regional priorities.
  • Develop, implement, and monitor regional advocacy strategies in coordination with CO covering both development and humanitarian issues as identified by the COs.
  • Spokesperson for advocacy at regional level, and as requested.

Representation and co-chair/leading networks

  • Develop and maintain relationships with civil society actors including regional coalitions, intergovernmental fora, research/academic institutions to advance CARE´s programme to scale up and impact.
  • Identify and manage strategic partnerships with key regional bodies for advocacy and programming goals and objectives. Working with WLO/WRO, civil society networks and collaborative platforms.
  • Ensure effective coordination and alignment of regional and national-focused influencing work, with partners and with CARE Country Offices.
  • Ensure CARE is actively engaged and visible in support of intergovernmental fora, civil society discussions, decisions, and frameworks.
  • Facilitate donor engagement at all levels, including supporting Cos engagement in coordination with Regional Director, Deputy Regional Director of Program, and Regional Humanitarian Coordinator.
  • Develop internal and external communications on CARE’s progress in partnerships and regional influence.
  • Represent CARE ECA in any regional meetings, events as needed.

Project Management and Capacity building

  • Supports proposal design and the implementation of advocacy projects.
  • Leads on the monitoring, evaluation, accountability and learning processes related to advocacy at country level, providing guidance and advising on the best ways to capture evidence. Report at regional level advocacy wins, processes, lessons learned and challenges.
  • Whenever possible, identify evidence and potential for fundraising opportunities to expand advocacy, programing, and partnership possibilities. Follow up those opportunities with concept notes/proposals where possible and in collaboration with country offices.
  • Build the advocacy capacity of identified staff in each CO/sub-region.
  • Support and mentor advocacy leads or other staff part of the ECA Regional Advocacy

Qualifications

  • Master’s degree (or a combination of bachelor’s degree and relevant work experience) in social sciences and humanities including areas of women’s economic empowerment, resilience, public administration, gender in development, or international relations.
  • At least 8 years of relevant international development experience work experience in national, and international level senior advocacy leadership positions with NGO / INGOs, UN organizations or relevant advocacy organizations.
  • Experience in management and capacity building of national staff. Ensuring appropriate resources are available to achieve objectives and adjusts goals if they cannot be met due to lack of resourcing.
